According to the Miami-Dade Property Appraiser, the parcels are owned by the City of Miami Beach. Parcel No. 02-3226-001-0400 (340 23rd Street) comprises approximately 11,500 sq. ft. of land. Parcel No. 02-3226-001-0405 (340 23rd Street) comprises approximately 5,750 sq. ft. of land. These two parcels contain a 1,764-sq.-ft. former auto service station building that was built in 1964. The northern portion of Parcel No. 02-3226-001-0391 (2200 Liberty Avenue) consists of an approximately 13,700-sq.-ft. parking lot. Parcel No. 02-3226-001-0460 (224 23rd Street) consists of an approximately 19,750-sq.-ft. parking lot. s The adjoining properties consist of an auto service station, a lounge, and an apartment and office building to the north, commercial properties to the east and west, and the Miami City Ballet and Miami Beach Library to the south. Langan completed a Phase I ESA for this Project on 11 December 2012, in conformance with ASTM E 1527-05 and standard industry practice. The purpose of the Phase I ESA was to identify recognized environmental conditions (RECs) in accordance with ASTM E 1527-05. The Phase I ESA consisted of reviewing historical and environmental records, conducting a site reconnaissance, and interviewing owner representatives. _._�50 1t.u'1. 79,,-M E.i?l!`,. 20 r_ -::`J:C 1: e vC.,��u.r?•�:1 F: .,^.+�.c"i-•.1__i iii4ll..?jl�u, .:ii17 Proposal for a Phase l/Environmental Site Assessment 25 October 2013 Proposed Collins Park Garage Revised 6 November 2013 340 23rd Street Page 2 of 6 Miami Beach, Florida 33139 Langan Project No.:300089801 Langan's findings with respect to known and suspect RECs, de minimis conditions, and other environmental concerns, and our opinion of these findings were as follows: • Historical records indicate that a gasoline station and automotive repair shop operated on the west side of the Property at 340 23rd Street (Folio No 02-3226-001-0400 and 02- 3226-001-0405) between 1936 and 1991. The regulatory database documents discharges from the facility's operations. The site is in the State of Florida petroleum preapproval cleanup program and is ranked with a score of 10. Environmental investigations in 2011 confirmed the presence of petroleum-impacted soil and groundwater, which constitute'a REC in connection with the Property. • Records indicate that two historical cleaners (Miami Laundry and Lenox Tailors and Cleaners) were located on the Property. These constitute a historical REC in connection with the Property. There is also a historical drycleaners on the adjacent property across the street. • The former gasoline station located at 300 23rd Street, in the center of the Property, is a historical REC in connection with the Property with a moderate to high likelihood of impacting the Property. In a 26 December 2012 email, Mr. Berenblum asked Langan to submit a Phase II ESA proposal to investigate these RECs. Langan submitted a proposal for these services on 8 January 2013. This proposal was revised to reflect the rates and terms and conditions of our contract dated 6 June 2012. SCOPE OF WORK Langan will contact Sunshine State One-Call to identify subsurface utilities. Langan requires the Client to provide drawings of private subsurface utilities that might be present. Langan and its subcontractors will not be responsible for damage to utilities that are not disclosed to us on drawings or in the field. Langan will conduct field work according to the Florida Department of Environmental Protection (FDEP) Standard Operating Procedures (rev. March 2008). We will subcontract a licensed direct-push driller to provide direct-push soil and groundwater sampling services, and a National Environmental Laboratory Accreditation Program-certified environmental laboratory to provide analytical services. Langan proposes advancing eight borings on Folios 02-3226-001-0400 and 02-3226-001-0405 (340 23rd Street) and 02-3226-001-0391 (300 23rd Street). Figure 1 shows the proposed sample locations. We propose these locations for the following reasons: • Locations LMW-1 through LMW-5 are in the area of a former gasoline station (340 23rd Street) — LMW-1 and LMW-2 are in the area of the former dispenser islands, LMW-3 is in the area of the former UST farm, LMW-4 is in the area of the former auto repair shop, and LMW-5 is in the area of the former waste oil UST. • Locations LMW-6, -7, and -8 are in the area of the former gasoline station (300 23rd Street) and the former drycleaners. Under Langan's supervision, the driller will push a four-foot-long stainless steel rod into the ground, retrieve the rod, and remove and cut open the plastic inner sleeve. We will screen each soil boring for petroleum hydrocarbon vapors at two-foot intervals to the water table with an organic vapor analyzer (OVA), according to Chapter 62-770.200(19), Florida Administrative Code (FAC). We will describe the lithology and note the depth at which the fill material ends and the native material begins. We will submit the eight samples with the highest net OVA readings for laboratory analysis of total recoverable petroleum hydrocarbons (TRPH) by the FL-PRO Method, volatile organic aromatics (VOAs) by EPA Method 8260, and polynuclear aromatic hydrocarbons (PAHs) by EPA Method 8270. VOAs, PAHs, and TRPH are standard analyses for petroleum constituents. To collect the groundwater samples, the driller will push a five-foot-long well screen into the ground until it intersects the water table. Langan will purge the well screen with a low-flow peristaltic pump and polyethylene tubing. We will monitor water quality parameters (dissolved oxygen, turbidity, pH, temperature, and conductivity) until values stabilize within FDEP- acceptable ranges. We will place the samples in a cooler on ice and submit the samples to the laboratory under proper chain of custody procedures for laboratory analysis of VOAs, PAHs, TRPH. We will also analyze samples LMW-2, -6, -7, and -8 for volatile organic halocarbons (VOHs) by EPA Method 8260, which will indicate whether drycleaning solvents are present in the aquifer. Langan will return drill cuttings to the boreholes and allow the purge water to evaporate on an impervious surface. We will not drum material for off-site disposal unless we notice free product, stained soil, petroleum odors, or other indications of contamination. The cost of drumming and disposing of soil or groundwater is not included in this estimate. Langan will discuss those costs with the Client. Data Evaluation and Reporting Langan will evaluate the findings and discuss them with the Client. We will prepare a letter report describing the assessment procedures and field and analytical data. The report will compare the analytical results to Groundwater and Soil Cleanup Target Levels (GCTLs and SCTLs, Chapter 62- 777, FAC). The report will include copies of laboratory reports, tables summarizing the analytical data, and figures showing the sample locations and analytical data, as appropriate. SCHEDULE We will begin the utility clearance upon authorization and complete the field work within two weeks thereafter. We will complete the report within one week after we receive the laboratory data. Standard turnaround time for laboratory analysis is two weeks. This schedule assumes timely access is granted to the Property. LIMITATIONS Langan's services will be provided according to generally accepted environmental science, geosciences, and engineering practices at the time the work is performed. Even the most comprehensive scope of services may fail to detect environmental liabilities. Therefore, Langan cannot act as insurer and cannot certify that a property is free of contamination. Langan's services and recommendations cannot be construed as endorsement of the proposed land use.. No expressed or implied representation or warranty is included or intended in our reports, except that our services were performed within the limits prescribed by the Client and with customary thoroughness and competence of our profession. The scope of work is limited to the locations discussed herein and is not a comprehensive investigation of soil and groundwater on the property. This scope of work does not include the cost of preparing an estimate of remedial costs in the event contaminants are discovered.
