OF MIAMI BEACH, FLORIDA APPROVING AND AUTHORIZING THE CITY
MANAGER OR HIS DESIGNEE TO SUBMIT GRANT APPLICATIONS TO: 1)
US DEPARTMENT OF TRANSPORTATION, TRANSPORTATION
INVESTMENT GENERATING ECONOMIC RECOVERY (TIGER) GRANT
PROGRAM FOR CONSTRUCTION FUNDING IN THE APPROXIMATE

TRUST FOR FUNDING IN THE APPROXIMATE AMOUNT OF $310,000 FOR
THE CITY'S OUT OF SCHOOLS PROGRAM; APPROPRIATING THE
ABOVE GRANTS, FUNDING REQUESTS, MATCHING FUNDS, AND CITY
EXPENSES, IF APPROVED AND ACCEPTED BY THE CITY AND
AUTHORIZING THE EXECUTION OF ALL NECESSARY DOCUMENTS
RELATED TO THE AFORESTATED APPLICATIONS, INCLUDING,
WITHOUT LIMITATION, AUDITS, AND AUTHORIZING THE CITY MANAGER
OR HIS DESIGNEE TO TAKE ALL NECESSARY ACTIONS RELATED TO
THESE GRANTS AND FUNDING REQUESTS.
WHEREAS, the Transportation Investment Generating Economic Recovery
provides funds for transportation projects that better connect communities to centers of
employment, education, and services (including for non-drivers) and that hold promise to
stimulate long-term job growth, especially in economically distressed areas and funds
are to be awarded to projects that will have a significant impact on the Nation, a
metropolitan area, or a region; and
WHEREAS, the Administration intends to submit an application for the
implementation of Intelligent Transportation Systems (ITS) as well as Parking
Management Systems and the City is focusing on various components such as traffic
monitoring cameras, bluetooth/wi-fi readers for travel time estimation and real-time
travelers information systems; and
WHEREAS, aside from the aforementioned components, the City is also
evaluating possible use of Adaptive Traffic Control Systems (ATCS) pending approval
from Miami-Dade County (MDC) and Florida's Department of Transportation (FDOT),
and
WHEREAS, due to the high number of events and visitors, congestion and limited
capacity of the City's transportation network, the City is constantly considering innovative
ways to improve traffic flow, Level of Service (LOS), and travel times; and
WHEREAS, the Transportation Element of the City of Miami Beach 2025
Comprehensive Plan (TE) describes its goal as: "It shall be the goal of the City of Miami
Beach to provide, maintain, and improve a sustainable, safe, convenient and energy
efficient multi-modal transportation system", as described in the statement, the City has
made it its policy to strive to improve traffic conditions; and
WHEREAS, to improve traffic conditions during special events, the City took
proactive steps in acquiring the services of a consultant for Traffic Monitoring and
Management services and as a result of traffic monitoring and management services,
travel times along 5 routes were reduced between 7% and 230% and additionally,
average speed along 5 routes has increased between 8% and 58%; and
WHEREAS, it is the Administration's goal is to implement ITS technology to manage
traffic demand, particularly during special events, and the City would like to pursue the
installation of Adaptive Signal Control Technology to address variability by continuously
monitoring traffic conditions, evaluating performance and updating signal timing to
promote smooth traffic flow and equitably distribute green time to each intersection
approach; and
WHEREAS, the Administration intends to apply for funding in the amount of $10
million for the implementation of this project and will use matching funds in the amount of
$2 million in Transportation Concurrency and Mitigation Funds and this project supports
the key intended outcome to commission a comprehensive mobility plan which gives
priority recommendations (from non-vehicular to vehicular and including parking); and
WHEREAS, the Administration requests approval to submit a grant application to
the Transportation Investment Generating Economic Recovery (TIGER) for funding in
the approximate amount of $10 Million for Phase 1 of the City's Intelligent
Transportation System (ITS); and
WHEREAS, the Transportation Investment Generating Economic Recovery program,
(TIGER) provides funds for transportation projects that better connect communities to
centers of employment, education, and services (including for non-drivers) and that hold
promise to stimulate long-term job growth, especially in economically distressed areas
and TIGER funds are also an appropriate source of funding for the Atlantic
Greenway/Boardwalk Conversion project; and
WHEREAS, pursuant to the policy adopted by the City Commission as part of the
2025 Miami Beach Comprehensive Plan, the Administration has continued to implement
the beachwalk and Baywalk projects in order to further the City's vision of a continuous
