98-23006 RESO RESOLUTION NO. 98-23006 A RESOLUTION OF THE MAYOR AND CITY COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, AUTHORIZING THE APPROPRIATION OF THIRTY THOUSAND DOLLARS ($30,000) FROM THE RESORT TAX CONTINGENCY FUND FOR THE PAYMENT OF SERVICES RENDERED BY THE MIAMI BEACH JOBS CONSORTIUM, A JOINT EFFORT BETWEEN THE MIAMI BEACH COMMUNITY DEVELOPMENT CORPORATION AND THE MIAMI BEACH HISPANIC COMMUNITY CENTER, FOR JOB PLACEMENT SERVICES IN THE CONSTRUCTION, HOSPITALITY, AND ENTERTAINMENT INDUSTRIES FOR MIAMI BEACH RESIDENTS. WHEREAS, the Miami Beach Jobs Consortium was created as a joint effort between the Miami Beach Community Development Corporation and the Miami Beach Hispanic Community Center to provide job opportunities for minorities and low and moderate income Miami Beach residents in the construction, hospitality and entertainment industries; and WHEREAS, the Miami Beach Community Development Corporation and the Miami Beach Hispanic Community Center originally sought start-up funding from the Miami Beach Redevelopment Agency in the amount of thirty thousand ($30,000) to implement said program; and WHEREAS, the Chairman and Members of the Board of the Miami Beach Redevelopment Agency passed Resolution No. 265-97 on March 7;' 1997, which authorized the allocation of thirty thousand dollars ($30,000) from the Redevelopment Agency City Center budget for the establishment of the Miami Beach Jobs Consortium; and WHEREAS, a later determination was made by the Finance Department and bond counsel that funds from the Redevelopment Agency City Center budget in the amount of thirty thousand dollars ($30,000) could not be used for job training services; and WHEREAS, the City wishes to fulfill the commitment made to the Miami Beach Jobs Consortium for having implemented a job development program that benefits minorities and low and moderate income residents of Miami Beach; and WHEREAS, the City is able to satisfy this one-time financial obligation to the Miami Beach Jobs Consortium through the allocation of thirty thousand dollars ($30,000) from the City's Resort Tax Contingency Fund. NOW, THEREFORE, BE IT DULY RESOLVED BY THE MAYOR AND CITY COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, that the Mayor and City Commission authorize the appropriation of thirty thousand dollars ($30,000) from the Resort Tax Contingency Fund for the payment of services rendered by the Miami Beach Jobs Consortium, a joint effort between the Miami Beach Community Development Corporation and the Miami Beach Hispanic Community Center, for job placement services in the construction, hospitality, and entertainment industries for Miami Beach residents. WHEREAS, one of the primary objectives of the City pf Miami Beach in supporting the development of new convention quality hotels is to provide employment opportunities for residents of Miami Beach; and WHEREAS 6 one of the requirements in the City of Miami Beach Request for Proposal for Convention Hotel Development Opportunity, was for hotel proposers to identify job training and recruitment plans for residents of Miami Beach; and WHEREAS, Loews Hotels, the selected hotel operator, has committed to providing employment opportunities for Miami Beach residents; and WHEREAS, MBDC has expressed a desire to assist Loews Hotels in creating a job development opportunity program; and, WHEREAS, MBDC and MBHCC are creating a Jobs Consortium Program, to provide job opportunities for low and moderate income Miami Beach residents in the construction, hospitality and entertainment industries, said program being described in detail in the "Miami Beach Jobs Consortium Concept Paper", included as "Exhibit An to this Resolution; and WHEREAS, MBDC and MBHCC are seeking start-up funding from the Miami-Beach Redevelopment Agency in the amount of Thirty Thousand Dollars ($30,000), to implement said Program. ASSESSMENT Each participant must be fully assessed to provide the proper match for employment in the following areas: a. education & language proficiency b. employment history & skills assessment c. potential barriers(transportation & day care) d. physical/medical condition e. employability"factors(motivation/social skills commensurate with job match) II. BASIC SKILLS RE-TRAINING Most participants will need some level of re-training. An attempt will be made to service participants in house, in agreed upon office space at Rebecca Towers; where a mini-service center will be implemented. Others will be referred to Feinberg Fisher for the following: a. GED preparation b. clerical/typing/basic computer software c. ESL 1/1. PLACEMENT Placement goals will be guided by the following: a. When basic criterion met, participant is ready for placement. Some participants will by-pass area 1/ completely. Although, I feel this population will be proportionately small. b. All participants will continuing be referred out to employment possibilities until participant finds employment, or participant moves out of the service delivery area. Factors that will consider where to refer the participant for employment will be based on assessment in Part I and proximity to their homes, schedule, benefits and interests. IV. JOB TRAINING There are short term programs that are available or that we can create to train in the following areas: Quick and fairly easy with proper motivation factor(Three to Ten weeks Maximum) a. security guards b. clerical positions. c. drivers/couriers/certification