Morales, City Manager - DATE: July 3, 2013 SUBJECT: RESTRICTED RESIDENTIAL PARKI G DAYS /HOURS EXPANSION —UPDATE At the June 5, 2013, City Commission meeting, Mayor Bower inquired about extending the hours of restricted residential parking zones from its current regulation of 6:00 PM to 7:00 AM, Monday through Friday and 24 hours on Saturdays, Sundays, and Holidays to 24 hours a day, seven days a week. Recently, a resident from a restricted residential parking zone inquired about this very same suggestion. The Parking Department has been evaluating the effects of such an amendment and the following serves as an update. Residential Parking Permit Zone Two /Flamingo Park is the single largest restricted residential parking zone in the City. Its boundaries are: 6 Street to the south; 16 Street to north; Lenox Court on the west; and Pennsylvania /Drexel Avenue on the east. It encompasses over 50 square blocks and serves the Flamingo Park neighborhood residents and their visitors. Currently, the residential parking restriction is in effect from 6:00 PM to 7:00 AM, Monday through Friday and 24 hours on Saturdays, Sundays, and Holidays. During all other times (unrestricted hours), on- street parking is unregulated and used with some level of consistency by employees of the abutting commercial districts, including Lincoln Road to the north; Art Deco District to the east; South Pointe to the south; and Alton Road/West Avenue to the west. Parking demand and utilization throughout South Beach has a delicate balance. The aforementioned commercial districts rely on the availability of parking in Residential Parking Permit Zone Two /Flamingo Park during traditional business days and hours (Monday through Friday /7:00 AM to 6 PM). Most municipal parking facilities in these corridors are at capacity with waiting lists. The only notable exception is the 5 and Alton Garage which currently has no waiting list. The wholesale conversion of residential parking restrictions from its current days and hours to 24 hours /seven day a week will likely displace the employees from each of the aforementioned commercial districts forcing them to seek alternative parking and /or transit options. This may likely trigger demand for additional parking supply. Therefore, usage of this limited parking supply should be studied further in order to determine the effects of any expansion of the days and hours of the residential parking restrictions. On June 5 ", the Mayor and Commission directed the Administration to conduct a parking supply and demand analysis of the general areas referenced herein. A consultant may be tasked with conducting an analysis of the effects of transitioning the restricted residential parking zones to 24 hours, seven days a week. To this end, an item will be placed on the July 17, 2013, City Commission Agenda regarding this initiative.