on-grade recreational path running north/south along the coast linking the City's South,
Middle and North Beach Neighborhoods and the vision that is being currently
implemented was also documented in the City's Atlantic Greenway Network (AGN)
Master Plan adopted by City Commission on October 17, 2007; and
WHEREAS, the City has already made substantial investment in the development of
the AGN; and
WHEREAS, the wooden boardwalk was built in the mid-1980's and extended from
the south end of Collins Park at 21St Street to the north end of Indian Beach Park at 47th
Street and is not part of the AGN because its current width does not allow for safe
bicycle and pedestrian shared use, however, the beachwalk projects consist of on-
grade, ADA accessible pathways that support bicycle and pedestrian shared use and
other recreational and transportation activities that are in line with the goals of the AGN;
and
WHEREAS, at the April 2014 Land Use and Development Committee meeting, the
Boardwalk project was discussed and the Committee approved a motion for the removal
of the boardwalk and replacement with an elevated beachwalk; and
WHEREAS, as such, the Administration is requesting approval to apply to the TIGER
grant program for funding in the amount of $400,000 with matching funds to be
requested through the FY 14/15 Capital Budget process; and
WHEREAS, this project supports the key intended outcome to commission a
comprehensive mobility plan which gives priority recommendations (from non-vehicular
to vehicular and including parking); and
WHEREAS, the Administration requests approval to submit a grant application to the
US Department of Transportation, Transportation Investment Generating Economic
Recovery (TIGER) for funding in the approximate amount of $400,000 for the Planning
Phase of the Atlantic Greenway/Boardwalk Conversion Project; and
WHEREAS, the Transportation Investment Generating Economic Recovery program,
(TIGER) provides funds for transportation projects that better connect communities to
centers of employment, education, and services (including for non-drivers) and that hold
promise to stimulate long-term job growth, especially in economically distressed areas
and TIGER funds are also an appropriate source of funding for the City Center District
Transportation Master Plan; and
WHEREAS, Miami Beach faces transportation challenges as a result of its unique
land use and geographical attributes, which includes a lack of available land and limited
regional connectivity and these and other factors require the City to utilize a combination
of innovative technology, transit demand management strategies and multi-modal
transportation system development to address its current traffic congestion; and
WHEREAS, despite high ridership, heavy congestion has resulted in an unreliable
bus system and the provision of reliable alternative transportation modes and transit
system enhancements, including bus rapid transit technology, is necessary to address
the City's multi-modal transportation needs; and
WHEREAS, the Administration intends to request funding for the Planning portion of
the City Center District Transportation Master Plan and the proposed scope of work
incorporates extensive data collection and analysis, an assessment of existing
conditions and future needs, the development of mobility projects and an implementation
plan, as well as addressing the spatial requirements of elements necessary for effective,
safe and secure multi-modal transportation solutions integrated into normal roadway
operations; and
WHEREAS, the total cost of the project is estimated to be approximately $450,000
and, as such, the Administration is requesting funding for in the amount of approximately
$360,000 with matching funds in the amount of $90,000 for the City Center District
Transportation Master Plan and matching funds are available in Transportation
Concurrency and Mitigation funds; and
WHEREAS, this project supports the key intended outcome to commission a
comprehensive mobility plan which gives priority recommendations (from non-vehicular
to vehicular and including parking); and
WHEREAS, the Administration requests approval to submit a grant application to the
US Department of Transportation, Transportation Investment Generating Economic
Recovery (TIGER) for planning funds in the approximate amount of$360,000 for the City
Center District Transportation Master Plan; and
WHEREAS, the Historic Preservation Grants Program allocates state funds
appropriated by the Legislature and federal funds apportioned to the State by the U. S.
