SUBJECT: Repair, and Reconstruction of Citi Seawalls
The purpose of this LTC is to provide a comprehensive list and status of seawalls under the
City's jurisdiction. The 2011 City -wide Seawall Investigation Summary and Seawall Priority List
discussed at the July 25, 2012 Finance and Citywide Projects Committee meeting has been
° updated to include the status of the repair and reconstruction of the highest priority seawalls.
The City evaluated its seawalls in 2003 and developed a report-that prioritized their repair. Since
that time, the City has improved many of them. In December 2011, the-City,completed a new
seawall assessment that re- evaluated the 72 remaining seawalls that had not been - improved
and are not part of a planned neighborhood construction project.
The seawalls were assessed by condition and maintenance priority. Conditions indicate
likelihood of failure and were assessed on a scale from.worst to best as:
• Critical
Serious
Poor
• Fair
• Satisfactory
• Good
Maintenance is prioritized based on the impact a failure of a seawall would have on adjacent
: property, utilities, or roads and were.assessed as low, medium, or high.
The condition rating drives the ranking of each seawall. Each seawall was ranked , based on the
condition rating and'then prioritized using the Maintenance, Priority rank (see- attached list).
The City is replacing as opposed to repairing the majority of its seawalls. Most of the seawalls
have exceeded their useful service life. In most instances, major repairs would be costly, require
continued maintenance, and not - extend the service life of a seawall considerabiy. All seawalls
with very advanced deterioration are in the CIP program. However, the remainders (with the
exception of - the Alton Road and 1 -195 Interchange seawall) are either unfunded or
unprogrammed meaning that a capital project -and budget has not yet been developed.
