98-22987 RESO RESOLUTION NO. 98-22987 A RESOLUTION OF THE MAYOR AND CITY COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, APPROVING AND AUTHORIZING THE PLACEMENT BY NORTH BEACH DEVELOPMENT CORPORATION OF ONE HUNDRED AND TWENTY (120) BANNERS WITH THE NORTH BEACH LOGO AND NAME, AS REQUESTED BY THE APPLICANT, AT THE FOLWWING LOCATIONS: COLLINS A VENUE, FROM 59TH TO 75TH STREET; 71ST SlREET, FROM COLLINS AVENUE TO BAY DRIVE; NORMANDY DRIVE, FROM BAY DRIVE TO RUE NOTRE DAME; AND 71ST STREET, FROM RUE NOTRE DAME TO BAY DRIVE; SAID BANNERS TO BE AFFIXED TO LIGHT POLES IN THE PUBLIC RIGHT-OF-WAY, MEASURE 2' X 4'7" AND HAVE COpy AND DESIGN AS SHOWN ON THE ATTACHED DRAWINGS. WHEREAS, North Beach Development Corporation (Applicant) has developed the Destination North Beach marketing campaign to help create a community identity and promote tourism and economic development in North Beach; and WHEREAS, the Applicant has commissioned a colorful banner design and obtained community support for the design; and WHEREAS, similar banners have been used successfully to promote Lincoln Road and Washington Avenue; and WHEREAS, the Applicant has requested approval and authorization for the placement of a total of one hundred and twenty (120) banners; and WHEREAS, said banners will be installed on or after December 10th, 1998; and WHEREAS, the applicant will ensure that any damage to light poles will be repaired at its expense, and will meet all other applicable City requirements; and WHEREAS, Section 9-3.C.4 of the City's Zoning Ordinance (Ordinance No.89-2665), as amended, requires that the Mayor and City Commission approve the installation of temporary banners.u NOW, THEREFORE, BE IT DULY RESOLVED BY THE MAYOR AND CITY COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, that the Mayor and City Commission herein approve and authorize the placement of one hundred and twenty (120) banners promoting and establishing a community identity for North Beach, as requested by the Applicant at the following locations: Collins Avenue, from 59th to 75th Streets; 71st Street, from Collins Avenue to Bay Drive; Normandy Drive, from Bay Drive to Rue Notre Dame; and 71st Street, from Rue Notre Dame to Bay Drive; said banners to be affixed to light poles in the public right- of-way, measure 2' x 4'7", have copy and design as shown on the attached drawings, to be installed no earlier than December 10, 1998. Designated Destination: North Beach, the campaign began with the creation of a nevv' logo and identity for North Beach and included a new newsletter, promotional videotape, brochure, and more_ The first edition of the North Beach Beat newsletter has been very well received and a second edition is due out next week. An important component of the marketing campaign is the creation of street banners to hang on the new light poles installed through the North Shore Streetscape Project. To correct a defect in the new poles, the manufacturer provided over $35,000 worth of banner arms to the City at no charge. A banner 2 feet wide and 4 feet, 7 inches long was designed by Todd and Dee Creative Group, the design firm hired by NBDC to work on the .campaign_ The banner features the striking new North Beach logo on two different color backgrounds, A copy of the banner design is attached, Unforiunately, in order to produce the banners in time for the kickoff of the Destination North Beach marketing campaign at NBDC's Annual Meeting on December 8th, the banners need to be approved by the Commission this week. Resolution of last minute design details prevented me from requesting inclusion of this item at the time the agenda was prepared. I would appreciate it immensely if you could request that this be brought up as an unscheduled item at the Wednesday December 2nd meeting. The official request is to approve 120 2" X 4'7" banners to be hung on the new light poles on Collins Avenue from 59th Street to 75th Street, on 300 71 ST. Similar banners promoting Lincoln Road and Washington Avenue have been in place for nearly two years, In urban areas across the country, street banners are a universally accepted tool for enlivening and promoting neighborhoods, The North Beach community has enthusiastically embraced the concept and the design of the North Beach banners, I hope the City Commission will shan:; our excitement about this project. I will be following up with James Quinlan's office tomorrow morning to ensure that all reql'ired permits are filed prior to Wednesday's meeting, I will also make color copies of the banner design to bring to the meeting. ADMINISTRA TION RRCOMMRNDA TION Adopt the Resolution. BACKGROUND The Zoning Ordinance requires that the City Commission approve the installation of temporary banners, pursuant to Section 9-3.CA which reads, in part: Light Pole Banners affixed to light poles or other similar structures on the public right-of-way shall be subject to the following regulations: a. The right to install, as well as the number, location and method of installation of banners shall be subject to the Design Review process and approved by the City Commission and the Public Works Department. b. Banners announcing special events, either to be held in Miami Beach or to be AGENDA ITEM C I H DATE 1'2-'2.-cr6 associated in some manner with Miami Beach, as determined by the City Commission, may be erected up to thirty days prior to the event being announced and must be removed within seven days after said event. c. A performance bond shall be required to ensure the removal of the banners in case of advanced deterioration of the banners, or if a dangerous condition presents itself, the City may at its sole discretion direct the banners to be removed at any time. ANALYSIS North Beach Development Corporation, a non-profit community development corporation that works closely with the City of Miami Beach to achieve community development and revitalization goals in North Beach, has developed a marketing campaign to help create a community identity and promote tourism and economic development in North Beach. Designated Destination North Beach, the campaign includes a newsletter, brochure, promotional videotape, and more. A key component of the campaign is a street banner which features the striking community logo developed for North Beach. The colorful and stylish banners will help establish a coherent community identity for North Beach and will serve to highlight the recently completed streetscape improvements .