Department of the Interior, National Park Service, for the preservation and protection of
the state's historic and archaeological sites and properties; and
WHEREAS, the program is administered by the Bureau of Historic Preservation,
Division of Historical Resources, Florida Department of State and Small Matching grants
are awarded annually, through the Historic Preservation Grants Program for the
rehabilitation and restoration of historic structures; and
WHEREAS, the Administration intends to apply for funding for the restoration of City
statues that are in need of restoration and conservation, including, but not limited to 'The
Great Spirit' located on Alton Road and Pinetree Drive; and
WHEREAS, the maximum application can be in the amount of $50,000 with
matching funds, in the approximate amount of $50,000 and matching funds will be
requested as part of the City's FY 14/15 Capital Budget Process; and
WHEREAS, the Administration requests approval to submit a grant application to
the Florida Department of State, Historic Preservation Grant Program, in the
approximate amount of $50,000, for the Restoration of City Statues; and
WHEREAS, the purpose of Emergency Management Performance Grant program is
to provide federal funds to States to assist State, local territorial and tribal governments
in preparing for all hazards. The National Preparedness System is the instrument the
nation employs to build, sustain, and deliver core capabilities to achieve the goal of a
security and resilience; and
WHEREAS the funding ust be used to expand a whole-community approach to

emergency management and to broaden outreach into the neighborhoods within the city
in the core areas of hazard prevention, mitigation, response, recovery and protection;
and
WHEREAS, due to the deadline of this grant, the Administration has applied for
funding for emergency equipment in the amount of $80,000 and matching funds in the
amount of$80,000 will be requested through the FY 14/15 budget process; and
WHEREAS, retroactive approval is requested for the submittal of a grant
application to the US Department of Homeland Security for funding from the FY 2014
Emergency Management Performance Grant program in the approximate amount of
$50,000 for the City's Emergency Management Needs; and
WHEREAS, the Children's Trust Out-of-School Program provides funding for
summer camps and after-school programs that stimulate academic, athletic, cultural and
social learning in a nurturing and supervised environment while parents are working and
during times of day when adolescents are most prone to at-risk behavior and the
program provides after school services to approximately 250 children ages 5-12 years
old residing primarily in the City of Miami Beach; and
WHEREAS, the program offers activities to children, including physical fitness,
nutrition education, homework and literacy support, program goals are to improve
academic skills and literacy and improve physical health and fitness; and
WHEREAS, last year, the City was awarded funding in the amount of $309,180 and
this year the Children's Trust Program Services Committee again recommended funding
at the same level; and
WHEREAS, this grant renewal is for the period of August 2014 through July 2015
and the program supports the key intended outcome to induce public school
accountability mainly at the Middle School; and
WHEREAS, this grant renewal does not require matching funds; and
WHEREAS, the Administration requests approval to negotiate and execute a
contract renewal with The Children's Trust for the City's Out-of-School Program in the
approximate amount of$310,000.
NOW THEREFORE, BE IT DULY RESOLVED BY THE MAYOR AND CITY
COMMISSION OF THE CITY OF MIAMI BEACH that the Mayor and City Commission
hereby approve and authorize the City Manager, or his designee, to take the following
actions: 1) Submit a grant application to the US Department of Transportation,
Transportation Investment Generating Economic Recovery (TIGER) Grant Program for
construction funding in the approximate amount of $10 million for the City's Intelligent
Transportation System (ITS); 2) Submit a grant application to the US Department of
Transportation, Transportation Investment Generating Economic Recovery (TIGER)
Grant Program for Planning funds in the approximate amount of $400,000 for the
Atlantic Greenway Network/Boardwalk Conversion Project; 3) Submit a grant application
to the US Department of Transportation, Transportation Investment Generating
Economic Recovery (TIGER) Grant Program for planning funds in the approximate
amount of $360,000 for the City Center Transportation Master Plan; 4) Submit a grant
application to the Florida Department of State, Historic Preservation Grant Program, in
the approximate amount of $50,000, for the Restoration of City Statues; and, to
retroactively submit a grant application to: 5) US Department of Homeland Security for
funding from the FY 2014 Emergency Management Performance Grant Program in the
approximate amount of $80,000 for the City's Emergency Management Needs, and, 6)
approve the renewal of a contract with the Children's Trust for funding in the
approximate amount of$310,000 for the City's Out-of-School Program; appropriating the
above grants, funding requests, matching funds, and city expenses, if approved and
accepted by the City, and authorizing the execution of all necessary documents related
to the aforestated applications, including, without limitation, audits, and authorizing the
City Manager or his designee to take all necessary actions related to these grants and
funding requests.

