LETTER TO COMMISSION
This LTC is in response to Mayor Bower's inquiry regarding the loss of public
parking spaces in the past five years and anticipated losses in the future.
Listed below are parking space losses from: bike sharing /car sharing programs;
FDOT (Florida Department of Transportation) Right -of -Way (ROW) improvements
projects on state roads; and redevelopment projects.
In regards to the City's CIP Department and Public Works Department ROW
improvement projects, there were varying levels of informal parking conditions within
each neighborhood. These informal parking conditions consisted of swale areas
with grass, dirt, gravel or combination thereof. It is important to note that these
neighborhood projects provided parking spaces that are now to standard and
compliant with the Code. This transition from substandard condition to compliance
with current standards resulted in a "perceived" loss of parking spaces. For
example, safety zones were established for pedestrian crosswalks and sight lines
for oncoming vehicular traffic. Under the previous substandard conditions, vehicles
were parking within these safety zones, causing an unsafe condition. In summary,
with regard to neighborhood improvement projects, attempting to quantify a
"perceived" loss of parking spaces is difficult, time consuming, and in the end, a
subjective calculation.
The following is a list of projects /initiatives and their respective loss of parking
spaces (italics indicate projects that are either underway orscheduled in the future).
These are permanent losses with the exception of bike sharing and car sharing as
those parking spaces may be recovered, if those programs were to cease.
