98-22999 RESO RESOLUTION NUMBER 98-22999 A RESOLUTION OF THE MAYOR AND CITY COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, APPROVING THE AWARD OF A PURCHASE ORDER, IN THE AMOUNT OF $54,486, TO WRS INFRASTRUCTURE & ENVIRONMENT, INC., FOR THE REPLACEMENT OF THE THREE ABOVE GROUND FUEL STORAGE TANKS SERVICING THE EMERGENCY GENERATORS AT FIRE STATION NOS. 2 AND 3, AND AUTHORIZING THE APPROPRIATION OF $58,300, FROM REALLOCATED BOND FUND 351, INTO WORK ORDER NO. 2066, TO FUND THE REQUIRED WORK AND TO PROVIDE FOR ENVIRONMENTAL COMPLIANCE AND CONSTRUCTION MANAGEMENT SERVICES. WHEREAS, Fire Station Nos. 2 and 3 are equipped with emergency electrical generator systems; and WHEREAS, decades of exposure to the elements has corroded the fuel storage tanks which service the electrical generators, to the extent that their condition now warrants replacement; and WHEREAS, bids for the replacement of the tanks were requested from several petroleum storage tank contractors currently under a General Professional Environmental & Engineering Services Contract with the Miami-Dade County Department of Environmental Resources Management; and WHEREAS, the lowest responsive bidder was WRS Infrastructure & Environment, Inc; and WHEREAS, funding, in the amount of$58,300, is available from Reallocated Bond Fund 351; and WHEREAS, Work Order No. 2066 was created for the administration of environmental compliance restoration and maintenance projects. NOW, THEREFORE, BE IT DUL Y RESOL VED BY THE MAYOR AND CITY COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, that the award of a Purchase Order in the amount of$54,486, to WRS Infrastructure & Environment, Inc., for the replacement of the three above ground fuel storage tanks servicing the emergency electrical generators at Fire Station Nos. 2 and 3, and the appropriation of $58,300 from Reallocated Bond Fund 351 into Work Order No. 2066, to fund the required work and to provide for environmental compliance and construction management services, is hereby approved. ADMINISTRATION RECOMMENDATION Authorize the appropriation and the award. FUNDING: $58,300.00 Funds are available in Reallocated Bond Fund 351. BACKGROUND AND ANALYSIS Fire Stations Nos. 2 and 3 are equipped with emergency generators to supply electricity in the event of a power failure. There are two generator systems in service at Fire Station No.2 and one system at Fire Station No.3. The generators are equipped with above ground diesel fuel storage tanks. The two fuel tanks at Fire Station No.2 have a 200 and 500 gallon capacity, and the fuel tank at Fire Station No.3 has a 1,000 gallon capacity. Decades of exposure to the elements has substantially corroded the existing fuel storage tanks and their condition now warrants replacement. In order to have the corroded tanks replaced, bids for the necessary work were requested from several petroleum storage tank contractors currently under a General Professional Environmental & Engineering Services Contract with the Miami-Dade County Department of Environmental Resources Management. CONCLUSION The City Commission should authorize the award of a Purchase Order to the lowest responsive bidder meeting the specifications, WRS Infrastructure & Environment, Inc. and authorize the appropriation of $58,300 from Reallocated Bond Fund 351 into Work Order No. 2066 to fund the required work and to provide for environmental compliance and construction management services.
