A RESOLUTION OF THE MAYOR AND CITY COMMISSION OF THE CITY
OF MIAMI BEACH, FLORIDA APPROVING AND AUTHORIZING THE CITY
MANAGER OR HIS DESIGNEE TO TAKE THE FOLLOWING ACTION: 1)
APPROVE RETROACTIVELY, THE SUBMITTAL OF A GRANT
APPLICATION TO MIAMI-DADE COUNTY METROPOLITAN PLANNING
ORGANIZATION (MPO), TRANSPORTATION ALTERNATIVES PROGRAM,
FOR FUNDING IN THE AMOUNT OF $1 MILLION FOR THE ATLANTIC
GREENWAY NETWORK/BOARDWALK CONVERSION PROJECT; 2)
APPROVE THE RENEWAL OF A CONTRACT WITH THE CHILDREN'S
TRUST FOR FUNDING IN THE APPROXIMATE AMOUNT OF $99,249 FOR
THE CITY'S YOUTH DEVELOPMENT PROGRAM; 3) APPROVE THE
RENEWAL OF A CONTRACT WITH THE CHILDREN'S TRUST FOR
FUNDING IN THE APPROXIMATE AMOUNT OF $150,000 FOR THE EARLY
CHILDHOOD DEVELOPMENT PROGRAM; 4) APPROVE ADDITIONAL
MATCHING FUNDS FROM THE CITY, IN THE AMOUNT OF $2,556,590,
FOR THE RECENT GRANT SUBMITTAL TO THE U.S. DEPARTMENT OF
TRANSPORTATION FOR THE TRANSPORTATION INVESTMENT
GENERATING ECONOMIC RECOVERY (TIGER) PROGRAM FOR AN
INTELLIGENT TRANSPORTATION SYSTEM (ITS); APPROPRIATING THE
ABOVE GRANTS, FUNDING REQUESTS, MATCHING FUNDS, AND CITY
EXPENSES, IF APPROVED AND ACCEPTED BY THE CITY AND
AUTHORIZING THE EXECUTION OF ALL NECESSARY DOCUMENTS
RELATED TO THE AFORESTATED APPLICATIONS, INCLUDING,
WITHOUT LIMITATION, AUDITS, AND AUTHORIZING THE CITY MANAGER
OR HIS DESIGNEE TO TAKE ALL NECESSARY ACTIONS RELATED TO
THESE GRANTS AND FUNDING REQUESTS
WHEREAS, the Transportation Alternatives Program (TAP) is an element of the
Federal Highway Administration's Surface Transportation Program and primarily funds
projects for non-motorized transportation; and
WHEREAS, the TAP program replaces the previous Transportation
Enhancements Program and can fund the following types of transportation projects:
construction of on-road and off-road facilities for pedestrians and bicyclists; historic
preservation and rehabilitation of historic transportation facilities; and vegetation
management practices, etc; and
WHEREAS, the program does not require matching funds, however, any funding
that the city contributes to the project will make the application more competitive; and
WHEREAS, the Administration has applied for construction funding in the
amount of $1 million for the Boardwalk Conversion project, and the current Miami Beach
Boardwalk is an elevated wooden structure extending from 24 Street to 45 Street
dedicated solely for pedestrian use due to its 12-foot width; and
WHEREAS, the conversion project consists of replacing the Boardwalk with an
ADA-compliant pedestrian and bicycle paver pathway; and
WHEREAS, the project's goal is to increase mobility for all residents and visitors,
support the use of alternative transportation throughout the City, and improve the dune
and beach habitat; and
WHEREAS, the projected cost of this project is approximately $13 million; the
Administration has requested the maximum amount of funding available from TAP,
which is $1 million; and
WHEREAS, due to the deadline of this grant, the Administration has submitted a
TAP application for construction funding for the Boardwalk Conversion project; and
WHEREAS, this project supports the key intended outcome to commission a
comprehensive mobility plan which gives priority recommendations (from non-vehicular
to vehicular and including parking); and
WHEREAS, retroactive approval is requested for the submittal of a grant
application to the Miami-Dade County Metropolitan Planning Organization (MPO),
Transportation Alternative Programs for funding in the amount of $1 million for the
Atlantic Greenway Network/Boardwalk Conversion Project; and
WHEREAS, the City's Morning All Stars Program is funded through the
Children's Trust Youth Development Program, the Morning All Stars is a best practice
program that empowers 144 sixth and seventh graders in the City of Miami Beach to
prevent substance abuse, premature sexual activity, fighting, bullying, and delinquency
through group activities, discussions, and take home projects; and
WHEREAS, All Stars promotes idealism, normative beliefs, positive lifestyles,
wholesome standards, resiliency, a sense of belonging and a positive relationship with
parents and other adults, the program utilizes research-proven strategies using the All
Stars curriculum delivered in 13 sessions that honor the values, experiences and
uniqueness of targeted youth to ensure the strengthening of protective values that will
keep them safe; and
WHEREAS, at-risk youth will be identified through the school administration
and/or by parents/guardians and be are referred to the program through the All Stars
Referral Form; and
WHEREAS, through this program, the City increases youth resilience and coping
skills and reduces drug use and violence among students by providing before-school
sessions of the program; and
WHEREAS, last year, the City received funding in the amount of $99,249; this
year, the Administration intends to negotiate a contract in the same amount;
WHEREAS, the grant renewal is for the period of August 1, 2014 through July
31, 2015 and the grant does not require matching funds; and
WHEREAS, this project supports the key intended outcome to induce public
school accountability mainly at Middle School; and
