SUBJECT: UPDATED - Existing Vacancies on the City's Development Review Boards
On December 11, 2012 LTC 323-2012, pertaining to existing vacancies on the City's
Development Review Boards, was issued. However, such LTC did not include the recent
changes made to some land use board member qualifications. This LTC includes the new
and revised membership categories adopted by the City Commission on July 18, 2012,
under Ordinance 2012-3770.
As previously indicated, the City has a number of vacancies and/or term expirations on the
Board of Adjustment (BOA), the Planning Board (PB), the Historic Preservation Board
(HPB), and the Design Review Board (DRB). The vacant categories of these boards are
indicated hereto:
Board of Adjustment
The Board is composed of two(2)citizens at-large and five(5) members appointed from the
following categories (no more than one per category):
a. Law
b. Architecture
c. Engineering
d. Real Estate Development
e. Certified Public Accounting
f. Financial Consultation
g. General Business
The following categories are occupied by members whose terms expire on December 31,
2013:
• Citizen At-Large: Ms. Elsa Urquiza
• Certified Public Accounting: Mr. Bryan Rosenfeld
• Financial Consultation: Mr. Lior Lesser
• General Business: Ms. Sherry Roberts
There are currently 3 vacant positions, as noted hereto.
1. Citizen at-large.
One of these positions is currently held by Ms. Joy Malakoff. Ms. Malakoff is eligible for re-
appointment.
2. General membership.
One position is currently held by Mr. Richard Pereira in the category of Law. Mr. Pereira is

eligible to be re-appointed.
3. General membership.
One position was previously held by Mr. Andrew Resnick in the category of Real Estate
Development. Mr. Resnick recently resigned from the Board and does not seek to be re-
appointed.
Planning Board
1. Three persons who are citizens at large or engaged in general business in the city.
One of these positions is currently held by Mr. Randy Weisburd. Mr. Weisburd does not
seek to be re-appointed.
2. An architect registered in the state of Florida; or a member of the faculty of a school of
architecture in the state,with practical or academic expertise in the field of design, planning,
historic preservation or the history of architecture; or a landscape architect registered in the
state of Florida; or a professional practicing in the fields of architectural or urban design, or
urban planning.
This position is currently held by Mr. Jean-Francois Lejeune. Mr. Lejeune is eligible to be re-
appointed.
3. A person who has education and/or experience in historic preservation issues. For
purposes of this membership category, the term "education and/or experience in historic
preservation issues" shall be a person who meets one or more of the following criteria:
(1) Has earned a college degree in historic preservation;
(2) Is responsible for the preservation, revitalization or adaptive reuse of historic buildings;or
(3) Is recognized by the city commission for contributions to historic preservation, education
or planning.
This position is currently held by Mr. Daniel Veitia. Mr.Veitia is eligible for re-appointment.
Historic Preservation Board
1.A representative from the Miami Design Preservation League(MDPL),selected from three
names nominated by such organization.
This position is currently held by Mr. Herb Sosa. Mr. Sosa is eligible to be re-appointed.
2.A representative from Dade Heritage Trust(DHT), selected from three names nominated
by such organization.
This position is currently held by Ms. Jane Gross. Ms. Gross is eligible to be re-appointed.
3. An at-large member who has resided in one of the city's historic districts for at least one
year and who has demonstrated interest and knowledge in architectural or urban design and
the preservation of historic buildings.
This position is currently held by Mr. Dominique Bailleul. Mr. Bailleul is eligible to be re-
appointed.
4. An at-large member who has resided in one of the city's historic districts for at least one
year and who has demonstrated interest and knowledge in architectural or urban design and
the preservation of historic buildings.
This position is currently held by Ms. Josephine Manning. Ms. Manning is eligible to be re-
appointed.
Design Review Board
1. Two (2) Citizens at Large.

One of these positions is currently held by Ms. Carol Housen. Ms. Housen is eligible to be
re-appointed.
2. One (1) position from the following possible categories
a. An architect registered in the United States
b. A professional practicing in the fields of architectural or urban design
c. A professional urban planner
d. A resident with demonstrated interest or background in design issues
e. An attorney in good standing licensed to practice law within the United States.
This position is currently held by Ms. Lilia Medina, in the capacity of Professional Urban
Planner. Ms. Medina is eligible to be re-appointed.
3. One (1) position from the following possible categories
a. An architect registered in the State of Florida
b. A member of the faculty of a school of architecture, urban planning or urban design in
the state,with practical or academic expertise in the field of design, planning, historic
preservation or the history of architecture
c. A professional practicing in the fields of architectural design or urban planning
This position is currently held by Ms Marilys Nepomechie in the capacity of a member of the
faculty of a school of architecture in the State. Ms. Nepomechie is eligible to be re-
appointed.
In order to maintain quorums, the members of the boards whose terms will expire can be
held over for a period not to exceed 60 days from December 31, 2012. Consequently, the
need for members is very pressing for all of the City's Development Review Boards, as
some will not be able to field quorums after their February meetings if no new appointments
or re-appointments are made.
