LTC 048-2013 Miami International Boat ShowIM MIAMI BEACH
OFFICE OF THE CITY MANAGER
NO. LTC ##048 -2013 LETTER TO COMMISSION
TO: Mayor Matti Herrera Bower and Members of the City Commission
FROM: Kathie G. Brooks, Interim City Manager /
DATE: February 13, 2013
SUBJECT: 2013 Miami International Boat Show and Yacht and Brokerage Show
The Annual Miami International Boat Show and Yacht and Brokerage Show will be held
February 14, 2013 through February 18, 2013.
There have been some questions regarding the level of off -duty police staffing to assist
with traffic control and management.
The Yacht and Brokerage Show takes place on Collins Avenue from 41 Street — 51
Street. As in past years, during load -in and load -out eight (8) off -duty officers are
stationed throughout Collins Avenue from 44 — 49 streets from 9:00am — 5:00pm. These
officers are responsible for site security and traffic management to ensure the traffic
flows. Staff is looking at adjusting off -duty staffing levels for load -out to assist with
congestion on 41 Street and Indian Creek Drive. The City has also had Code
Compliance actively on site to ensure the event producers are following the terms and
conditions of their permit.
Additionally, Marine Patrol was patrolling the water around the 63r Street Bridge to
ensure the bridge openings occur during the hours stipulated in the Conditional Use
Permit. Please note the Conditional Use Permit and U.S. Coast Guard restrict bridge
openings for the Yacht Show to the top of the hour for ten (10) minutes from 10:00 a.m.
to 4:00 p.m. daily February 6 - February 13 and from February 19 - February 22, 2013.
Miami Beach Police was also stationed on the bridge to control both vehicle and vessel
traffic during these openings. At all other times, the bridge operated on- demand.
Starting Thursday, February 14 — Monday, February 18, 15 off -duty police, plus one shift
supervisor and one shift commander are scheduled each day from 9:30am - 7:30pm
(Show days). Officers will be stationed at 44th and Indian Creek Drive, at 4441 Collins
Avenue entrance, at 45 Street and Collins Avenue, at 46 Street and Collins Avenue, at
the valet stand outside the 4600 municipal parking lot, at 47 Street and Collins Avenue,
at 49 Street and Collins Avenue, at 50 Street and Collins Avenue, a rover for hot spots
and to keep traffic moving and two relief officers. Marine Patrol will also be patrolling
Indian Creek. Each evening during show days two (2) officers patrol the event site from
7:30pm - 9:30am.
The City is also providing off -duty police staffing for the Miami International Boat Show,
which is taking place at the Miami Beach Convention Center. During load -in and load -
out there are four (4) officers primarily focused on traffic control and stations at 17 Street
and Convention Center Drive, Dade Boulevard and Convention Center Drive, 19 Street
and Meridian Avenue, as well as a relief officer. Starting Thursday, February 14 —
Monday, February 18, (show days) there are between ten (10) and eleven (11) off -duty
officers at 17 Street and Convention Center Drive, Dade Boulevard and Convention
Center Drive, 19 Street and Meridian Avenue, 18 Street and Meridian Avenue,
Washington Avenue at Hall A and Hall B, Venetian Causeway and Purdy Avenue, 20
Street and Washington Avenue, as well as rovers,
The City has also placed on -duty officers at 17 street and Meridian Avenue and Dade
Boulevard and Meridian Avenue during show hours
The annual Coconut Grove Art Show also takes place at the same time as the Miami
International Boat Show and Yacht Brokerage Show and hotel occupancy is very strong
during this period of time. As such, there will be traffic and congestion in and around the
City. The Police Department will monitor traffic throughout this period and adjust on -duty
resources as needed.
