TWO (2) MONTH EXTENSION OF THE EXISTING CONTRACT WITH
AIRBORNE SECURITY & SERVICES, INC. FOR CONTINUED SAFE.T"\(
GUIDE / AMBASSADOR SERVICES ON LINCOLN ROAD, UNTIL A BIll)
IS ISSUED AND A NEW CONTRACT IS AWARDED; SAID EXTENSION
THROUGH APRIL 30, 1997
WHEREAS, on October 28, 1994, the Lincoln Road Partnership, on behalf of the speci, I
assessment district known as the Lincoln Road Management District No.3 (the District), entered int )
contract with Airborne Security & Services, Inc., commencing on October 28, 1994 and ending 01
December 31, 1996, to provide public relations/security services in the Lincoln Road Mall are 1
(Agreement); and
WHEREAS, the District ceased to exist as of December 31, 1996; and
WHEREAS, at the City Commission meeting of December 4, 1996, it was agreed that Lftl:, r
December 31, 1996, the Administration would take responsibility for providing the same levd ( f
services which had been provided by the District in the past; and
WHEREAS, on December 18, 1996, the Mayor and City Commission approved a 1
extension of the Agreement for two months so that a new bid for these services could be issued; an 1
WHEREAS, it has been determined to be in the City's best interest to issue a bid for aJ (f
the City's security requirements, including the levels of service being provided in the Lincoln Roa 1
area and such bid is being drafted by the Administration requesting such services; and
WHEREAS, the Administration would recommend that an additional two-month exten:;io 1
to the Agreement be granted; said extension running through April 30, 1997.
NOW, THEREFORE, BE IT DULY RESOLVED BY THE MAYOR AND ClT"
COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, that the Mayor and Cit {
Commission hereby authorize the Administration to extend the existing contract with Airborn~
Security & Services, Inc. for an additional two months until a bid is issued and a new contract i.~
awarded; said extension running through and until April 30, 1 7.

BACKGROUND:
On October 28, 1994, the Lincoln Road Partnership entered into contract with Airborne Security I,~
Services, Inc. to provide public relations / security services in the Lincoln Road Mall area. Tle~ e
"ambassadors" not only provide a crime prevention presence, but have the added role of serving, s
a public information resource to Lincoln Road visitors, workers, shoppers and residents.
The ambassadors' duties include: walking and biking strategic beats; observing and reportin,~ all
problems or criminal activity; identifying and reporting sanitation and maintenance probkm;;
providing first-aid; warning unauthorized bicyclists, skateboarders, and rollerbladers on the na] I;
escorting late night employees to their cars; referring the homeless to shelters; giving gener II
assistance as requested or required.
The special assessment district known as the Lincoln Road Management District No.3, whi, h
includes the area along Lincoln Road from Collins Avenue to Alton Road, ceased to exist as Ilf
December 31, 1996. At the City Commission meeting of December 4, 1996, it was agreed that tie
district would be funded until that date, after which the City Administration would tale
responsibility for providing the same level of services which existed in the past.

Because the City's current security contract for unarmed guard service does not include many oi' th ,~
services currently being provided by Airborne Security & Services, Inc., on December 18, 199(,
Commission Memorandum No. 770-96, the City Commission approved a two-month extensiol c f
the existing contract with Airborne Security & Services, Inc. so that the Administration could iS5uel
a formal bid for these services.
Although it was originally intended that the new bid would only cover the security service~: 01
Lincoln Road, it has now been determined that it is in the City's best interest to issue a bid for al
levels of security services used throughout the City, and to terminate the existing contract wit1
Armor Security when a new contract is awarded.
ANALYSIS:
The cost for the existing contract with Airborne Security & Services, Inc. is as follows:
Monthly Amount: $9,408 based on 32 hours daily.
32 Hours x $10.50IHour x 365 Days + 12 Months. The monthly billing will reflect th Ie
actual amount of days in each particular month.
Note: The additional $3,486 being requested is to cover the difference between th ,e
amount requested for the last extension (24 hours daily) and the services actuall'f
provided (32 hours daily).
CONCLUSION:
It is recommended that the Commission approve the extension of the existing contract for secuit f
services for the Lincoln Road mall area with Airborne Security & Services, Inc., for a perioi (f
approximately two months, so that a formal bid may be issued and a new contract awarded.
