Morales, City Manager DATE: June 7, 2013 SUBJECT: Evaluation Committee Relative to F equest for Proposals(RFP) No. 185-2013, for P25 Mobile Radio System Consulting Services The purpose of this LTC is to update the Mayor and City Commission on the Request for Proposals (RFP) No. 185-2013, which seeks to select a firm that can assist the City in determining ways to achieve compliance with the narrow-banded P25 directive issued by the Federal Communications Commission (FCC) . The City of Miami Beach (the"City")operates a Motorola equipped 800 MHz 10 channel trunked Public Safety Radio System which is on year eight(8)of a ten(10)year life cycle and it is not Project 25 (P25) compliant as defined by federal P25 standards. P25 is a suite of standards for digital radio communications for use of interoperability by federal, state and local public safety agencies in North America to enable them to communicate with other agencies and mutual aid response teams in emergencies. The FCC has issued a directive that all 800 MHz systems will be"narrowbanded"in the 2016 timeframe. Narrowbanding is the process by which frequency space is narrowed from approximately 25 KHz to 12.5 KHz for each licensed frequency, thus increasing the amount of available radio spectrum. The main type of systems easily, and cost effectively, capable of being narrowbanded in such a fashion are P25 compliant systems. Both the infrastructure and the subscriber components of a radio system must be P25 compliant for full interagency interoperability to exist. Jason Manages the Public Safety Harris System and brings experience in managing a different vendor and product. • Tony Arce, Radio Administrator, City of Hialeah. We can actually use his recent experience in selecting a candidate as an asset. It was a group of people who selected a consultant in Hialeah, not Tony alone. He can bring good inputs on the selection process. In addition, Tony manages a Motorola system so he brings equality to the process besides being very knowledgeable of radio. Tony would be an asset. • Dwayne Drury, Fire Division Chief, City of Miami Beach Fire Department; FDC Drury is responsible for the day to day management, support and repair of the radios for the Fire department. • David Hernandez, Lieutenant of Police, City of Miami Beach Police Department. Lt. Hernandez is knowledgeable of the current issues and challenges with the Motorola system from a PD perspective and works closely with PSCU Supervisors and the IT Radio System Administrator to resolve issues. • Steve Sawicki, Radio Systems Administrator, City of Miami Beach IT Department, Steve has been the City's Radio System Administrator for over 5 years and as he had sixteen (16) years of progressively responsible experience in telecommunications system engineering and had a BsEE and was CCNP Certified. In addition, he had numerous technical certifications in telecommunications as well as being vast experience in the areas of microwave and radio frequency administration. • Jose Estrella, Radio Systems Administrator, City of Miami. Jose manages a Motorola system so he brings equality to the process besides being very knowledgeable of radio. • Chuck Tear, EOC Manager, City of Miami Beach. Has experience in selecting consultants for this type of engagement with other municipalities. • Andy Pichs (Miami-Dade Fire Rescue) — Andy is highly technical, knows a lot about radio. He manages a Motorola(MDFD)system, thus bringing some equality to the candidates. from which the City Manager can select evaluation committee members. For each evaluation committee member candidate, please include a brief explanation of the individual's strengths relative the scope of services of the solicitation. Not all individuals submitted will be selected for participation. Note that residents will be included on the evaluation committee as appointed by the City Manager's office.
