OFFICE OF THE CITY MANAGER s"
NO. LTC # 215 -2013 LETTER TO COMMISSION
v y C)
TO: Mayor Matti Herrera Bower and mbers the City Commission
4! o
FROM: Jimmy L. Morales, City Manager
DATE: June 21, 2013
SUBJECT City of Miami. -Beach Nurse Initiati e
The purpose of this Letter to Commission (LTC) is to update the Mayor and Commission
on the status of the City's Nurse Initiative, and the most recent commitment by the
Children's Trust of $98,767 (attached) to further enhance our efforts to bring a complete
Health Connect in our Schools (HC10S) suite to North Beach Elementary, Treasure
Island Elementary, and Ruth K. Broad Bay Harbor K -8 Center.
As of May 2013, each of our neighboring municipalities has committed proportionate
funding for the full -time registered nurse as follows: Town of Surfside $7,222, Town of
Bay Harbor Islands $7,222, Bal Harbour Village $7,222, and North Bay Village $12,999.
Additionally, the Miami Beach Chamber of Commerce committed funds to support this
effort through an award of $30,000 from AETNA and a South Florida Health Foundation -
grant match based on municipal commitments of $65,000.
Dr. Leslie Rosenfeld, Organizational Development, represented the City of Miami Beach
at multiple neighboring municipal Commission /Council meetings and met with municipal
managers throughout the past few months. Most recently, she met with the Children's
Trust to discuss the partnership and implementation of this initiative. Following the
meeting, the Children's Trust expressed an interest in joining our effort and committed
an additional one -time match of $98,767 for the 2013 -14 school year. The additional
funds expand our nurse initiative to allow for a complete. HCIOS suite, where each of the
participating schools will have a medical assistant on -site full -time and the municipal
funded shared registered nurse will rotate to each of the three schools.
As a result of the City's Education Compact established in January 2008, the recent
2012 Community Satisfaction Survey indicated that 91 % of residents who have children
in public schools are very satisfied or satisfied with Miami Beach public schools
compared to 51 % of residents with children in public schools in 2007.. The City of Miami
Beach has made a significant impact throughout the entire county as the Compact
between the City and the School Board is a model of how a City can strengthen the
relationship between schools and community.
i
Through our Education Compact, we will continue to support our strategic outcome to
Enhance Learning Opportunities for Youth.
