Morales, City Manager DATE: June 11, 2014 SUBJECT: 2014 Community Survey Results The purpose of this Letter to Commission is to transmit the results of the 2014 City of Miami Beach Community Satisfaction Survey Report inclusive of consultant strategic recommendations. The 2014 residential and business surveys, conducted by Kerr and Downs Research, are the City's fifth set of comprehensive statistically valid community satisfaction surveys since 2005. In 2005, the City formalized the performance-based approach for allocating resources based both on the City's Strategic Plan priorities and on supporting department work plans based on the City's Excellence Model. The City's Excellence Model is a strategic measurement-based model for continuous improvement. It is driven by the City's Vision, with priorities established at the strategic level based on customer input and environmental scan information. A key component of this process is the Community Satisfaction Survey. The first sets of community surveys were conducted in 2005 and 2007. These were followed by focus groups in 2006 and 2008 to get more in-depth information on issues identified through the surveys. Additional surveys were conducted in 2009 and 2012. The 2014 survey built on previous surveys in that many questions asked in previous studies were included in the 2014 study so comparisons could be examined over time. Since issues and priorities change over time, some new questions were added and some questions were revised in the 2014 study. Due to the large sample size (1,851 residents and 964 businesses) sampling errors are minimal and the results can be extrapolated to all residents and all businesses in the City of Miami Beach. This survey represents the most exhaustive and representative feedback City government receives from residents and businesses. Residents and business owners were brutally honest in their ratings; nonetheless: 4 out of 5 residents and business owners would recommend the City of Miami Beach, and, ® Residents rate the quality of life as very high. Responses to many questions in the survey are highly correlated, i.e., if traffic is an issue (as it is to a majority of residents), then ratings of other City services are influenced. Residential ratings for quality of life and City services were down from 2012, although still high at 77%, with the percentage of residents who would recommend Miami Beach as a place to live trending up at 81%. Unlike the residential survey, the overall snapshot of business ratings of the City were, on the whole, not significantly different from the 2012 ratings, with a substantial number of 2014 Community Survey Results Page 2of2 services received positive ratings ranging from 70% to 95% of businesses. City services that received comparatively high percentages of positive resident ratings of excellent or good included: • Quality of beaches (82%) • Playground appearance (81%) • Appearance & maintenance of public buildings (79%) • Recreation programs (79%) • Garbage &trash collection (79%) • Park maintenance (76%) • Fire department (93%), Emergency Medical Response (92%), and Ocean Rescue (88%) • Neighborhood safety daytime (98%) and night-time (88%) The following areas for residents declined significantly or rated negatively: • Storm drainage (25% excellent or good in 2014 compared to 37% in 2012) • Public schools (75% rating excellent or good in 2014 compared to 90% in 2012) • Traffic flow(16% rating excellent or good in 2014 compared to 23% in 2012) • Road conditions (32% excellent or good in 2014 compared to 44% in 2012) • Overall satisfaction with City customer service (62% excellent or good in 2014 compared to 71% in 2012) Services that received comparatively high percentages of positive ratings from both residents and businesses include: • Appearance and maintenance of public buildings (79% of residents and businesses rating excellent or good) • Quality of beaches (82% of residents and businesses rating excellent or good) • Park maintenance (82 % of residents and 86% of businesses rating excellent or good) • Garbage and trash collection (79% of residents and 72% of businesses rating excellent or good) The intended purpose of the surveys is to gather general feedback and input from our residents and businesses on their level of satisfaction with the services we provide, as well as to continue to refine priority areas for the organization to focus on, and actionable recommendations for improvements to our services.
