RESOLUTION NO.98-22918
A RESOLUTION OF THE MAYOR AND CITY COMMISSION OF
THE CITY OF MIAMI BEACH, FLORIDA, CALLING A PUBLIC
HEARING FOR WEDNESDAY, OCTOBER 7, 1998 AT 3:30PM,
REGARDING THE PROPOSED USES OF LOCAL LAW
ENFORCEMENT BLOCK GRANT FUNDS
WHEREAS, the City of Miami Beach Police Department has applied for and was
awarded grant funds, in the amount of $502,747.00, under the Local Law Enforcement Block
Grant Program; and
WHEREAS, the Mayor and City Commission authorized the filing of an application for
the grant funds at its regular meeting on September 9, 1998; and
WHEREAS, the grant application requires that at least one public hearing be held
regarding the proposed use of Block Grant Funds, prior to the obligation of any funds
received; and
WHEREAS, the proposed use of the Block Grant funds is shown in the attached
Exhibit "A".
NOW, THEREFORE, BE IT DULY RESOLVED BY THE MAYOR AND CITY
COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, that a public hearing regarding
the proposed use of the Local Law Enforcement Block Grant Funds is hereby scheduled on
Wednesday, October 7, 1998 at 3:30pm, in the City Commission Chambers at 1700
Convention Center Drive, Miami Beach, Florida, and the City Clerk is hereby authorized and
directed to publish and distribute the appropriate public notice of said public hearing at which
time and place all interested parties will be heard.
PASSED and ADOPTED this 23rdday of September, 1998.

PROPOSED USES OF LOCAL LAW ENFORCEMENT BLOCK GRANT
FUNDS
ADMINISTRATION RECOMMENDATION
Adopt the Resolution.
BACKGROUND
The City of Miami Beach Police Department, through the Office of the City Manager, applied for
grant funds to the United States Department of Justice under the "Local Law Enforcement Block
Grant" Program. The Police Department is eligible to receive funds under the United States
Department of Justice "Local Law Enforcement Block Grant" program. This is the third year the
Police Department will receive funds under this program.
The total estimated funds for this project are $558,608.00, of which $502,747.00 will be funded by
the United States Department of Justice and the remaining $55,861.00 will be funded by the City
from the Police Confiscations account. The grant funds will be available on October 1, 1998.
The grant funds will be used to continue funding of four non-sworn positions, salaries and benefits
($209,332.00), purchase equipment ($154,276.00) and fund supplemental overtime for crime
prevention programs throughout the city ($195,000.00). A detailed list of expenditures is attached.
The Mayor and City Commission approved the application at the regular meeting of September 9,
1998 (Resolution No. 98-22889).
One requirement ofthe grant is that the local unit of government hold at least one public hearing on
the proposed use of the Block Grant funds before the obligation of any funds received.
The Public Hearing is scheduled for Wednesday, October 7, at 3:30 PM.

The proposed use of these funds, as set forth in the attached list, has the approval of the
Administration and was also endorsed by the Dade-Miami Criminal Justice Council on September
11, 1998.
CONCLUSION
The Public Hearing will provide the public the opportunity to comment on the proposed use of the
Block Grant Funds and meet the requirement for a public hearing.
