SUBJECT: Beach Erosion Control & Hurricane Protection Project - Beach Renourishment
'2012
The purpose of this LTC is to provide an update to the Mayor and City Commission on the
beach renourishment activities.
BACKGROUND
The 2011 Beach _ Erosion Control & Hurricane' ' Protection Project, Dade County
Renourishment, Contract E (the Project) is sponsored by Miami -Dade County (County),
funded with a "Federal appropriation in the U.S. Army Corps of Engineers .( USACE) work
- program, and managed by USACE. The County is responsible' for providing local
coordination of beach nourishment activities conducted by the,USACE, including providing_
the non - Federal funds needed to implement the Project.
The contract was awarded to Great Lakes Dredge &.Dock LLC (GLDD) in the amount of
$15,794,200 on September 30, 2011. The City Administration's worked closely with Miami-
Dade County and USACE to postpone the commencement of construction until after the
highest point in the Citys.tourist season.
PROJECT SCOPE
. The scope of the Project consists of placing sand on three areas of Miami Beach using two
separate sources -of material (Attachment A). The first phase from 63 Street to 69 Street
was completed in April 2012. This phase utilized the last available offshore borrow'site in
Miami -Dade County located approximately 11 nautical miles south -south west of the project
area. The dredge located offshore pumped an estimated 250 cubic yards to this area.
(Attachment B provides photographs of the project from the vicinity of 68 th, Street.)
The second phase of the project,began the week of May 7, 2012. This phase will utilize a
sand back- passing method to bring approximately 80,000 cubic yards (cy) sand from an
accreted portion of the beach between 1 O Street and 18 Street to the. highly eroded areas
inthe "vicinity of 27 Street (20,000 cy) and 46t Street (60,000 cy). GLDD has performed the
necessary surveyto determine'the actual extent of beach being affected. Beginning May 21,
2012 sand will be pumped to the vicinity of 27 Street. Once this area is complete, the
contractor will continue, moving north to the vicinity of 46 Street. A is anticipated that this
area Will begin to receive sand in July 2012. The contractor has until November 2012 to
complete this phase of -the project.
The borrow site (10th Street and 18 Street) work zone will be limited to 500 feet. Trucks will
be'use'd inside this area to move sand to a stationary hopper /pump. All work will be
completed within this 500 foot work•zone and will move with each increment to minimize

project impact and minimize machinery on the beach. The sand will be pumped through an. .
underground 'pipeline to the two receiving areas.
The contractor will have a safety officer onsite, and the County and the USACE will both,
have full -time construction inspectors onsite for the duration of this project. In addition, the
County will be conducting environmental and habitat monitoring to minimize potential
damage to the benthic habitat, sea - turtles, and other marine wildlife.
As the sponsor of the Project, the County is responsible for coordinating_ and conducting
community outreach. The public can learn more about the project by calling 3 -1 -1 or
305.372.6850. The City will continue to work closely with the County, and USACE to inform
affected parties and ensure that accurate information regarding the project is available for
businesses,. residents, and visitors. At the request of the City Administration, the USACE and
the County will be.met with-the hotels,, homeowners association and' concessionaires
adjacent to the borrow site to present the final scope of the project. During the duration of
the project, there will be a weekly informational progress meeting on Wednesdays at 11:00
AM in the Public Works Conference Room. Interested parties can also participate via

CONCLUSION
The Administration will continue to work closely with the County and USACE to eliminate or
minimize the Project's impacts and will continue to provide the Mayor and City Commission
with further updates as the Projects milestones are. accomplished.
