97-22306 RESO RESOLUTION NO. 97-22306 A RESOLUTION OF THE MAYOR AND CITY COMMISSION OF IH1C CITY OF MIAMI BEACH, FLORIDA, AUTHORIZING IHJIIC ADMINISTRATION TO ISSUE A REQUEST FOR PROPOSALS FOR IHJIIC PURCHASE OF PUBLIC ADVERTISEMENTS IN A SPANISH LANGUA GIC PERIODICAL WHEREAS, for the past three years, the City has placed advertisements in Spanish in th ~ Art Deco newspaper, one of the few circulated newspapers in Miami Beach that printed in Spanisl ; and WHEREAS, it has been determined that, because there is now more than one Spa: lis 1 language newspaper of general circulation/distribution throughout the City, it requires that thi s matter be competitively bid; and WHEREAS, accordingly, a Request for Proposals has been drafted by the AdministratiOl, requesting qualifications and experience of Spanish language periodicals, with an emphasi~; 0 1 circulation, ability and reliability to publish on a weekly basis, and cost of ad placement; and WHEREAS, it is necessary to issue this Request for Proposals in order to foster c pe 1 competition and negotiate the best possible contract for the City. NOW, THEREFORE, BE IT DUL Y RESOLVED BY THE MAYOR AND CJT'{ COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, that the Mayor and (~it V Commission hereby authorize the Administration to issue a Request for Proposals for the purcha~ ~ of public advertisements in a Spanish language periodical. BACKGROUND: In the past three years, the City has placed advertisements in Spanish for job announcements, publ c hearings and bids, in the Art Deco newspaper. Art Deco was selected because it was one of the fe v circulated newspapers in Miami Beach that printed in Spanish. However, this has now changed ar d as a result there are more newspapers circulating in Miami Beach that print in Spanish. Sorr. e ( ,f these newspapers are, in addition to the Art Deco newspaper, El Especial, Diario de Las AmerIca!, Vida, Beach News, El Nuevo Herald, Art Deco Tropical and Miami Beach Hola Amigos. ANALYSIS: The Administration requested clarification from the City Attorney's Office regarding the need fi Ir bidding or issuing an RFP for the purposes of selecting a Spanish language newspaper in which' 0 advertise.
