THE CITY OF MIAMI BEACH, FLORIDA, ACCEPTING THE
RECOMMENDATION OF THE FINANCE AND CITYWIDE
PROJECTS COMMITTEE AT ITS MARCH 21, 2014 MEETING
TO SUPPORT THE AUGUST 27, 2013 QUALITY OF
EDUCATION COMMITTEE'S MOTION TO ENABLE ALL
INTERESTED MIAMI BEACH STUDENTS TO TAKE A
FOREIGN LANGUAGE (SPANISH) FOR HIGH SCHOOL
CREDIT IN ALL MIAMI BEACH MIDDLE SCHOOLS AND K-8
CENTERS, INCLUDING NAUTILUS MIDDLE SCHOOL,
FIENBERG FISHER K-8 CENTER, AND RUTH K. BROAD BAY
HARBOR K-8 CENTER, SIMILAR TO ALL OTHER FOREIGN
LANGUAGE OFFERINGS IN MIAMI-DADE COUNTY PUBLIC
SCHOOL INTERNATIONAL BACCALAUREATE MIDDLE
SCHOOL AND K-8 CENTERS.
WHEREAS, in January 2008, the City of Miami Beach entered into an Education
Compact with the Miami-Dade County Public Schools ("M-DCPS") to support the City's key
intended outcome to "Induce Public School Accountability Mainly At Middle School"; and
WHEREAS, the Education Compact reflects the desire of the Miami Beach community
to support excellence in the City's public schools and enhance learning opportunities for youth;
and
WHEREAS, as a result of the City's Education Compact with Miami-Dade County Public
Schools, all public schools in Miami Beach offer the International Baccalaureate program which
is internationally recognized as a benchmark for education excellence and also requires study in
a second language; and
WHEREAS, the Committee for Quality Education passed a motion at its August 27,
2013 meeting supporting foreign language studies (Spanish) for high school credit in Miami
Beach feeder pattern public middle schools and K-8 Centers; and
WHEREAS, the Committee for Quality Education also passed a motion at its February
26, 2013 and September 24, 2012 meetings supporting foreign language studies (Spanish) for
high school credit in Miami Beach feeder pattern public middle schools and K-8 Centers; and
WHEREAS, at the January 30, 2014 Commission meeting, the City Commission
referred an item relating to the offering of foreign language for high school credit at the middle
school and K-8 centers to the Finance and Citywide Project Committee (FCWPC); and
WHEREAS, the Administration prepared and submitted a memorandum for discussion
that was included in the FCWPC's March 21, 2014 agenda; and
WHEREAS, following the Administration's presentation of the issue and a discussion by
the FCWP Committee, a motion was made and approved recommending support for the
offering of foreign language (Spanish) `live' classes at Nautilus Middle School, Feinberg-Fisher
K-8 Center, and Ruth K. Broad Bay Harbor K-8 Center levels One (1), Two (2), and Advanced
Placement; and
WHEREAS, as of August 2013, all other International Baccalaureate or International
Studies Middle Years Program schools in.M-DCPS offer foreign language for high school credit
at the middle school level; and
WHEREAS, Miami Beach youth will benefit from the opportunity to obtain high school
credit in foreign language classes while in middle school, with the option of taking an Advanced
Placement class by the 8th grade year; and
WHEREAS, as a community with over 53% of the population identified as Hispanic,
Miami Beach youth are ready, willing, and able to enroll in a high school level foreign language
class at the middle school level; and
WHEREAS, completion of the high school foreign language requirement in advance of
high school will allow more Miami Beach youth the option to select the IB Diploma Program as a
graduation option; and
WHEREAS, as of October 2013, there are currently two (2) Spanish One courses for
high school credit taught by a `live' instructor at Nautilus Middle School for sixth and seventh
graders and eighth grade students have the option to take a Spanish One course for high
school credit through Florida Virtual School.
NOW, THEREFORE, BE IT DULY RESOLVED BY THE MAYOR AND THE CITY
COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA that the Mayor and City
Commission of the City of Miami Beach, Florida, hereby accept the recommendation of the
Finance and Citywide Projects Committee at its March 21, 2014 meeting to support the August
27, 2013 Quality of Education Committee's motion to enable all interested Miami Beach
students to take a foreign language (Spanish) for high school credit in all Miami Beach middle
schools and K-8 centers, including Nautilus Middle School, Fienberg Fisher K-8 Center, and
Ruth K. Broad Bay Harbor K-8 center, similar to all other foreign language offerings in Miami-
Dade County Public School International Baccalaureate middle school and K-8 centers.

