SUBJECT: Update on the South Point Park Prod ct
The purpose of this Letter to Commission (LTC) is to provide an update on the South
Point Park Project.
General Background:
General construction of the South Pointe Park Improvement Project was completed in
2009. Shortly after substantial completion was reached on March 20, 2009, numerous
design and construction defects and deficiencies were identified at the Park including,
but not limited to, those pertaining to the sod, the pylon lights and the Washington
Avenue water feature. The City filed suit against the architect-of-record, Hargreaves
Associates, the general contractor, MCM, and other design sub-consultants who
performed work on the Project, seeking damages to remediate those defective
components. The trial is currently scheduled to take place in May 2014.
Contemporaneously with the litigation, the Parks and Recreation and CIP Departments
have been investigating avenues of remediation with respect to the following defective
components.
• Sod/Turf Remediation:
The City retained Rosenberg Gardner Associates to prepare a proposed
remediation plan and construction drawings to remediate the defective sod at the
Park. The report is in its final stages and CIP is currently putting together a bid
package. CIP anticipates issuing an Invitation to Bid in December and potentially
award at the February or March commission meeting.
Construction is anticipated to commence in April of 2014 with a tentative
completion of October 2015.
® Pylon lights:
The City worked with consultants to evaluate the various defects pertaining to the
pylon lights, including those involving the electrical and mechanical functioning
and overall structure and materials of the pylon lights, and to identify remedial
options with associated costs. The City has coordinated remedial efforts for the
pylon lights to limit any extended disruption to South Pointe Park users. Public
Works will be addressing temporary repairs of the Pylon lights while the
permanent remedial options are developed and implemented. Repairs should be
completed within the next 30 days.
• Washington Avenue Water Feature:
Following the Florida Department of Health's shut down of the Washington
Avenue water feature, the City commissioned a report by C3TS to evaluate the
potential remediation design options to bring the water feature online and ensure
it functions properly. CIP representatives presented to the
Neighborhoods/Community Affairs Committee the various options set forth in the
C3TS report. The Committee's position was to construct a non-interactive,
architectural water feature at the Park, which does not require the associated
components as those required for an interactive water feature. CIP is in the
process of retaining a design consultant to prepare design concepts for the
architectural water feature, for which one will ultimately be implemented following
review and approval.