ANALYSIS
1. Approval to submit a grant application to the Transportation Investment Generating
Economic Recovery(TIGER)for funding in the approximate amount of$10 Million
for Phase 1 of the City's Intelligent Transportation System (ITS)
The Transportation Investment Generating Economic Recovery provides funds for
transportation projects that better connect communities to centers of employment,
education, and services(including for non-drivers)and that hold promise to stimulate long-
term job growth, especially in economically distressed areas.Additional consideration will be
given to proposals that seek to strengthen opportunities to expand the middle class. Funds
are to be awarded to projects that will have a significant impact on the Nation,a metropolitan
area, or a region. TIGER grants may be used for up to 80 percent of the costs of a project,
however applicants can increase their competitiveness by demonstrating significant non-
Federal financial contributions.
The Administration intends to submit an application for the implementation of Intelligent

appropriate source of funding for the Atlantic Greenway/Boardwalk Conversion project.
Pursuant to the policy adopted by the City Commission as part of the 2025 Miami Beach
Comprehensive Plan, the Administration has continued to implement the beachwalk and
Baywalk projects in order to further the City's vision of a continuous on-grade recreational
path running north/south along the coast linking the City's South, Middle and North Beach
Neighborhoods. The vision that is being currently implemented was also documented in the
City's Atlantic Greenway Network (AGN) Master Plan adopted by City Commission on
October 17, 2007.
The City has already made substantial investment in the development of the AGN. The
wooden boardwalk was built in the mid-1980's and extended from the south end of Collins
Park at 21 Street to the north end of Indian Beach Park at 47 Street. The existing boardwalk
is not part of the AGN because its current width does not allow for safe bicycle and
pedestrian shared use. However, the beachwalk projects consist of on-grade, ADA
accessible pathways that support bicycle and pedestrian shared use and other recreational
and transportation activities that are in line with the goals of the AGN.
At the April 2014 Land Use and Development Committee meeting, the Boardwalk project
was discussed and the Committee approved a motion for the removal of the boardwalk and
replacement with an elevated beachwalk. As such, the Administration is requesting
approval to apply to the TIGER grant program for funding in the amount of$400,000 with
matching funds to be requested through the FY 14/15 Capital Budget process.
This project supports the key intended outcome to commission a comprehensive mobility
plan which gives priority recommendations (from non-vehicular to vehicular and including
parking.
3. Approval to submit a grant application to the US Department of Transportation,
Transportation Investment Generating Economic Recovery (TIGER) for planning
funds in the approximate amount of $360,000 for the City Center District
Transportation Master Plan
The Transportation Investment Generating Economic Recovery program,(TIGER)provides
funds for transportation projects that better connect communities to centers of employment,
education, and services (including for non-drivers)and that hold promise to stimulate long-
term job growth, especially in economically distressed areas. TIGER funds are also an
appropriate source of funding for the City Center District Transportation Master Plan.
Miami Beach faces transportation challenges as a result of its unique land use and
geographical attributes, which includes a lack of available land and limited regional
connectivity. These and other factors require the City to utilize a combination of innovative
technology, transit demand management strategies and multi-modal transportation system
development to address its current traffic congestion. Despite high ridership, heavy
congestion has resulted in an unreliable bus system. The provision of reliable alternative

transportation modes and transit system enhancements, including bus rapid transit
technology, is necessary to address the City's multi-modal transportation needs.
The Administration intends to request funding for the Planning portion of the City Center
District Transportation Master Plan. The proposed scope of work incorporates extensive
data collection and analysis, an assessment of existing conditions and future needs, the
development of mobility projects and an implementation plan. It will address the spatial
requirements of elements necessary for effective, safe and secure multi-modal
transportation solutions integrated into normal roadway operations. The total cost of the
project is estimated to be approximately$450,000. As such,the Administration is requesting
funding for in the amount of approximately$360,000 with matching funds in the amount of
$90,000 for the City Center District Transportation Master Plan. Matching funds are
available in Transportation Concurrency and Mitigation funds.

