A RESOLUTION OF THE MAYOR AND CITY COMMISSION OF THE
CITY OF MIAMI BEACH, FLORIDA, APPROVING AND AUTHORIZING
THE NORTH BEACH QUALITY OF LIFE (FISCAL YEAR 96/97)
REPROGRAMMING OF FUNDS FROM PARKING IMPROVEMENTS IN
F AIRWAY PARK, IN THE AMOUNT OF $43,000, TO THE NORTH BEACH
MARKETING PLAN, INITIALLY FUNDED FOR $7,000; PROVIDED THAT
THOSE FUNDS ARE REPLACED IN THE FISCAL YEAR 1997-1998
QUALITY OF LIFE FUNDING ALLOCATIONS.
WHEREAS, the North Beach community prepared a budget, totalling $350,000, for use of
Resort Tax Quality of Life funds in Fiscal Year 1996-1997; and
WHEREAS, the projects within the $350,000 were approved by the Mayor and City
Commission in May of 1997; and
WHEREAS, the North Beach Quality of Life Committee is desirous of reprogramming
$43,000 from the Fairway Park Project, which will not be usable until the following year; and
WHEREAS, the North Beach community has agreed to replace those Fairway Park funds
in the 1997-1998 Quality of Life budget; and
WHEREAS, a comprehensive marketing campaign has been undertaken to promote the area
for the benefit of residents and tourists, and the initial $7,000 allocated is not adequate to properly
fund the proposed plan.
NOW, THEREFORE, BE IT DUL Y RESOL VED BY THE MAYOR AND CITY
COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, that the Mayor and City
Commission hereby approve and authorize the North Beach Quality of Life (Fiscal Year 96/97)
reprogramming of funds from Parking Improvements in Fairway Park, in the amount of $43,000,
to the North Beach Marketing Plan, initially funded for $7,000; provided that those funds are
replaced in the Fiscal Year 1997-1998 Quality of Life funding allocations.

BACKGROUND
On July 26, 1995, the City Commission adopted a Strategic Plan for the North Beach Community. The
Plan, in one document, identified and organized major financial commitments that would be
implemented over a period to help transform the North Beach Community.
ANAL YSIS
A key element of the City's financial commitment was the allocation of $350,000 in quality of life funds
to be used for projects to be prioritized by the community. The Administration requested that North
Beach Development Corp. assist in establishing the community's input. A North Beach strategic
Planning Committ~e was created, and Mr. Marvin Green was appointed Chairman. The committee
included residents from all parts of the North Beach Community, including Biscayne Point, Biscayne
Beach, Normandy Isle, and Normandy Shores. A significant number of the projects proposed for the
1995-96 fiscal year were completed as scheduled. On March 6, 1997, the North Beach Task Force
voted on spending recommendations for the 1996-97 fiscal year. The attached list of priority projects
was arrived at during committee meetings on November 13, 1996 and March 6, 1997.
CONCLUSION
The Administration recommends the approval of the attached Resolution of the Mayor and City
Commission of the City of Miami Beach, Florida, appropriating $350,000 from the Resort Tax Fund for
Quality of Life Improvements in the North Beach Community.

WHEREAS, the North Beach Task Force, along with the North Beach Development
Corporation, have prioritized projects and, together, have arrived at the attached list of
priority projects during committee meetings on November 13, 1996 and March 6, 1997.
NOW THEREFORE, BE IT RESOLVED BY THE MAYOR AND CITY
COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, that the Mayor and City
Commission of the City of Miami Beach, Florida, hereby appropriate $350,000 from the
Resort Tax Fund, for Quality of Life Improvements in the North Beach Community.

ADMINISTRATION RECOMMENDATION
Adopt the Resolution.
BACKGROUND
On May 7, 1997, the City Commission approved the North Beach Development Corporation
(NBDC) annual allocation of Resort Tax (1/3 of 1/2%) to be used as Quality of Life funds to
improve the North Beach community. As was done in the previous year, $350,000 worth of projects
was prioritized through a series of community meetings. That itemized list of projects is attached.
ANAL YSIS
As with any proposed budget, line items are adjusted as real numbers replace estimates, and
time lines for proposed projects change. At issue are two particular line items within the budget.
Line item number 19 allocates $50,000 for parking impro\'cments at Fairway Park in accordance
with the park renovation portion of the Park Master Plan. Line 15 addresses development of
marketing material for North Beach ($7,000). In August the Administration received a request from
NBDC to transfer $43,000 funds approved for Fairway Park parking improvements, to increase the
initial set aside of$7,000 for marketing. NBDC wanted to create a $50,000 marketing campaign for
the North Beach community. The committee was advised that the park renovations were over one
year away, and it was agreed that those funds would be replaced from the unallocated, but available

1997-1998 Quality of Life funds. The consensus of the North Beach Quality of Life Committee is
that the North Beach community is suffering from a negative identity and a marketing campaign
touting the "new North Beach" will be extremely beneficial. NBDC interviewed over a dozen firms
and hired marketing experts to design a newsletter, create a new logo, banners, brochure,
photography, video, etc. Those materials are now being produced.
CONCLUSION
Adopt the Resolution accepting the line item adjustments to the NBDC 1996-1997 Quality of Life
budget as aforementioned. The reprogramming of funds has clear tourism and economic
development benefits.
