SUBJECT: Need for Commission Appoin ents to the Affordable Housing Advisory
Committee
The purpose of this Letter To Commission is to urge the Mayor and Commission to
make the necessary appointments to ensure that the Affordable Housing Advisory
Committee (AHAC) can convene no later than May 19, 2014. In order to ensure
compliance with the City's Consolidated Plan public participation process, the AHAC
must meet to review its recommendations for funding for the Community Development
Block Grant (CDBG) and HOME Investment Partnership (HOME) funds before the June
11, 2014 Commission meeting.
Historically, the Community Development Advisory Committee (CDAC) is the City
committee charged with reviewing CDBG and HOME funding applications and
subsequently issuing its recommendations to the Mayor and Commission. Ordinance
2014-3841 directs the sunset of CDAC on May 31, 2014. The ordinance further directs
that the AHAC assumes CDAC's traditional role of reviewing CDBG and HOME requests
and offering recommendations for funding to the Commission.
In order to ensure that a citizen committee reviews the funding applications and that the
City complies with its Consolidated Plan, the AHAC would need to be convened no later
than May 201h to ensure that the funding recommendations are forwarded to the Mayor
and Commission at its June 11th meeting. As it stands, only four people have been
appointed to the 18-member AHAC. The following vacancies remain:
• Seven members who are direct appointments, one made by the Mayor and each
Commissioner
The following members must be appointed at large by a majority vote of the Mayor and
Commission:
• One citizen actively engaged in the residential home building industry in
connection with affordable housing;
• One citizen actively engaged as an advocate for low-income persons in
connection with affordable housing;
• One citizen actively engaged as a not-for-profit provider of affordable housing;
• One citizen actively engaged as a real estate professional in connection with
affordable housing;
• One citizen who actively serves on the local planning agency pursuant to Florida
Statute §163.3174 (Planning Board member);
• One citizen who resides within the jurisdiction of the local governing body making
the appointments; and

• One citizen who represents employers within the jurisdiction.
If AHAC is not convened by May 19th City staff will be the sole source of
recommendation for the United States Housing and Urban Development (HUD) HOME
and CDBG funding allocations for the 2014/15 fiscal year.
