98-23010 RESO RESOLUTION NO. 98-23010 A RESOLUTION OF THE MAYOR AND CITY COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, IN MEMORIAM OF GOVERNOR LAWTON M. CHILES; ACKNOWLEDGING HIS ATTRIBUTES AND ACCOMPLISHMENTS AND EXPRESSING CONDOLENCES TO HIS FAMILY; AND SETTING AN EFFECTIVE DATE. WHEREAS, Lawton M. Chiles, 41 st Governor of the State of Florida, passed away on December 12, 1998; and WHEREAS, Governor Chiles was born April 3, 1930 in Lakeland, Florida, married to the former Rhea Grafton of Miami and the two had four children, Tandy, Lawton III, Ed and Rhea and ten grandchildren; and WHEREAS, in 1958 at the age of28, Lawton M. Chiles was elected to the Florida House of Representatives, where he served for three consecutive sessions, and in 1966 was elected to...the State Senate, where he served for four years; and WHEREAS, in 1970, after a campaign featuring a 1,033 mile 91 day walk from Century, Florida, to Miami, Dade County, Florida, Lawton M. Chiles was elected to the United States Senate, where he served with distinction for 18 years; and WHEREAS, following his retirement from the Senate, Lawton M. Chiles ran for and was elected Governor of Florida in 1990 and was reelected in 1994. Lawton M. Chiles was undefeated for election throughout his 40 year political and governmental career; and WHEREAS, throughout his public career and in his personal life, Lawton M. Chiles was guided by his inner strength and conscience. His career was marked by concern for the poor, the middle class, and for the children ofthe State and the Nation. As a Senator he led investigations into 1 Federal Government's purchasing procedures; helped to pass major legislation establishing open meetings, drug enforcement, and extended medical benefits for the elderly; oversaw the appropriation of millions of dollars for Florida for roads, restoration and protection of the Everglades, and support of Radio Marti. As a result of his recognized abilities, he became Chairman of the Senate Budget Committee in 1986; and WHEREAS, as Governor, he exercised a major role in the establishment of "Healthy Start" to provide health care to pregnant women and newborn children; conducted a battle against the tobacco industry, resulting in a 13 billion dollar settlement of the State's claims against the tobacco industry; initiated legislation to repeal numerous administrative regulations in order to reduce government intervention in everyday life; urged the legislature to adopt government supported health care for the poor and middle class and urged the appropriation of more money for schools; and WHEREAS, although his term as Governor was just about to expire at the time of his death, the State looked forward to many years of his future service as an elder statesman, advisor, and participant in civic projects and affairs, which said participation will now not come to pass leaving a void which will be difficult to fill; and WHEREAS, Lawton M. Chiles was a great friend of Southeast Florida and the City of Miami Beach and enjoyed the friendship of many of its citizens, all of whom mourn his passing; and WHEREAS, it is appropriate for the Mayor and the Members of the City Commission on behalf of the citizens of Miami Beach to memorialize this great Floridian. NOW, THEREFORE, BE IT DULY RESOLVED BY THE MAYOR AND CITY COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, that: Section 1. The recitations set forth above are all true and are adopted in their entirety. 2 Section 2. The City of Miami Beach extends its deepest condolences to Rhea Chiles, the children and grandchildren of the Governor and wish the best for their future. Section 3. True copies ofthis Resolution shall be transmitted to Rhea G. Chiles, as well as the Office of the Governor, the President of the Senate and Speaker of the House of Representatives of the State of Florida. Section 4. This Resolution shall become effective upon adoption. Lawton is irreplaceable and will be missed. We were unable to be at the memorial service in Tallahassee because as City Attorney my presence was required at the City Commission Meeting, which took place on Wednesday, December 16. However, the Mayor and Members of the City Commission of Miami Beach adopted a resolution in memoriam to Lawton, a duplicate original of which is enclosed.
