SCHEDULE
Bouygues Civil Works Florida, Inc. (BCWF) has submitted the November 20, 2012 Update and it indicates
a Substantial Completion date of May 19, 2012, which exceeds the Contract Substantial Completion date
of May 16, 2012. BCWF states that the delay is resulting from the impact of Tropical Storm Isaac.

CONSTRUCTION PROGRESS FOR NOVEMBER & DECEMBER 2012
The following construction activities took place in the months of November & December 2012:
Watson Island
1. The completed investigation of the Pond WA drainage issues and the subsequent test results
have been submitted to the Department and are under review.
2. BCWF continues installation of utilities for Watson Island buildings.
3. Beauchamp Construction onsite for the commencement of building construction activities.
4. BCWF began preparatory work for the roadway widening for eastbound MacArthur Cswy. at the
east end of MacArthur Bridge.
S. Installed drilled shaft for sign #25 in the median of 1 -395 west of MacArthur Bridge.
MacArthur Bridge
1. Completed pouring interior bridge deck widening from span 1 to span 8.
2. Continued installation of Stay -In -Place (SIP) forms for interior bridge deck widening from span 8
to span 15.
3. Began placing concrete bridge rail for the interior bridge widening from span 1 to span 4.
4.. Continued pouring interior bridge diaphragms for phase 1 bridge construction.
Dodge Island
1. Continued construction.of Europe Way, Atlantic Way and Panama Way.

1. Concrete segment manufacturing continued, casting approximately 10,683 concrete
segments (about 1,335 rings) through December 31, 2012.
ANTICIPATED CONSTRUCTION PROGRESS FOR JANUARY 2013
For the month of January 2013, BCWF has scheduled the following major construction activities:
Watson Island
1. Continue preparatory work for the roadway widening of eastbound MacArthur Cswy. east of
MacArthur Bridge.
2. Continue installation of utilities for Watson Island buildings.
3. Continue building construction.
4. Begin Watson Island Building construction.
MacArthur Bridge
1. Continue interior deck widening preparation, dowel installation and installation of Stay in Place
forms from span 12 to span 15.
2. Continue pouring interior deck widening sections for Phase 1 bridge widening eastbound and
westbound from span 8 to span 12.
3. Continue placement of concrete bridge rail from span 4 to span 8.
Dodge Island
1. Continue construction of Europe Way, Atlantic Way and Panama Way.
2. Continue construction of new permanent South Cruise Blvd. (Tropic Dr.) from Atlantic Way to
Panama Way.
3. Continue construction of North Cruise Blvd. from Panama Way east to Europe Way.

EEO /DBE /OJT
EEO
Five Payroll Violations were issued on November. Twenty Eight Payroll Violations were issued during
December. Payroll violations issued to the electrical contractors (Stryker and Dynalectric) are still open.
USDOL will provide payroll training to BCWF on January 17, 2013. Electrical wages applicable for this
project to be discussed. Payroll Violations issued to Stryker and Dynalectric are still open. Both
companies are contesting FDOT's and DOL's position alleging that wage rates applied for electrical
contracts under $2M are correct. Both cases are under USDOL review.
Inspectors continue conducting EEO Labor Interviews at the field
A meeting was held on November 5th with the FDOT to discuss all outstanding issues for Modspace.
After reviewing these issues, most of them are considered to be closed. A letter was sent to MAT
referencing the outstanding items in regards to Modspace.
DBE
Bizweb is no longer in service. A new system has been created by FDOT with the purpose of reporting
DBE payments. We are in contact with FDOT (Tallahassee) to resolve issues that our office and BCWF are
encountering in the use of the new system.
OJT
As of December 31, 2012, Forty Trainees (54% of project goal) have graduated from FDOT's Training
Program. There are 9 Active Trainees currently on the project. An additional four OJTtrainees have
successfully performed proficiency exams and are awaiting graduation from the program.
PUBLIC INFORMATION /COMMUNITY AWARENESS
The Concessionaire /Contractor continues to sponsor vendor and contractor inclusion with "Operation
305" outreach efforts with organizations such as the Miami -Dade Minority Chamber, American - Haitian
Chamber of Commerce, Community Small Business Enterprise of Miami -Dade and many other
organizations.

As of July 15, 2012, 719 companies have received contracts and 325 of those are Miami -Dade County
businesses that have received $157,276,501.89 in direct contracts from the contractor.
BCWF has signed contracts totaling $28.9M with DBE companies and continues to reach out, even after
surpassing the 8.1% projected goal.
The project's outreach efforts have generated more than 6,700 jobs on the Port of Miami Tunnel Project
since inception. This total number includes direct hires by the design -build contractor Bouygues Civil
Works Florida (BCWF) as well as those persons working on the project through subcontractors and
vendors retained by BCWF.
As of September 30 the Project peaked at 419 employees by BCWF, of which 134 are office staff and
285 are craft workers. Based on Certified Payroll Records, the number of Davis Bacon - Related
individuals (laborers, mechanics and craft workers) from BCWF's subcontractors currently active on the
project is 80, bringing the total number of. persons at work at the Port of Miami Tunnel Project in
September 2012 to 499.
Meetings with Miami -Dade County, City of Miami and City of Miami Beach Commissioners continue on
an individual and collective basis.
Union inclusion has been completed with the Laborers International and the South Florida Labor
Council. IBEW, AFL -CIO and the Operators are all now part of the POMT project. The project's job
website, www.build305.com, is up and running.
The Concessionaire /Contractor sponsored the following: Miami -Dade County Public Schools' Cooking
up Dreams event (11/1); Miami -Dade Chamber Fundraiser Gala (12/2); Camillus House's annual holiday
gala (12/8);
The Concessionaire participated in the following: WISH Foundation 5th Annual Emerald Gala and Silent
Auction (11/3); Cruise Capital of the World Event at PortMiami (11/19); the Propeller Club's Annual
Dinner, with the tunnel project being the main presentation of the night (12/6); IBEW's annual holiday
party (12/10);
The Concessionaire /Contractor /FDOT gave a project update at the following: Miami Beach
Transportation Committee (11/5) and (12/3); Miami -Dade County Harbor Safety Meeting (11/29); Miami
Beach Chamber of Commerce Board of Directors Meeting (12/4);
The Concession a ire/Contractor/FDOT has been conducting site tours with various elected /appointed
officials, media and general engineering professionals, including the FIU ASCE (Association of Student
Civil Engineers) program (11/16); City of Miami's CRA and several members of the South Florida
Legislative Delegation (12/12); Miami's DDA Executive Director Alyce Robertson (12/18).
PROJECTED COMMUNITY OUTREACH / RECRUITMENT EFFORTS
The Concessionaire /FDOT is scheduled to present an update on January 7 to the Miami Beach
Transportation Committee.

The Concessionaire is scheduled to conduct site tour with Miami -Dade County's CTAC on January 9.
The Concessionaire will be inducted as an honorary member to the 5,000 Role Models of Excellence
