2014-28547 Reso RESOLUTION NO., 2014-28547 A RESOLUTION OF THE MAYOR AND CITY COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, APPROVING AND AUTHORIZING THE CITY MANAGER AND CITY CLERK TO EXECUTE AMENDMENT NO. 1 TO THE AGREEMENTS WITH TEAM CONTRACTING, METRO EXPRESS, AND H & R PAVING FOR CONCRETE CURBING/SIDEWALK CONSTRUCTION, PURCHASE OF ASPHALTIC CONCRETE/RELATED MATERIALS, AND STRIPING OF CITY STREETS AND PARKING LOTS, PURSUANT TO INVITATION TO BID (ITB) NO. 15-11/12, AMENDING THE ESTIMATED ANNUAL CONTRACT AMOUNT FROM $550,004 TO THE APPROVED BUDGETED AMOUNT IN EACH USER DEPARTMENT'S BUDGET FOR SAID SERVICES. WHEREAS, at its March 21, 2012 meeting, the City Commission accepted the City Manager's recommendation pertaining to the contract award recommendations) pursuant to Invitation to Bid (ITB) No. 15-11/12 for concrete curbing/sidewalk construction, purchase of asphaltic concrete/related materials, and striping of City streets and parking lots; and WHEREAS, the awards were based on the firms' unit prices as follows: Group I: for concrete curbing/sidewalk construction, Team Contracting, Inc.; Group ll: for milling and resurfacing of asphalt concrete and the purchase of asphalt-related materials, Metro Express, Inc.; Group III: for asphaltic concrete/related material to be picked up or delivered to the City, H & R Paving, Inc.; and Group IV: for striping of City streets and parking lots, H & R Paving, Inc; and WHEREAS, at the time of the award recommendation, the Administration only took into consideration the anticipated needs of the Public Works Department with respect to the contract items, which was approximately $550,004 at that time; and WHEREAS, however, given the number of projects that require, or will require, the related contract items, including an estimate from the Capital Improvements Office (CIP) of approximately $1.2 million worth of work (for the completion of the South Pointe Neighborhood, Biscayne Point Neighborhood and other areas around the City), the annual estimates on this contract are no longer valid and are impeding the expediting of work and completion of projects; and WHEREAS, the contract pricing still reflects market conditions when the contract was bid in early 2012, and do not reflect anticipated increases given current market conditions; and WHEREAS, accordingly, the Administration is seeking to amend the annual estimated contract amount of$550.004 to the approved budgeted amounts available annually in each user department's budget; and NOW, THEREFORE, BE IT RESOLVED BY THE MAYOR AND CITY COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, that the Mayor and City Commission hereby accept the recommendation of the City Manager to amend the annually estimated contract amount for concrete curbing/sidewalk construction, purchase of asphaltic concrete/related materials, and striping of city streets and parking lots pursuant to invitation to bid (ITB) No. 15-11/12, from the estimated annual amount of $550,004 to the approved budgeted amount in each user department's budget for said services.
