SUBJECT: Scott Rakow Youth Center
The purpose of this Letter to Commission( to address concerns raised at the July 10,
2013 Finance and Citywide Projects Committee in reference to the renovation at Scott
Rakow Youth Center completed by CIP in 2010.
This project was delivered via a Construction Manager at Risk method of procurement
through KVC Construction, the contractor, at a final project cost of $4,394,111. The
renovation primarily focused on the portion of the building with two stories, the old volleyball
room, site renovations, and a new entrance feature. These were priorities set for upgrading
the facility at a much lower cost than that of a complete renovation.
The issue brought up at the committee revolved around the recent detection of a support
beam that is showing signs of spalling and corrosion. This beam is located in a space of the
facility (the Gymnasium area) which was outside of the scope of work that CIP completed in
2010.
Based upon the needs at the time and the available funding, the CIP project addressed
remodeling and renovating the southernmost sector of the existing building. Specifically
included were the following components: expansion and renovation of the existing parking
lot that added 29 new parking spaces and a new bus drop -off area; a new 28,000 square
foot open play area; new landscaping; new sidewalk curb and gutter on 28 street; six
restrooms renovated for ADA accessibility; ADA compliant elevator; conversion of the old ice
rink into a multipurpose room with new windows; a new entry plaza and lobby to serve as the
main entry security control point; a music lab; art lab; multipurpose area; computer lab; kiln
room; administrative offices; new fitness center; kitchenette; new pool managers office; new
floors; new fire sprinklers; vending and locker areas; central fire alarm systems; minimal
upgrades to the existing HVAC system to accommodate the new design loads, including two
new air handlers located in the large multi - purpose dance area; a new trash collection area,
and a new Zamboni drainage pit.
