The purpose of this Letter to Commission is to provide an update on the Florida Department.:of
Transportation (FDOT) reconstruction of Alton Road beginning on April 1, 2013 `,�d, in
particular, the Maintenance of Traffic (MOT) Plan and its affects on West Avenue.
Based on information recently provided by the FDOT and meetings with staff, beginning the
week of April 1, 2013, the contractor for the Alton Road Roadway Project is scheduled to begin
removing the median between Dade Boulevard and Michigan Avenue. Work hours will be from
7 a.m. to 6 p.m., Monday through Friday. One southbound and one northbound lane will be
closed in order to remove the existing median and establish a temporary traffic shift. The
southbound left turn movement at Dade Boulevard will be closed during this phase. Typical
Lane closure hours will be from 9 a.m. to 3:30 p.m. to avoid impacting peak periods of traffic on
Alton Road.
Following the median removal, the contractor will install a new water main between Michigan
Avenue and Dade Boulevard which should commence during the week of April 8th. Because of
the median removal, the contractor will maintain two southbound lanes and two northbound
lanes open at all times in this section. Subsequently, the water main will be installed between
Dade Boulevard and 17th Street. During this phase, one southbound lane may be closed and
parking restricted daily on Alton Road.
From April 1 st to April 19th, the contractor will be checking for underground utility conflicts on 10th
Street and 14th Street from Alton Road to Bay Road. This work may require closure of one lane
on southbound Alton Road and side streets. Certified flaggers will be used to help direct traffic.
FDOT has advised that on the week of April 29th, the contractor and engineering team will be
evaluating congestion levels on Alton Road due to the single-lane closures in the southbound
direction. If warranted, FDOT is tentatively scheduled to begin restriping the West Avenue
corridor between April 29, 2013 and May 6, 2013. Only the portion of West Avenue south of 8th
Street will be used as an official detour route due to closure of southbound Alton Road from 8th
Street to 5th Street for the installation of drainage tentatively scheduled to start May 6th. During
this time, the water main installation will reduce southbound traffic to one lane for approximately
500 feet at a time. However, as early as July 2013, the entire West Avenue corridor may be
used as an official detour route.
The contractor has deployed Variable Message Signs (VMS) to be placed at key locations
throughout the City. The City continues to request more VMS in order to improve the community
outreach. These additional signs and more explicit information will serve to inform motorists of
the differing stages of construction and identify alternative routes to be used.

The City has expressed concerns regarding the limited use of off-duty police officers. In this
highly urbanized environment, the City Administration believes that active police enforcement
will be essential to the proper flow of traffic along both Alton Road and West Avenue corridors
during construction. The City of Miami Beach has a vested interest in ensuring that construction
impacts to the flow of traffic are minimized, and recommends that FDOT utilize the City's police
officers, who regularly work in the community, to address traffic and safety concerns and needs
of the community. This would ensure a proactive approach to traffic enforcement and reduce
the risk of congestion. The new City Manager is meeting with FDOT Secretary Pego on April 1,
2013 to review the traffic impacts and discuss the use of off-duty Miami Beach Police.
