A RESOLUTION OF THE MAYOR AND CITY COMMISSION OF THE CITY OF
MIAMI BEACH, FLORIDA AUTHORIZING THE CITY MANAGER, AND CITY
CLERK TO EXECUTE A MEMORANDUM OF UNDERSTANDING BETWEEN
THE CITY OF MIAMI BEACH, ON BEHALF OF THE MIAMI BEACH POLICE
DEPARTMENT AND THE MIAMI-DADE POLICE DEPARTMENT FOR THE
MIAMI BEACH POLICE DEPARTMENT TO ACCESS THE MIAMI DADE
POLICE DEPARTMENT PHOTO IMAGING SYSTEM.
WHEREAS, this agreement supersedes Resolution #2009-27228 approved on October
14, 2009 authorizing the City manager and City Clerk to execute a Memorandum of
Understanding between the City of Miami Beach, on behalf of the Miami Beach Police
Department and the Miami Dade Police Department for the Miami Beach Police Department to
access the Miami-Dade Photo Imaging System to provide local police agencies access to their
computerized Photo Imaging System; and
WHEREAS, the Photo Imaging System is a data base that contains Miami Dade County
adult and juvenile arrest records, gang, burglary and auto theft information, and Miami Dade
Police Department forensic drawings to include composite age progression, re-constructive face
and post-mortem imaging; and
WHEREAS, the images and data stored in the Miami-Dade Police Department's Photo
Imaging server database will allow sworn Miami Beach Police Department employees to perform
investigative searches, create photo line-ups, and search electronic mug shot books; and
WHEREAS, the computerized Photo Imaging System can be accessed via a web base
application transmitted through the City's current high speed network connection; and
WHEREAS, sworn Miami Beach Police Department employees will be able to access this
system at no cost or charge to the City.
WHEREAS, as part of the new agreement the Security Addendum must also be signed.
The Security Addendum is designed to augment the Criminal Justice Information Services
Security Policy with sufficient internal controls so that the FBI's information resources are not
compromised.
NOW, THEREFORE, BE IT DULY RESOLVED BY THE MAYOR AND CITY
COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, that the City Manager and City
Clerk are authorized to execute the attached Memorandum of Understanding between the City of
Miami Beach on behalf of Miami-Beach Police Department and the Miami Dade Police
Department to access the Miami-Dade Police Department's Photo Imaging System.

CONCLUSION
It is recommended that the Mayor and City Commission adopt this Resolution and
authorize the signing of the Memorandum of Understanding and the Security Addendum
with the Miami-Dade Police Department that will allow for the sharing of law enforcement
information.