4. Approval to submit a grant application to the Florida Department of State, Historic
Preservation Grant Program, in the approximate amount of $50,000, for the
Restoration of City Statues
The Historic Preservation Grants Program allocates state funds appropriated by the
Legislature and federal funds apportioned to the State by the U. S. Department of the
Interior, National Park Service,for the preservation and protection of the state's historic and
archaeological sites and properties. The program is administered by the Bureau of Historic
Preservation, Division of Historical Resources, Florida Department of State. Small Matching
grants are awarded annually, through the Historic Preservation Grants Program for the
rehabilitation and restoration of historic structures.
The Administration intends to apply for funding for the restoration of City statues that are in
need of restoration and conservation, including, but not limited to 'The Great Spirit' located
on Alton Road and Pinetree Drive, The maximum application can be in the amount of
$50,000 with matching funds, in the approximate amount of$50,000. Matching funds will be
requested as part of the City's FY 14/15 Capital Budget Process.
5. Retroactive approval for the submittal of a grant application to the US Department of
Homeland Security for funding from the FY 2014 Emergency Management
Performance Grant program in the approximate amount of $50,000 for the City's
Emergency Management Needs
The purpose of Emergency Management Performance Grant program is to provide federal
funds to States to assist State, local territorial and tribal governments in preparing for all
hazards. The National Preparedness System is the instrument the nation employs to build,
sustain, and deliver core capabilities to achieve the goal of a security and resilience.
The funding must be used to expand a whole-community approach to emergency
management and to broaden outreach into the neighborhoods within the city in the core
areas of hazard prevention, mitigation, response, recovery and protection. Due to the
deadline of this grant, the Administration has applied for funding for emergency equipment.
Matching funds in the amount of $80,000 will be requested through the FY 14/15 budget
process.

6. Approval to negotiate and execute a contract renewal with The Children's Trust for
the City's Out-of-School Program in the approximate amount of$310,000
The Children's Trust Out-of-School Program provides funding for summer camps and after-
school programs that stimulate academic, athletic, cultural and social learning in a nurturing
and supervised environment while parents are working and during times of day when
adolescents are most prone to at-risk behavior. The program provides after school services
to approximately 250 children ages 5-12 years old residing primarily in the City of Miami
Beach. The program offers activities to children, including physical fitness, nutrition
education, homework and literacy support. Program goals are to improve academic skills
and literacy and improve physical health and fitness.
Last year, the City was awarded funding in the amount of $309,180 and this year the
Children's Trust Program Services Committee again recommended funding at the same
level. This grant renewal is for the period of August 2014 through July 2015. This program
supports the key intended outcome to induce public school accountability mainly at the
Middle School. This grant renewal does not require matching funds.
CONCLUSION
The Administration recommends that the Mayor and City Commission approve and authorize
the City Manager or his designee to take the following actions: 1)Submit a grant application
to the US Department of Transportation, Transportation Investment Generating Economic
Recovery(TIGER)Grant Program for construction funding in the approximate amount of$10
million for the City's Intelligent Transportation System(ITS); 2)Submit a grant application to
the US Department of Transportation, Transportation Investment Generating Economic
Recovery (TIGER) Grant Program for Planning funds in the approximate amount of
$400,000 for the Atlantic Greenway Network/Boardwalk Conversion Project; 3) Submit a
grant application to the US Department of Transportation, Transportation Investment
Generating Economic Recovery (TIGER) Grant Program for planning funds in the
approximate amount of$360,000 for the City Center Transportation Master Plan; 4)Submit
a grant application to the Florida Department of State, Historic Preservation Grant Program,
in the approximate amount of$50,000, for the Restoration of City Statues; and, retroactive
submittal to: 5) US Department of Homeland Security for funding from the FY 2014
Emergency Management Performance Grant Program in the approximate amount of
$80,000 for the City's Emergency Management Needs, and, 6)Approving the renewal of a
contract with the Children's Trust for funding in the approximate amount of$310,000 for the
City's Out-of-School Program ; appropriating the above grants, funding requests, matching
funds, and city expenses, if approved and accepted by the City and authorizing the
execution of all necessary documents related to the aforestated applications, including,
without limitation, audits, and authorizing the City Manager or his designee to take all
necessary actions related to these grants and funding requests.
