MBC for Safe & Drug Free Community Agreement --�� a0l0- 9 MIAMI BEACH COALITION -FORA SAFE AND DRUG FREE COMMUNITY (MBC) COALITION INVOLVEMENT. AGREEMENT (CIA) This Coalition Involvement Agreement (CIA) is entered into this 13th day of.April, 2012 (Effective Date), by and' between the City of Miami Beach, Florida (City), a municipal corporation whose principal address. is 1700 Convention Center Drive, Miami' Beach, Florida 33139, and the Miami Beach Coalition for .a Safe and Drug Free Community (hereinafter; the Miami Beach Coalition or MBC), a - Florida not for profit corporation, whose principal address is 3050 Biscayne Blvd., 9th Floor, Miami, Florida " - 33137. RECITALS: WHEREAS, the Miami Beach_ Coalition for a Safe and Drug Free Community, in cooperation with The Village South, seeks collaboration between organizations agreeing to work together in .unity towards one common goal - to "promote the factors that minimize the risk of substance abuse among youth in the City of Miami Beach; and WHEREAS, the Miami Beach Coalition will establish and strengthen collaboration among organizations, groups, _agencies, and governmental entities on Miami -Beach to support efforts to promote the factors that reduce tobacco., alcohol, and other illicit drug use among youth, ages 12 -18 ;, and. WHEREAS, the Miami Beach Coalition strives to 'implement measurable /achievable outcomes, sustain and expand the Coalition, to consist of key community - stakeholders, agencies, service providers, and governmental .entities, to address new or emerging alcohol, tobacco, and other drug problems; and WHEREAS, the Miami Beach Coalition will strive to promote community . y consciousness about the "promotion of;positive well -being and the prevention of alcohol" And other drug use /abuse among youth; and WHEREAS, the City of Miami Beach wishes to continue its collaboration with the Miami- Beach Coalition, to work together to promote and minimize the risk of, substance abuse to youth in the City of Miami Beach. 1. The above "Recitals are made a part of this CIA and expressly:incorporated by referenced herein. a 2. TERM: The term.of the CIA shall commence upon execution by both parties hereto, as . referred in the Effective Date on page 1 hereto, and,shall terminate within one (1) year . from the Effective Date. Notwithstanding the preceding sentence, either party to this. CIA may terminate the Agreement, without cause and without liability, upon thirty (30) days' written notice to the other party. 3. SERVICES AND RESPONSIBILITIES: 1n. order to assure and accomplish the .common goal as set forth in the Recitals, MBC .and the. City agree that their respective responsibilities, shall include the following: MBC shall be responsible to: a. Set policies for staff and programs; b_ formulate goals and objectives in compliance with its funding source; c. Oversee the daily operation of its activities and - programs; d. Direct any Coalition staff and volunteers' working on its activities and programs; e. In conjunction with the City; MBC may set goals and objectives for staff and volunteers, and 'negotiate and approve their activities; and J. Create .and follow its strategic plan within the requirements of its funding source: CITY shall be responsible to.: a. Attend MBC meetings, at its sole discretion, and to the extent it deems reasonable and necessary; - b. Participate in one (1) Coalition committee, on a voluntary basis, if it deems reasonable and necessary, 'in its sole discretion, depending on the event and time of year; c. Attend Coalition sponsored trainings, seminars, and community -wide events, if it deems reasonable and necessary, in its sole discretion; d. Participate with MBC, to the extent it deems reasonable and necessary, in its -sole discretion, in assessing and. analyzing root causes of substance abuse (alcohol, tobacco other drugs) problems.in the community; e. Participate with MBC, to the extent it deems reasonable and necessary, in its sole discretion, in ongoing Logic Model development and strategic - planning processes; f: Participate with MBC, to the extent it deems reasonable and necessary, in its sole discretion, in ongoing, refinement of the Coalition vision, mission, objectives, goals, and activities; g. Ensure clear communication between the City and the Coalition; h. "Participate with MBC, to the extent it deems reasonable and necessary, in its sole discretion, in the implementation of multiple strategies, such as 2 events, sticker shock, and underage drinking initiative and to achieve . community change; and i. Participate with MBC., to the extent it deems reasonable and necessary, in its sole discretion, in sustaining the Coalition's vitality, involvement, and energy in the community. 4. AMENDMENTS: This CIA may only be amended by mutual consent of both parties; however, any such amendment must be in writing.and signed by both parties below. .5. NOTICES: All .notices and communications in writing required or permitted hereunder may be delivered personally to the representatives of the Coalition and the City listed below or may be mailed by registered mail, postage ; prepaid (or airmailed if addressed. to an address outside of the city of dispatch). Until changed by notice in writing, all such notices and communications shall.be addressed as follows: TO MBC: Marina B.
