SUBJECT: Miami Beach Golf Course Drain ge Remediation - Reason for 'Terminating for
Convenience' Cast Development, LLC.
The purpose of this Letter to Commission (LTC) is to inform you that the City Administration has
terminated for convenience the recently executed contract for the Miami Beach Golf Course Drainage
Remediation Project with Cast Development, LLC (Cast).
The City Commission awarded this contract to Cast Development at its July 17, 2013 meeting. The
contract was formally executed on August 2, 2013, but the purchase order was not executed until
September 20, 2013 due to delays by the Contractor in providing required documentation and the
required time to process the purchase order.
This project was anticipated to be completed prior to the commencement of the Miami Beach Golf
Course's high season, which begins in December. The contract provides for 90 days to achieve
substantial completion. The anticipated completion date of this project would have been within the golf
course's high season. The Parks and Recreation Department requested that CIP commence
construction in May 2014, at the beginning of the Golf Course's low season.
The Contractor was advised of the new project commencement date, but he was unable to
guarantee/hold their pricing until the Golf Courses low season, beginning of May 2014. The contract
with Cast was terminated for convenience and the project will be re-advertised.
CIP will work closely with the Procurement Department to reissue the Invitation to Bid (ITB), for the
Miami Beach Golf Course Drainage Remediation Project by January 2014. This will allow ample time to
have a contractor in place by the required start date of May of 2014. c;
