A RESOLUTION OF THE MAYOR AND CITY COMMISSION OF
THE CITY OF MIAMI BEACH, FLORIDA, CALLING A PUBLIC
HEARING TO CONSIDER A REQUEST FOR A CERTIFICATE OF
APPROPRIATENESS FOR DEMOLITION OF THE NORTH AND
EAST PORTIONS OF THE FORMER BANCROFT HOTEL, A
HISTORICAL STRUCTURE LOCATED AT 1501 COLLINS
AVENUE, IN ORDER TO ALLOW FOR CONSTRUCTION OF A
MIXED USE APARTMENT/OFFICE/RETAIL DEVELOPMENT TO
WHICH THE EXISTING BANCROFT BUILDING WOULD BE
ATTACHED.
WHEREAS, the applicant, Jefferson Plaza, Ltd. , has requested
a Certificate of Appropriateness for Demolition of the north and
east portions of the former Bancroft Hotel, a historic structure
located at 1501 Collins Avenue, in order to allow for the
construction of a mixed-use apartment/office/retail development, to
which the existing Bancroft building would be attached; and
WHEREAS, this property is located on one of the two proposed
hotel sites between 15th and 16th Streets as shown on the City
Center/Historic Convention Village Redevelopment and Revitalization
Area Plan; and
WHEREAS, pursuant to Subsection 19-11 of Zoning Ordinance No.
89-2665, Certificates of Appropriateness for the proposed hotel
sites located between 15th and 16th Streets as shown on this Plan
are granted or denied in accordance with procedures set forth in
the former Zoning Ordinance Section 19 (as amended prior to May 5,
1994) ; and
WHEREAS, pursuant to Subsection 19-6 of former Zoning
Ordinance Section 19, the procedures for granting or denying a
request for a Certificate of Appropriateness for Demolition of a
historic structure require that the Historic Preservation Board
hold a public hearing and transmit a recommendation to the City
Commission, and that the City Commission then hold a public hearing
and vote on the request; and
WHEREAS, on July 12, 1994 the City' s Historic Preservation
Board held a public hearing to consider the request, after which
the Board voted to recommend that the request be granted; and
WHEREAS, pursuant to former Zoning Ordinance Subsection 19-6,
the City Commission must now consider the request at a public
hearing.

NOW, THEREFORE, BE IT DULY RESOLVED BY THE MAYOR AND CITY
COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, that a public
hearing to consider a request for a Certificate of Appropriateness
for Demolition of the north and east portions of the former
Bancroft Hotel, a historical structure located at 1501 Collins
Avenue, in order to allow for construction of a mixed use
apartment/office/retail development to which the existing Bancroft
Building would be attached is hereby called to be held before the
Mayor and City Commission in their Chambers on the Third Floor of
City Hall, 1700 Convention Center Drive, Miami Beach, Florida, on
September 8, 1994 beginning at 6:30 , ,m. , and the City Clerk is
hereby authorized and directed to publish appropriate Public Notice
of the said Public Hearing in a newspaper of Miami Beach, at which
time and place all interested parties will be heard.

SUBJECT: REQUEST FOR THE CITY COMMISSION TO SET A DATE AND TIME TO
CONSIDER THE ISSUANCE OF A CERTIFICATE OF APPROPRIATENESS
FOR THE PARTIAL DEMOLITION OF A DESIGNATED HISTORIC
STRUCTURE AT 1501 COLLINS AVENUE (FORMER BANCROFT HOTEL) .
RECOMMENDATION
The Administration recommends that the City Commission set a time
certain on September 8, 1994 to consider the issuance of a
Certificate of Appropriateness for -the partial demolition of a
designated historic structure at 1501 Collins Avenue.
BACKGROUND
The. proj ect received a favorable recommendation for the issuance of
a Certificate of Appropriateness for Demolition from the Historic
Preservation Board on July 12, 1994. The subject building is
within the Ocean Drive/Collins Avenue Local Historic District and
is designated as historic by the City's historic properties
database.
The project includes the construction of a sixteen (16) story, 116-
unit apartment building with accessory retail space; the overall
height of the new building is 150 feet with a 46 foot architectural
projection. The applicant's request for a Certificate of
appropriateness for Design Review Approval from the Joint Design
Review/Historic Preservation Board was continued at the July 5,
1994 meeting, in order for the applicant to submit more detailed
plans of the entire project; the applicant is scheduled to come
back before the Joint Board for reconsideration on August 2, 1994,
which is prior to the City Commission .review of this Certificate of
Appropriateness for partial demolition.
The new structures, which are located to the east of the former
Bancroft Hotel, are designed in a contemporary manner with
variations in massing, window placement and height. The new retail
structure is to be connected to the existing Bancroft Hotel, which
will be substantially rehabilitated and utilized as retail and
office space.