WHEREAS, approval is requested to negotiate and execute a contract renewal
with The Children's Trust for the City's Youth Development Program in the approximate
amount of$99,249 is requested; and
WHEREAS, the Early Childhood Development Program was created by The
Children's Trust to provide high quality programs in childcare settings, the Parent-Child
Home Program is an evidence-based, research validated early childhood literacy,
parenting, and school readiness program; and
WHEREAS, the program uses trained home visitors to work with families who
have not had access to educational and economic opportunities, preparing children for
academic success and strengthen families through intensive home visiting; and
WHEREAS, the program serves children who live in families that face daily
economic, social and familial challenges and eligibility includes the following: 1) must be
residents of Miami Beach at time of enrollment; 2) child must be at least 16 months and
under 3 years of age at commencement of services; 3) family must be low-income
(defined by 2014 HUD Income Guidelines); and
WHEREAS, participants will be recruited through childcare centers, pediatrician
office, community agency referrals and self-referrals; and
WHEREAS, last year, the City received funding in the amount of $150,000 and
this year, the Administration intends to negotiate a contract in the same amount; and
WHEREAS, the grant renewal is for the period of August 1, 2014 through July
31, 2015 and does not require matching funds; and
WHEREAS, through this program, the City will nurture greater resiliency and
academic success for parents and children through home-based services that promote
healthy family engagement, affirmative parenting, early literacy and positive child
developments. In partnership with Barry University, the program will provide services to
currently enrolled families as well as enroll new families; and
WHEREAS, approval is requested to negotiate and execute a contract renewal
with The Children's Trust for the Early Childhood Development Program for funding in
the approximate amount of$150,000 for the City's Parent-Child Program; and
WHEREAS, the Transportation Investment Generating Economic Recovery
(TIGER) program provides funds for transportation projects that better connect
communities to centers of employment, education, and services (including for non-
drivers) and that hold promise to stimulate long-term job growth, especially in
economically distressed areas and the program is administered by the U.S. Department
of Transportation; and
WHEREAS, at the April 23, 2014 City Commission meeting, the Commission
approved and authorized the City Manager or his designee to submit a grant application
to TIGER for the Intelligent Transportation System (ITS);
WHEREAS, Commission approval is usually requested by the Administration
prior to submitting a grant application, and the Commission authorized the
Administration to apply for a grant in the amount of $10 million for the ITS; the funding
agency requires a minimum of 20% in matching fund, and the Commission approved the
Administration's request to use $2 million in Transportation Concurrency and Mitigation
funds as a match; and
In order to be competitive for this program, the U.S. Department of
Transportation has suggested that the matching funds should be in excess of the
minimum (20%). As such, in order to provide a competitive application, the '
Administration included an additional $2,556,590 in matching funds from the Parking
Impact Fees Fund for South and Middle Beach; and
WHEREAS, the total project cost is therefore $14,556,590 with a grant request of
$10,000,000 and a City match of$4,556,590; and
WHEREAS, the ITS project will take place between 41 Street and 5 Street on
Miami Beach and includes a Parking Management System and Intelligent Transportation
System; and
WHEREAS, the Administration requests retroactive approval to provide
additional matching funds in the amount of $2,556,590 from the Parking Impact Fees
Fund (South and Middle Beach) for the TIGER grant application for the Intelligent
Transportation System. This project supports the key intended outcome to commission
a comprehensive mobility plan which gives priority recommendations (from non-
vehicular to vehicular and including parking); and
WHEREAS, approval for additional matching funds from the City in the amount of
$2,556,590 related to the recent grant submittal to the US Department of Transportation
for the Transportation Investment Generating Economic Recovery (TIGER) Program for
an Intelligent Transportation System (ITS); and
NOW THEREFORE, BE IT DULY RESOLVED BY THE MAYOR AND CITY
COMMISSION OF THE CITY OF MIAMI BEACH that the Mayor and City Commission
hereby approve and authorize the City Manager or his designee to take the following
actions: 1) Approve retroactively, the submittal of a grant application to Miami-Dade
County Metropolitan Planning Organization (MPO), Transportation Alternatives Program,
for funding in the amount of $1 million for the Atlantic Greenway Network/Boardwalk
Conversion Project; 2) Approve the renewal of a contract with the Children's Trust for
funding in the approximate amount of $99,249 for the City's Youth Development
