SUBJECT: Existing Registered Architect Vacancies on the City's Development Review Boards
As you may be aware, the City has remaining vacancies on the Design Review Board and
the Historic Preservation Board, and a potential vacancy on the Planning Board as noted
hereto:
Historic Preservation Board Vacancy
1. An architect registered in the State of Florida with practical experience in the rehabilitation
of historic structures.
This position was previously held by Mr. Noberto Rosenstein. Mr. Rosenstein is termed
limited and is not eligible to be re- appointed.
Design Review Board Vacancies
1. Registered Architect.
This position was previously held by Mr. Thomas Deluca. Mr. Deluca is termed limited and is
not eligible to be re- appointed.
2. One (1) position from the following possible categories:
a. a Registered Architect
b. a member of the faculty of a school of architecture, urban planning or urban design in
the state, with practical or academic expertise in the field of design, planning, historic
preservation or the history of architecture
c. a Professional Architectural Designer
d. a Professional Urban Planner
This position was previously occupied by Mr. Michael Laas, as an Urban Planner. Mr. Laas
resigned from the Board in 2011 and the position is still vacant.
Planning Board Vacancy
1. A registered architect or a member of the faculty of a school of architecture in the state,
with practical or academic expertise in the field of design, planning, historic preservation
or the history of architecture, or a professional architectural designer or professional
urban planner.
This position is currently held by Ms. Leslie Tobin.
As it pertains to the Planning Board vacancy, Ms. Tobin endeavors to be appointed to the
vacant `Registered Architect' position on the Design Review Board (DRB) and recently
submitted correspondence resigning from the Planning Board, effective upon an
appointment to the DRB by the City Commission (see attached e-mail correspondence).

The Administration has identified the following individuals from the applications submitted
with the City Clerk, who would be eligible and available to serve in the capacity of
`Registered Architect' on the Design Review Board, Planning Board, and the Historic
Preservation Board:
1. Leslies Tobin.
Ms. Tobin currently serves as the Registered Architect on the Planning Board. She
has requested to be appointed to the Design Review Board.
2. Francis Michael (Mike) Steffens.
Mr. Steffens is a practicing architect who has previously served on the DRB, and has
applied for the Planning Board, Design Review Board or the Historic Preservation
Board. Although the City Code requires all members of the Planning Board to be a _
resident of the City, the City Commission may waive the residency requirement by a
5 /7ths vote, in the event a person not meeting these requirements is available to
serve on the board and is exceptionally qualified by training and /or experience.
3. Marilys Nepomechie.
Ms. Nepomechie is a practicing architect and Faculty Member of Florida International
University, and has applied the Historic Preservation Board. Due to scheduling
conflicts, Ms. Nepomechie is not available for the Planning Board.
4. Ira Giller
Mr. Giller is a practicing architect who has applied for the Historic Preservation
Board.
Ms. Nepomechie and Mr. Giller have only applied for the Historic Preservation Board.
Pursuant to Section 118 -32 of the City Code, no person shall be appointed to the Planning
Board, Design Review Board, Historic Preservation Board, or the Board of Adjustment
unless he or she has filed an application with the City Clerk on the form prescribed, not less
than ten (10) days before the date of appointment. The City Commission may waive this
requirement by a 5 /7ths vote, provided such waiver shall only be granted one time per board,
per meeting, provided further that any applicant granted such a waiver files his or her
application prior to being sworn in as a member of these boards. Such a waiver would be
required in order for Ms. Nepomechie or Mr. Giller to be appointed to a Board other than the
Historic Preservation Board.
The Board Applications and Resumes for the above individuals are attached. All of the
above individuals are well qualified for the vacant positions on the Planning, Design Review
and Historic Preservation Boards.
The two (2) vacancies on the DRB are beginning to reach a critical point in terms of affecting
meetings and agenda's, as only five (5) members currently comprise the DRB and a
minimum of four (4) are needed to conduct a meeting. The Administration recommends that
the vacant positions on the development boards be filled as quickly as possible, so as to
avoid any fut re issues relative to Board quorums.

Please accept this letter as my Letter of Resignation from the Planning Board, which I would ask be considered
contingent upon my appointment to the Design Review Board.
As I have said previously, I very much appreciate the confidence that the Commission placed in me in my'
appointment to PB. However, after one year of service on the Planning Board, I realize that my professional
skills are better suited for DRB. . My conversations with both Randy, Weisburd and Thomas Mooney are
consistent with this email.
As such, ^ l would hope that this email shall suffice to allow my simultaneous resignation from PB in anticipation,
of an appointment to the DRB.
