SUBJECT: AUTOMATED VEHICLE LOCATW SYSTEM STATUS UPDATE
The purpose of this Letter to Commission is to provide the Mayor and City Commission an Automated
Vehicle Locator (AVL) System Status Update.
BACKGROUND
On December 8, 2010, the Mayor and City Commission of the City of Miami Beach, Florida accepted
the City Manager's recommendation pertaining to the ranking of proposals pursuant to Request for
Proposals (RFP) No. 39- 09/10, for the acquisition of an AVL system and authorized the Administration
to enter into negotiations with the top- ranked proposer, Radio Satellite Integrators, Inc (RSI), and
further authorized the Mayor and City Clerk to execute an agreement upon the conclusion of successful
negotiations by the Administration (Resolution No. 2010 - 7561). The Administration successfully
negotiated with RSI and executed an agreement on June 27, 2011.
PROGRAM ROLLOUT UPDATE
Since the rollout of the Automated Vehicle Locator (AVL) Program, AVL units have been installed in
(509) vehicles in eight City departments. The installation process is on- going, and it is anticipated that
the program will reach a projected installed total of over (800) AVL units by the end of 2014. Slightly
over 50% of the installations to date have been on Police Department vehicles. AVL installations on
Property Management Division vehicles were recently completed and installations on Parks and
Recreation Department vehicles should be completed by September, 2013, with Public Works
Department installations to follow.

The AVL system offers numerous vehicle data tracking features, alert monitoring, and reporting
capabilities. Data, such as acceleration, over - speed, idling, ignition on /off, and starts /top movements
are automatically available for all departments. Other unique notifications are provided to specific
departments, such as gun rack open /closed, light bar on /off, and siren on /off, for use with Police
Department patrol vehicles; and brushes up /down for Sanitation Division sweepers. Departments also
have the ability to incorporate "Geofence" boundaries around specific zones, or City limits, for
comparing actual vehicle location versus designated service or assigned operating areas. Departments
opt to activate e-mail alerts when a certain event occurs, and utilize chronological vehicle activity
reports to review specific, vehicle operating parameters.
