SUBJECT: Existing Vacancies on the City's D elopment Review Boards

The City has a number of vacancies and/or term expirations on the Board of Adjustment
(BOA), the Planning Board (PB), the Historic Preservation Board (HPB), and the Design
Review Board (DRB). The following is a summary of the vacant membership categories
for each of these boards:
BOARD OF ADJUSTMENT
In accordance with Chapter 118 of the City Code, all members of the Board of
Adjustment must be either residents of, or have their principal place of business in the
City. Additionally, each member of the board must be appointed by a 5/7th vote of the
City Commission.
The Board of Adjustment is composed of two (2) citizens at-large and five (5) members
appointed from the following categories (no more than one per category):
a. Law*
b. Architecture
c. Engineering

g. General Business

• Real Estate Developer: Mr. Noah Fox
• Law: Mr. Richard Preira
There are currently 5 vacant positions on the Board of Adjustment, as noted hereto.
1. Citizen At-Large.
One of these positions was previously held by Ms. Joy Malakoff. Ms. Malakoff resigned
from the Board earlier this year, and was elected to the City Commission.
2. Citizen At-Large.
One of these positions is currently held by Ms. Elsa Urquiza. Ms. Urquiza is eligible for

re-appointment.
3. General Membership.
One of these positions is currently held by Mr. Lior Lesser in the category of Financial
Consultation. Mr. Lesser is term limited and not eligible to be re-appointed.
4. General Membership.
One of these positions is currently held by Ms. Sherry Roberts in the category of General
Business. Ms. Roberts is term limited and not eligible to be re-appointed.
5. General Membership.
One of these positions is currently held by Mr. Bryan Rosenfeld in the category of
Certified Public Accounting. Mr. Rosenfeld is eligible to be re-appointed.
PLANNING BOARD
In accordance with Chapter 118 of the City Code, no person except a resident of the
City, who has resided in the City for at least one year, shall be eligible for appointment to
the Planning Board. The city commission may waive this residency requirement by a
5/7th vote in the event a person not meeting these requirements is available to serve on
the board and is exceptionally qualified by training and/or experience.
1. Citizen-At-Large or person engaged in General Business in the City.
One of these positions is currently held by Mr. Henry Stolar. Mr. Stolar is term limited
and not eligible to be re-appointed.
2. Citizen-At-Large or person engaged in General Business in the City..
One of these positions is currently held by Mr. Charles Urstadt. Mr. Urstadt is eligible for
re-appointment.
3. A Land Developer.
This position is currently held by Mr. Robert Wolfarth. Mr. Wolfarth is eligible for re-
appointment.
4. An attorney who has considerable experience in land use and zoning issues.
This position is currently held by Mr. Jonathon Beloff. Mr. Be/off is eligible for re-
appointment.
HISTORIC PRESERVATION BOARD
In accordance with Chapter 118 of the City Code, all members of the Historic
Preservation Board, except the Architect, Engineer, Landscape Architect, Professional
practicing in the field of architectural or urban design, or urban planning, and University
Faculty Member of the board, shall be residents of, the City, However, the City
Commission may waive this requirement by a 5/7th vote, in the event a person not
meeting these residency requirements is available to serve on the board and is
exceptionally qualified by training and/or experience in historic preservation matters. All
appointments shall be made on the basis of civic pride, integrity, experience and interest
in the field of historic preservation.
1. A member of the faculty of a school of architecture in the State of Florida, with
academic expertise in the field of design and historic preservation or the history of

architecture, with a preference for an individual with practical experience in architecture
and the preservation of historic structures.
This position is currently held by Mr. Henry Lares. Mr. Lares is term limited and not
eligible to be re-appointed.
2. An architect registered in the State of Florida with practical experience in the
rehabilitation of historic structures.
This position is currently held by Mr. Ira Giller. Mr. Giller is eligible to be re-appointed.
3. One (1) position from the following possible categories:
a. a registered architect
b. a registered landscape architect
c. a professional designer or professional urban planner with practical experience in
the rehabilitation of historic structures
d. an attorney
e. a licensed engineer, who has professional experience and demonstrated interest
in historic preservation.
This position is currently held by Mr. David Wieder, in the capacity of an Attorney.
Mr.Wieder is eligible for re-appointment.
DESIGN REVIEW BOARD
In accordance with Chapter 118 of the City Code, all regular members of the Design
Review Board shall reside in or have their primary place of business in the County. The
two Citizen-At-Large members and one of the Registered Landscape Architects,
Registered Architects, or Professionals practicing in the fields of architectural or urban
design, or urban planning, shall be residents of the City.
1. Citizen-At-Large.
One of these positions is currently held by Mr. Manuel(Mickey) Minagorri. Mr. Minagorri
is eligible for re-appointment.
2. Registered Architect.
This position is currently held by Mr. Jason Hagopian. Mr. Hagopian is eligible for re-
appointment.
3. Registered Architect.
This position is currently held by Ms. Leslie Tobin. Ms. Tobin has indicated that she will
be resigning from the Board and does not seek re-appointment.
4. One (1) position from the following possible categories
a. An architect registered in the United States
b. A professional practicing in the fields of architectural or urban design
c. A professional urban planner
d. A resident with demonstrated interest or background in design issues
e. An attorney in good standing licensed to practice law within the United States.
This position was previously held by Ms. Lilia Medina, in the capacity of Professional
Urban Planner. Ms. Medina passed away earlier this.year.
5. One (1) position from the following possible categories
a. An architect registered in the State of Florida

b. A member of the faculty of a school of architecture, urban planning or urban
design in the state, with practical or academic expertise in the field of design,
planning, historic preservation or the history of architecture
c. A professional practicing in the fields of architectural design or urban planning
This position was previously held by Ms Marilys Nepomechie in the capacity of a
member of the faculty of a school of architecture in the State. Ms. Nepomechie was
recently removed from the Board due to excessive absences, but is eligible to be re-
appointed.
6. Registered Landscape Architect.
This position is currently held by Mr. Seraj Saba. Mr. Saba is term limited and not
eligible to be re-appointed.
In order to maintain quorums, the members of the boards whose terms will expire can be
held over for a period not to exceed 60 days from December 31, 2013. Consequently,
the need for members is very pressing for all of the City's Development Review Boards,
as some will not be able to field quorums after their February meetings if no new
appointments or re-appointments are made.
