2012-27878 Reso RESOLUTION NO. 2012-27878 A RESOLUTION OF THE MAYOR AND CITY COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, APPROVING AND AUTHORIZING THE CITY MANAGER OR HIS DESIGNEE TO SUBMIT THE FOLLOWING APPLICATIONS: 1) EDWARD BYRNE MEMORIAL JUSTICE ASSISTANCE GRANT (JAG) PROGRAM, AMERICAN RECOVERY AND REINVESTMENT ACT FUNDING, FOR THE MIAMI-DADE COUNTY ASSOCIATION OF CHIEFS OF POLICE COUNTYWIDE PRISONER PROCESSING PROJECT FUNDS IN THE APPROXIMATE AMOUNT OF $18,000 FOR AN INTERFACE COMPONENT FOR THE CITY'S COMPUTER AIDED DISPATCH RECORDS MANAGEMENT SYSTEM (CAD/RMS); AND RETROACTIVELY TO 2) FLORIDA DEPARTMENT OF AGRICULTURE AND CONSUMER SERVICES, URBAN FORESTRY PROGRAM, IN THE APPROXIMATE AMOUNT OF $10,000 FOR TREE PLANTINGS; AND, 3) USA FOOTBALL FOR FUNDING IN THE APPROXIMATE AMOUNT OF $50,000 FOR FLAMINGO PARK FOOTBALL FIELD; APPROPRIATING THE ABOVE FUNDS, IF APPROVED AND ACCEPTED BY THE CITY, AND AUTHORIZING THE EXECUTION OF ALL NECESSARY DOCUMENTS RELATED TO THESE APPLICATIONS WHEREAS, Miami-Dade County is moving towards a solution by Thinkstream that will capture all arrest information in the County; and WHEREAS, the interface that will be purchased with this grant will allow New World to capture the arrest data from Thinkstream into the City's New World Systems Records Management Database; and WHEREAS, the total cost of the interface is $36,000; the City of North Miami also uses the New World System and does not have the interface either; so North Miami will pay $18,000 and Miami Beach will pay $18,000 for the interface to be developed for this automated arrest form; and WHEREAS, no matching funds are required of this grant and the deadline to expend funds is February 28, 2013; and WHEREAS, this project supports the key intended outcome maintain crime rates at or below national trends; and WHEREAS, as part of the federal government's Urban and Community Forestry Matching Grant Program, funds are available, through the Florida Department of Agriculture and Consumer Services for organizations to develop or enhance their urban and community forestry programs; and WHEREAS, awards are made as $1:$1 matching grants and can be used for tree planting on public land, tree protection projects, and tree maintenance projects and a maximum of$10,000 is available for each tree planting project; and Florida Department of Agriculture and Consumer Services, Urban Forestry Program, in the approximate amount of$10,000 for tree plantings; and 3) USA Football for funding in the approximate amount of $50,000 for Flamingo Park Football Field; appropriating the above funds if approved and accepted by the City, and authorizing the execution of all necessary documents related to these applications. Retroactive approval to submit an application to Florida Department of Agriculture and Consumer Services, Urban Forestry Grant Program, in the approximate amount of$10,000 for Tree Planting As part of the federal government's Urban and Community Forestry Matching Grant Program, funds are available, through the Florida Department of Agriculture for organizations to develop or enhance their urban and community forestry programs. Awards are made as $1:$1 matching funds and can be used for tree planting on public land, tree protection projects, and tree maintenance projects. A maximum of$10,000 is available for each tree planting project. The City Administration intends to apply for funding for the Central Bayshore Neighborhood (Bayshore Neighborhood—Bid Pack A project). The project area for this grant includes:40th street to the north, Flamingo Drive to the east, Alton Road to the west and Dade Boulevard to the south. The Administration will request funding in the approximate amount of$10,000 to plant trees. Matching funds are available in the amount of$10,150 from 2003 GO Bonds — Neighborhood Improvement. This grant will fund the planting of trees around the Garden Avenue/40th Street/Meridian Avenue area and along Flamingo Drive from 26-40th Street where there is currently no funding for new trees. The match will fund trees along Sheridan Avenue from 28-40th Street. This grant supports the Reforestation Program, which the City Commission authorized in 2007, and includes tree planning as part of CIP projects, and funds for tree maintenance, including salaries and equipment for a tree maintenance crew. Attachment H to this item is a draft of the Resolution from the Urban Forestry Program which also needs to be executed. By accepting this grant,the city also agrees to enter into a Memorandum of Agreement with the Florida Department of Agriculture and Consumer Services. This project supports the key intended outcome: maintain Miami Beach public areas and rights of way citywide. 3. Retroactive approval to submit an application to USA Football, Field Building Program, in the approximate amount of$50,000 for funding for turf at Flamingo Park Football field. Access to high quality field space is an ongoing challenge for the football community. USA Football has partnered with FieldTurf to build synthetic turf football fields. The goal of USA Football is to bring more high quality, durable, football fields to the communities with the greatest need. The Administration has requested funding in the approximate amount of$50,000 for funds for synthetic turf at Flamingo Park Football Field. Currently, approximately 200 football players participate in our football program. This grant does not require matching funds and supports the key intended outcome: ensure safety and appearance of building structures and sites. ATTACHMENT H URBAN AND COMMUNITY FORESTRY GRANT RESOLUTION RESOLUTION CITY OF MIAMI BEACH RE: TO ENTER INTO A GRANT WITH THE MIAMI-DADE COUNTY STATE OF FLORIDA, DEPARTMENT OF FLORIDA AGRICULTURE AND CONSUMER SERVICES, FLORIDA FOREST SERVICE The City Commission of Miami Beach, Miami-Dade County, Florida, in regular meeting duly assembled on Wednesday, April 11, 2012, resolves as follows: WHEREAS, trees are an important part of our community; and WHEREAS, the City of Miami Beach desires to apply for an Urban and Community Forestry Grant which would provide monies in which to help fund the Miami Beach Central Bayshore Urban Forestry program, and WHEREAS, the City of Miami Beach wishes to enter into an Urban and Community Forestry Grant Memorandum of Agreement between the City of Miami Beach, Florida and the Florida Department of Agriculture and Consumer Services; NOW, THEREFORE, BE IT RESOLVED, that the City Commission of the City of Miami Beach, Miami-Dade County, Florida: Section 1. The City Commission supports a demonstration tree planting project on Public Property program for the development and installation of tree/palm planting projects which demonstrate proper urban forestry principles. Section 2. The City Commission hereby authorizes the City Manager to enter into an Urban and Community Forestry Grant Memorandum of Agreement between the City of Miami Beach, Florida and Florida Department of Agriculture and Consumer Services.
