2014-28580 Reso RESOLUTION NO. 2014-28580 A RESOLUTION OF THE MAYOR AND CITY COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, ACCEPTING THE RECOMMENDATIONS OF THE MAYOR'S BLUE RIBBON PANEL ON FLOODING AND THE FLOODING MITIGATION COMMITTEE, AND DIRECTING THE CITY ADMINISTRATION TO BEGIN TO DESIGN AND IMPLEMENT A PROJECT TO UPGRADE THE CITY'S STORM DRAINAGE SYSTEM TO MEET THE NEW DESIGN CRITERIA, ADOPTED BY THE CITY COMMISSION IN RESOLUTION NO. 2014-28499, WITH A POTENTIAL ESTIMATED COST OF APPROXIMATELY $200 TO $300 MILLION FOR THE PROJECT, AND A TARGET COMPLETION TIMEFRAME OF 3 TO 5 YEARS, AND WITH LOW LYING AREAS TO RECEIVE FIRST PRIORITY UNTIL ALL AREAS ARE COMPLETE. WHEREAS, on February 6, 2014, the Mayor and City Commission passed and adopted Resolution No. 2014-28499 which approved the recommendation of the Flooding Mitigation Committee to amend the City's Stormwater Management Master Plan by modifying the design criteria for the tailwater elevation from 0.5 Ft-NAVD to 2.7 Ft-NAVD for all tidal boundary conditions; and WHEREAS, at the March 18, 2014 meeting of the Mayor's Blue Ribbon Panel on Flooding and Sea Rise, Chair Scott Robbins proposed a resolution that City staff be instructed to begin to design and implement the upgrade of the City's storm drainage system to meet the new design criteria set by the City Commission with a potential estimated cost of approximately $200 million for the project, and with a desired completion time of 3 to 5 years for the project, with lower lying areas to receive first priority until all areas are complete; and WHEREAS, the Mayor's Blue Ribbon Panel on Flooding and Sea Rise passed and adopted the Resolution and submitted it to the Flooding Mitigation Committee for its consideration and endorsement; and WHEREAS, at the March 26, 2014 meeting of the Flooding Mitigation Committee, the Committee passed and adopted the Resolution submitted by the Mayor's Blue Ribbon Panel on Flooding and Sea Rise with an amendment to reflect a potential estimated cost of approximately $200-$300 million for the project; and WHEREAS, the Mayor and City Commission of the City of Miami Beach accept the recommendations of the Mayor's Blue Ribbon Panel on Sea Rise and the Flooding Mitigation Committee. NOW, THEREFORE, BE IT DULY RESOLVED BY THE MAYOR AND CITY COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, that the recommendations of the Mayor's Blue Ribbon Panel on Flooding and Sea Rise and the Flooding Mitigation Committee are hereby accepted, and the City Administration is hereby directed to begin to design and implement a project to upgrade the City's storm drainage system to meet the new design criteria, adopted by the City Commission in Resolution No. 2014-28499, with a potential estimated cost of approximately $200-$300 million for the project, and a target completion timeframe of 3 to 5 years, with lower lying areas to receive first priority until all areas are complete.
