SUBJECT: Update on Status of the Flamingo Fark Football Field and Track Project
The purpose of this Letter to Commission (LTC) is to provide an update on the Flamingo
Park Football Field /Track Renovation Project.
The project includes the renovation of the bleacher building concession area, bathrooms
and press box, installation of site drainage, artificial turf at the football field, and a new 8
lane multi - purpose track.
Commission awarded this project in May 8, 2013. The first Notice to Proceed (NTP) for
this contract was issued on May 22, 2013. The second NTP for this contract was issued
on May 29, 2013 and construction commenced. Contractually, the contractor has 120
calendar days to reach substantial completion.
Currently, 95 percent of the field has been compacted and the artificial turf will be
installed within the next two to three weeks. The track base preparation is in progress
and the perimeter curb is 30 percent complete. The building renovation has progressed
slowly due to unforeseen conditions that required structural redesign of the handicap
accessible ramp and seating, in addition to the recent adverse weather conditions.
When the contract was awarded, a commitment was made to the Parks and Recreation
Department that the contractor would have the football field ready for Miami Beach High
School's first game on September 6. A separate building permit was acquired in order to
expedite the use of the field. The contractor is on track to have the football field finalized
for the required date; however, the building would not be occupiable and would be off
limits.
On July 31, 2013, City staff met with the Miami Beach High School Principal and Athletic
Director to discuss the project status and current completion schedule. It was decided
that the first football game at Memorial Field shall take place on September 27 instead of
September 6. CIP staff would continue to update the school staff on a regular basis.
The Capital Projects Team_ will continue to work closely with the contractor to ensure the
facility is ready, weather permitting.