CDL d. child care e. front desk, customer relations specifically for tourist /hotel industry (Six month training with some OJT) e. maintenance/construction The above areas were selected due to the availability of employment opportunities on and/or around the beach when training is completed. The hotel industry although employs in large numbers will only employ unskilled laborers at the bottom wrung, which is in maid service etc. This is not an area that I would like to focus my efforts. IV. RECORD KEEPING a. Each participant that is serviced by MBHCC will have a record which consists of : · assessment · training · case management · job referrals · job card and placement · biographical/eligibility criteria V. BACKGROUND The Miami Beach Jobs Consortium is a Jomt effort between the Miami Beach Community Development Corporation and UNIDAD of Miami Beach, Inc. (dba the Miami Beach Hispanic Community Center) for the purpose of providing job placements in the construction, hospitality, and entertainment industries for Miami Beach residents. On March 7, 1997, the Chairman and Members of the Board of the Miami Beach Redevelopment Agency (RDA) passed Resolution No. 265-97 (see attached, Exhibit A) which authorized a one-time allocation in the amount of $30,000 from the City Center Redevelopment District to be used for start-up money for the establishment of the Miami BeaGh Jobs Consortium. This program was created, in part, on the signing of a letter of intent between the Miami Beach Redevelopment Agency and Royal Palm Hotel, Ltd., for the development of the Royal Palm Crowne Plaza Resort. Both the Loews Miami Beach Hotel and the Royal Palm Crowne Plaza had committed to implementing recruitment and job training programs which were specifically aimed at employing minorities and low and moderate income residents. AGENDAITEM (lS DATE IL-/b-'l& Once Resolution No. 265-97 was adopted, the Miami Beach Jobs Consortium, spearheaded by UNIDAD and the Miami Beach Community Development Corporation (MBCDC), undertook and implemented a job training program based on the funding commitments that had been approved. The initial annual budget, as had been presented in a "concept paper" for this program, was estimated at $100,000. The Miami Beach Housing Authority committed $30,000 and $30,000 would have come from RDA City Center funds with the passage of Resolution No. 265-97, for an initial financial commitment of $60,000 for the implementation of the program as envisioned in the concept paper. Resort Tax Contingency funds in the amount of $30,000 can substitute the RDA funds with the rescission of Resolution 265-97. On July 10, 1998, UNlOAD submitted a report to the RDA that detailed the past year's successful efforts in providing job development and job training. (See attachment 1). In short, highlights of the program included the hiring of a jobs development director who proceeded to write job development proposals and lobby for an additional $800,000 in employment and training funds. The acquisition of those funds allowed the program to hire additional staff for purposes of furthering the program goals of jobs creation and to expand the level of service throughout the City of Miami Beach. At this time and based on the prior funding commitment, the services have been provided and the costs have been incurred in connection with the delivery of these services. Therefore, the requested funds will reimburse expenses incurred over the past year. During the financial review of the documentation submitted to the City's Finance Department, the Finance Director in consultation with the bond counsel, determined that City Center funds could not be used for a jobs training program. City staff, therefore, was directed to identify another source of eligible funds to substitute the City Center funds. After exhausting all other possible funding sources for purposes of reimbursing expenses related with this program, the Administration recommends funds be used from the Resort Tax Contingency fund. ANALYSIS - The initial phase of the Jobs Consortium program has been completed and UNlOAD has received its partial match of funds in the amount of$30,000 from the Miami Beach Housing Authority. It has also submitted a reimbursement request to the City for the second component of the match in the amount of$30,000. The Redevelopment Agency had made a good faith effort to support the goals of the Jobs Consortium program when it passed Resolution No. 265-97 and authorized the use of funds in the amount of $30,000 from the City Center budget. Because it was later determined that funds from this budget could not be used, the Administration is recommending that funds from the Resort Tax Contingency fund in the same amount ($30,000) be used to reimburse UNIDAD start-up expenses it has incurred, as had been approved and authorized with the adoption of Resolution No. 265-97. CONCLUSION The Administration recommends approval ofa Resolution of the Mayor and City Commission of the City of Miami Beach, Florida, authorizing the appropriation of thirty thousand dollars ($30,000) from the Resort Tax Contingency Fund for the payment of services rendered by the Miami Beach Jobs Consortium, a joint effort between the Miami Beach Community Development Corporation and the Miami Beach Hispanic Community Center, for job placement services in the construction, hospitality, and entertainment industries for Miami Beach residents.
