OFFICE OF THE CITY MANAGER IfilbN
NO. LTC # 61-2014 LETTER T
TO: Mayor Philip Levine and MemberPthe
Commission
FROM: Jimmy L. Morales, City Manager
DATE: February 25, 2014
SUBJECT: "HOKE" TELEVISION SERIES MID-BEACH
Th is Letter to Commission (LTC) is to inform you that from Wednesday, February 26
through Friday, February 28, a new pilot for F/X Network called "Hoke," based on the
novels of former FIU professor Charles Willeford ("Miami Blues") and starring Paul
Giamatti ("Sideways") in the titular role, will film scenes at night, primarily at the Bellamar
Apartments on 31 Street between Collins Avenue and Indian Creek.
The series takes place in 1978, which will compel the production to close the road for
filming and to dress it authentically in the period. For one segment, they will replicate a
hurricane approaching, with rain and wind machines. The production, having been
made aware of critical impacts the construction of the nearby Faena and Edition
properties have-had on the residents' parking availability, has worked diligently with the
City's Tourism, .Culture and Economic Development Department's Film Office and
Parking Department to enable them to use the street and nearby meters for this use and
essential production vehicle parking. The production will provide alternative secured
parking and shuttle service during the entire time of use for the amount of displaced
residents in the areas.reserved at the 27 Street lot. The production has obtained signed
approvals from all properties within the closure and by the additional reserved meters
and has provided building managers with placards for their residents to access the lot in
the displaced area. This will guarantee no loss of any available spaces to residents of
the area and will ensure construction workers cannot take these dedicated spaces. The
production's primary truck area base camp is in the spoil area between 21 .and 22
Streets, as well as the bank of meters on Miami Beach Drive. The affected properties in
this area have signed approval as well. The production has one small additional scene
on Friday night at the.top of an apartment building on 47 Street, west of Pine Tree. The
residents in this area similarly have signed approval.
This is just the latest major television project to film in our area, following last month's
pilot for HBO's series "Bailers" starring Dwayne "The Rock" Johnson, which was just
picked up for series, and a new yet to be titled series for Netflix from the producers of
"Damages." These productions rely on state incentive funding to continue in our area. A
new bill has been filed in the state legislature to enhance the funding and make it more
reliable.
