As part of the Five (5) Year Work Program, the Florida Department of Transportation (FDOT) is
currently engaged in various projects in the City of Miami Beach. These projects will serve to enhance
the operational characteristics and aesthetics of several arterial corridors in the City.. Please see table
below for a list of current and future FDOT projects:

The purpose. of this Letter to Commission is to provide an update on the current status of FDOT
projects along SR 112/ Arthur Godfrey Road /41 Street, SR A1A /Collins Avenue, and other upcoming
FDOT projects in the City.
FDOT State Road (SR) AM Collins Avenue from Lincoln Road to 26 Street Protect
The scope of work of the Collins Avenue project consists of, milling and resurfacing, ADA curb
improvements and minor sidewalk work, pavement marking, signage, and signalization work. As the
project nears completion, FDOT and the City have agreed to a modified construction schedule in order
to abbreviate the duration of construction. Please see table below for the revised schedule:

Project
The scope of the 41 t Street project consists of milling and resurfacing, ADA curb ramp construction,
sidewalk work, pavement marking improvements, signage, and signalization improvements. The
construction for this project will continue to be performed at night following the schedule shown in the

Indian Creek Bridge Lane Closure Schedule
FDOT's bridge inspections identified structural deficiencies on the Indian Creek Bridge. FDOT will be
correcting these deficiencies as part of the 41 St Street project. In order to install the containment system
required for the bridge work on the Indian Creek Bridge, FDOT will implement lane closures on
the eastbound right turn lane, from February ?5,'2013 and February 26, 2013 from 9:00 PM to 5:30 AM.
Beginning on February 27, 2013 to March 6, 2013, FDOT will implement a 24 -hour closure of a portion
of the eastbound right turn lane, in.order to repair the structural deficiencies and paint the substructure
of the bridge: A portion of the right turn lane will remain accessible to drivers who wish to travel South
on Indian Creek Drive. Safe pedestrian access will be maintained at all times during the closure. To
help noise concerns, the contractor has scheduled all noise invasive work during the day and
the painting at will• occur night.
Traffic Mitigation
All traffic lane -closures will be performed employing. signage in accordance with FDOT standard
indexes. In the event of any closure outside of FDOT standards, the contractor will reach out to the
Miami Beach Police Department for off -duty police officer presence..ln addition, FDOT has agreed to
the installation of Digital Message'Signs (DMS) on eastbound Julia Tuttle Cswy to help drivers avoid
the congestion along Arthur Godfrey Road.
41 Street Signal Timing and Synchronization
As part of the milling activity on 41S Street, some traffic detector loops have been damaged. These
detector. loops are responsible for detecting vehicles at intersections and activating the signal to turn
green. When loops are damaged, the signal timing operates under a pre -set timing and corridor signal
synchronization suffers. FDOT will repair all damaged loops prior to project completion. In addition, the
City will work with the Miami -Dade County Public Works and.Waste Management Department's Traffic
Signals and Signs Division to monitor signal progression along 41 st Street.once construction is finalized
and determine if further adjustments.are necessary.
FDOT Proiects to Begin in 2013
FDOT is scheduled to begin two new construction projects within.the City in 2013. On April 1S FDOT is
scheduled to begin the Alton Road' Reconstruction Project.-The scope of work for this project includes
the installation of three (3) storm water pump stations, extensive drainage improvements, and full
reconstruction of the corridor from 5" Street to Michigan. Avenue. The contract was awarded to
Bergeron Land Development. The contractor has presented constructability changes to FDOT for
approval. As part of the changes, the contractor has proposed the relocation of the storm water pumps
from Alton Road to the street ends at. 10 and 14 Streets, adjacent to Biscayne Bay, and from 5 th i
Street and West Avenue to 6 th Street between West Avenue and Alton Road. It should be noted that
from Alton Road to side streets or street ends, the City made many attempts during the design phase to
obtain concurrence from FDOT to relocate the pump stations. The City continues to fully support this
relocation as they will reduce traffic impacts and make the maintenance of the pump stations simpler.
Although FDOT is still scheduled to begin construction on April 1S the construction of the pump
stations may be delayed within the schedule if additional design is required. FDOT will host a public
meeting in March to present any approved changes and discuss traffic impacts.
In addition to the Alton Road Reconstruction Project, FDOT will also commence construction on Collins
Avenue from 5 th Street to 16 Street on May 1st, 2013. The.scope of work for this project consists of
milling and resurfacing, new sidewalk and curb and gutter, pavement markings, signage, signalization
wok, new lighting, landscape, and other aesthetic improvements to enhance this corridor. FDOT has

been working closely with City administration and Collins Improvement Association on this project. In
addition, FDOT is currently scheduling .a meeting between the project team and the CIA to provide
further information on the upcoming construction.
To. ensure coordination of the Alton Road and Collins Avenue projects, FDOT has designated the same
project team to manage both projects. This will allow the team to phase both projects effectively in
order to minimize the impacts to the community.. Both projects will, provide the same 24 -hour public
information team to address community concerns regarding project impact. and disseminate
construction updates.
