98-23002 RESO RESOLUTION NO. 98-23002 A RESOLUTION OF THE MAYOR AND CITY COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, RETROACTIVELY APPROVING AND AUTHORIZING THE CITY MANAGER OR HIS DESIGNEE TO SUBMIT A GRANT APPLICATION, IN THE AMOUNT OF $1000, FROM THE NATIONAL RECREATION AND PARK ASSOCIATION, IN PARTNERSHIP WITH THE NATIONAL FOOTBALL LEAGUE CHARITIES, TO SUPPORT OUTSTANDING YOUTH FOOTBALL PROGRAMS AND LEAGUES; AUTHORIZING THE ACCEPTANCE OF THE GRANT; APPROPRIATING THE FUNDS IN COMPLIANCE WITH THE TERMS OF THE GRANT; AND AUTHORIZING THE MA YOR AND CITY CLERK TO EXECUTE ALL NECESSARY DOCUMENTS RELATED TO SAID APPLICATION AND GRANT. WHEREAS, the National Recreation and Park Association became a National Youth Football Partner with the NFL Charities; and WHEREAS, they are offering local National Recreation and Parks Association member agencies the opportunity to submit applications for support grants for outstanding youth football programs and leagues, in the amount of $1000; and WHEREAS, the City's Recreation, Culture and Parks Department provides a flag football program at Flamingo Park which currently serves 125 participants between the ages of 8-15; and WHEREAS, if the funds are awarded they would be used to enhance the Flamingo Park Flag Football Program. NOW THEREFORE, BE IT DULY RESOLVED BY THE MAYOR AND CITY COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, that the Mayor and City Commission of the City of Miami Beach, Florida, retroactively approves and authorizes the City Manager or his designee to submit an application for funding, in the amount of $1,000, from the National Recreation and Parks Association, in partnership with the National Football League Charities, to support outstanding youth football programs and leagues; appropriating the funds in compliance with the terms of the grant; and authorizing the Mayor and City Clerk to execute all necessary documents related to this application and grant. ADMINISTRA TION RECOMMENDATION: Adopt the Resolution. BACKGROUND: In July 1998, the National Recreation and Park Association became a National Youth Football Partner with the National Football League (NFL) Charities. As a result of this relationship, local member agencies are eligible to apply for support grants for outstanding youth football programs and leagues. Through a grant application process, the NFL will award eligible member agencies grants of $1000 to recognize programs and creative strategies relevant to youth football development. ANALYSIS: The City of Miami Beach Parks and Recreation Department has submitted an application for said funds. If awarded, the funds will be used to enhance the Flamingo Park Flag Football Program. The program serves about 125 children between the ages of 8 and 15. The application was due on December 15, 1998, and therefore this action is requested retroactively.