The applicant is proposing to demolish portions of the existing
Bancroft Hotel in order to accommodate parking and retail space.
Specifically, the lobby and front portion of the building would be
restored and the entire floor area of the east portions of the
building would be removed, while maintaining the west and south
facades of the structure. The north and east facades would be
included in the new construction.
Because the subject structure is within the City Center/Historic
Convention Village Redevelopment and Revitalization Area Plan, the
new Historic Preservation Ordinance specifically exempted this site
and, therefore, the regulations of the prior Historic Preservation
Ordinance govern the demolition of said building. This prior
Ordinance establishes a review process for applications for
Certificates of Appropriateness for Demolition for buildings which
are designated historic.
The initial identification of whether a building is designated
historic or non-historic is found int he '
Miami Beach Historic
Properties Database. The Historic Preservation Board, at their
July 12, 1994 meeting, confirmed the Database listing for the
subject building as "historic", and approved a favorable
recommendation pertaining to the issuance of a Certificate of
Appropriateness for partial Demolition to the City Commission,
which must make the final determination as to whether a permit for
partial demolition should be issued. The City Commission is
required to hold a public hearing prior to rendering a decision on
the issuance of a Certificate of Appropriateness for the requested
partial demolition of the Bancroft Hotel.
ANALYSIS
Section 19-.6(C) (5) (d) of the previous Zoning Ordinance provides
criteria by which the Historic Preservation Board and City
Commission evaluate requests for a Certificate of. Appropriateness
for Demolition. The following is an analysis of the request based
upon these criteria:
1. National, State or local designation.
The subject building is within th Ocean Drive/Collins Avenue
Local Historic District, which is listed in the National
Register.
2. Design, craftsmanship or material that would be difficult or
expensive to reproduce today.
The design and surface materials of the subject structure
could be easily reproduced without great difficulty or
expense.
3. Last remaining examples.
The architectural style of the building, streamline moderne,
is not one of the last remaining examples of its kind in the
Architectural District.
4. Contributes to historic character of district
The- design of the subject building itself is distinct and

contributes substantially to the character of the district,
particularly along 15th Street, which is the northern
terminating point for Ocean Drive.
5 . Retention promotes general welfare and opportunity to study
local history.
The retention of the front portion of the Bancroft Hotel, as
well as the 15th Street facade, provides for the preservation
of the primary and most significant portions of the subject
building. The characteristics and features of these
elevations are the true contributing elements of the building
and, as such, will provide an opportunity to study historic
architecture and design for years to come.
6. Parking garage.
The application includes basement level parking, but no above-
grade parking garage.
7 . Plans for re-use.
Detailed plans for the re-use of the property -have been
submitted to the Joint Design/Historic Preservation.'Board for
consideration; said plans, inclusive of the new apartment
structure, were continued by the Board on July 5, 1994 and it
is expected that they will be brought back before the Board on
August 2, 1994 .
S. Unsafe Structure/Financial Feasibility.
The Dade County Unsafe Structures Board has, to date, not
ordered the demolition of the subject structure.
The Administration is requesting that the City Commission consider
the issuance of a Certificate of Appropriateness for Demolition,
pursuant to Section 19-6 .B.4 of the previous Zoning Ordinance which
reads, in part :
"A Certificate of Appropriateness for the Demolition of
designated Historic Buildings, Structures, Improvements
or Sites shall only be considered by the Board following
a public hearing. Within thirty (30) days after the
public hearing, the Historic Preservation Board shall
submit a report and recommendation to the City
Commission. The City Commission may approve a
recommendation of the Historic Preservation Board by a
simple majority vote, but shall require a vote of
five-sevenths (5/7) of all members of the Commission to
overrule a Historic Preservation Board recommendation
regarding a Certificate of Appropriateness for
Demolition . . "
A public hearing requires that a 30 day notice be given and that
the notice be posted on the property, advertised in the newspaper
and mailed to all property owners within 375 feet .
As noted, the Historic Preservation Board confirmed the historic

designation of the subject building and issued a favorable
recommendation to the City Commission regarding the issuance of a
Certificate of Appropriateness. The Administration concurs with
this recommendation, as the most contributing facets of the subject
building shall be preserved and only the least contributing will be
fully demolished.
CONCLUSION
The Administration has concluded that the City Commission should
set a time certain for September 8, 1994 to consider the issuance
of a Certificate of Appropriateness for Demolition for the partial
demolition of a designated historic structure at 1501 Collins
Avenue.