Supporting Data (Surveys, Environmental Scan, etc.): The Education Compact with Miami-Dade
County Public Schools (M-DCPS), established on January 16, 2008, includes the development of a
citywide International Baccalaureate (IB) Program, accessible to every child attending a Miami Beach
public school at every level from Kindergarten through 12th grade. Approximately 91% of residents
in the 2012 survey with children in public schools were either satisfied or very satisfied with the public
schools on Miami Beach.
Item Summa /Recommendation:
The Middle Years Program (MYP) for students aged 11 to 16 provides a framework of academic
challenge and life skills through embracing and transcending traditional school subjects. The IB MYP
program consists of eight subject groups integrated through five areas of interaction that provide a
framework for learning within and across the subjects. Students are required to study their mother
tongue, a second language, humanities, sciences, mathematics, arts, physical education and
technology. The Committee for Quality Education requests the Mayor and Commission support
Miami-Dade County Public Schools' Spanish (foreign language) initiative in which all Miami Beach
feeder schools offer Spanish (foreign language) tracks which will enable all interested Miami Beach
students to take Spanish for high school credit in all Miami Beach middle schools/high school (Nautilus
Middle, Feinberg Fisher K-8, and Ruth K. Broad Bay Harbor K-8). Miami Beach youth will benefit from
the opportunity to obtain high school credit in foreign language classes while in middle school, with the

BACKGROUND
The Education Compact with Miami-Dade County Public Schools (M-DCPS), established
on January 16, 2008, includes the development of a citywide International Baccalaureate
(IB) Program, accessible to every child attending a Miami Beach public school at every
level from Kindergarten through 12th grade. The Middle Years Program (MYP) for
students aged 11 to 16 provides a framework of academic challenge and life skills

The Committee for Quality Education (QEC) made the following motion at the August 27,
2013, meeting regarding foreign language (Spanish) for high school credit in Miami
Beach feeder pattern public middle schools and K-8 Centers:

The Committee for Quality Education requests the Mayor and Commission support
Miami-Dade County Public Schools' Spanish (foreign language) initiative in which all
Miami Beach feeder schools offer Spanish (foreign language) tracks which will enable all
interested Miami Beach students to take Spanish for high school credit in all Miami
Beach middle schools/high school (Nautilus Middle, Feinberg Fisher K-8, and Ruth K.
Broad Bay Harbor K-8).
Below are the two prior motions made by the City's Committee for Quality Education
regarding the absence of foreign language (Spanish) classes for high school credit at
our two (2) IB MYP schools: Nautilus Middle and Fienberg Fisher K-8 Center. These
motions were made because every other IB MYP in M-DCPS offers foreign language
(Spanish)for high school credit as an available class in the Middle School Program.
Below is the original motion made at the February 26, 2013 meeting:
The Committee for Quality Education requests the Mayor and Commission re-visit the
Committee's recommendation issued at our meeting dated September 24, 2012;
supporting the implementation of foreign language classes for high school credit at
Nautilus Middle School and Fienberg-Fisher K-8 Center comparable to every other
International Baccalaureate (IB) Middle Year Program (MYP) school in Miami-Dade
County Public Schools.
Below is the original motion made at the September 24, 2012 meeting:
The Committee for Quality Education requests the Mayor and Commission strongly
support the implementation of foreign language classes for high school credit at Nautilus
Middle School and Fienberg-Fisher K-8 Center comparable to every other IB MYP
school in Miami-Dade County Public Schools. The intent of this request is to allow
children at both schools the opportunity to obtain high school credit in a foreign language
class while in middle school, with the option of taking an Advanced Placement class by
the 8th grade year. Implementation would be as follows:
• 2012-13 school year—foreign language high school credit level 1
• 2013-14 school year—foreign language high school credit level 1 and level 2
2014-15 school year—foreign language advanced placement class high school
and college credit
ANALYSIS
The request to refer a discussion related to the offering of foreign language for high
school credit at the middle school and K-8 centers was made by Commissioner Micky
Steinberg and the City Commission at the January 30, 2014, Commission meeting. As
requested, the Administration prepared and submitted a memorandum for discussion
that was included in the Finance and Citywide Projects Committee's March 21, 2014
agenda.
Following the Administration's presentation of the issue and a discussion by the
Committee (Commissioners Steinberg, Malakoff, and Weithorn present) a motion was
made and approved recommending a resolution to support the offering of foreign
language (Spanish) `live' classes at Nautilus Middle School, Feinberg-Fisher K-8 Center,
and Ruth K. Broad Bay Harbor K-8 Center levels one (1), two (2), and Advanced
Placement.

As mentioned in the QEC motions above, Miami Beach youth will benefit from the
opportunity to obtain high school credit in foreign language classes while in middle
school, with the option of taking an Advanced Placement class by the 8th grade year.

The City Manager drafted an email to Superintendent Alberto Carvalho on April 16,
2013, requesting the opportunity to discuss the lack of foreign languages for high school
credit at Miami Beach public middle schools and K-8 Centers, similar to other IB MYP
schools throughout the County. Following this email, MDCPS advertised the offering of
a `live' Spanish 1 for high school credit course at Nautilus Middle School for the 2013-14
school year. As of October 2013, there are currently two (2) Spanish One (1) for high
school credit courses taught by a `live' instructor at Nautilus Middle School for sixth and
seventh graders. Eighth grade students have the option to take a Spanish One (1) for
high school credit through Florida Virtual School.

CONCLUSION
The Administration recommends that the Mayor and Members of the City Commission
adopt the attached resolution accepting the recommendation of the Finance and
Citywide Projects Committee at its March 21, 2014, meeting to offer `live' foreign
language (Spanish) classes levels one (1), two (2), and Advanced Placement at M-
