Brooks, Interim City Manager DATE: March 14, 2013 r`? n -, SUBJECT: South Pointe Park Pier - Art in Public Places Project At the City Commission meeting held January 16, 2013, discussion of a proposed public art project for the South Pointe Park Pier was referred to the Neighborhoods /Community Affairs Committee. At that time a Call to Artists for that project was in progress; its deadline was February 15, 2013. Four proposals were received. They were reviewed by the Art in Public Places Committee (AiPP) at its regular meeting on February 26, 2013. The Committee voted unanimously to recommend the proposal by Tobias Rehberger for consideration by the Mayor and Commission. The City's standard public outreach and notification process for this and all other Art in Public Places (AiPP) projects requires, as per Section 82 -612 (h) of the City Code, AiPP to obtain the advice of the Design Review Board (DRB), or Historic Preservation Board (HPB), whichever has jurisdiction based on the location of the proposed project. The AiPP staff must present the proposal to the appropriate board twice; first, conceptually and prior to the selection of an artist or work, and second, prior to submittal of a final recommendation by the AiPP Committee to the City Commission. To achieve the aforestated requirements the meetings must be publicly advertised, and notices must be sent the property owners within 375 feet of the project location. Additionally, community meetings will be held in the neighborhood in which the artwork is to be installed, and images of the proposed artwork are emailed to the area neighborhood associations. The AiPP approval process for all public art projects includes the following steps: 1. City Commission Meeting Referral to Neighborhoods /Community Affairs Committee 2. Emailing Artwork Proposal to Neighborhood Association in which the artwork is to be installed 3. Presentation(s) to appropriate Neighborhood Association(s) 4. Neighborhoods /Community Affairs Committee agenda item and presentation 5. Notices mailed to property owners within 375 feet of the project location advising date project is being presented at DRB or HPB 6. City Commission Meeting agenda item The City Code requires two (2) DRB hearings, which are scheduled for May 7, 2013 and June 4, 2013. The Neighborhood/ Community Affairs Committee is scheduled to review the proposals at their May 20, 2013 meeting. Further, AiPP staff has now posted all four of the proposals received in response to the Call to j Artists on the AiPP page of the City's web site. The proposals will also be made available in printed form at the reception desk on the fourth floor of City Hall for the public to review and comment.
