A RESOLUTION OF THE MAYOR AND CITY COMMISSION OF THE CITY OF
MIAMI BEACH FLORIDA, ACCEPTING THE RECOMMENDATION OF THE
CITY MANAGER PERTAINING TO THE RANKING OF FIRMS, PURSUANT TO
REQUEST FOR QUALIFICATIONS (RFQ) NO. 2013-454-SR FOR
CONSTRUCTION MANAGER AT RISK SERVICES FOR THE
CONSTRUCTION OF COLLINS PARK PLACE; AUTHORIZING THE
ADMINISTRATION TO ENTER INTO NEGOTIATIONS WITH THE TOP-
RANKED PROPOSER, FACCHINA CONSTRUCTION COMPANY, INC.; AND
SHOULD THE ADMINISTRATION NOT BE SUCCESSFUL IN NEGOTIATING
AN AGREEMENT WITH THE TOP-RANKED PROPOSER, AUTHORIZING
NEGOTIATIONS WITH THE SECOND-RANKED PROPOSER, SKANSKA USA
BUILDING IN ASSOCIATION WITH PIRTLE CONSTRUCTION; AND SHOULD
THE ADMINISTRATION NOT BE SUCCESSFUL IN 'NEGOTIATING AN
AGREEMENT WITH THE SECOND-RANKED PROPOSER, AUTHORIZING
NEGOTIATIONS WITH THE THIRD-RANKED PROPOSER, BILTMORE
CONSTRUCTION; AND FURTHER AUTHORIZING THE MAYOR AND
CITY CLERK TO EXECUTE AN AGREEMENT UPON CONCLUSION OF
SUCCESSFUL NEGOTIATIONS BY THE ADMINISTRATION.
WHEREAS, at its March 21, 2012 meeting, the City Commission adopted Resolution
No. 2012-27869, approving a Professional Services Agreement between the City and a joint
venture of Zaha Hadid Limited t/a Zaha Hadid Architects and Berenblum Busch Architecture,
Inc. (the Consultant) for the Planning, Architectural, Engineering, Design, Bid and Award, And
Construction Administration Services for the Collins Park Parking Garage Project; and
WHEREAS, at its January 16, 2013 meeting, the City Commission adopted the Basis of
Design Report (BODR), and on July 17, 2013, Resolution No. 2013-28289 was adopted
authorizing the Administration to proceed to the detailed design phase of the Project; and
WHEREAS, at its December 11, 2013 meeting, the City Commission authorized the
issuance of the Request for Qualifications (RFQ) No. 2013-454-SR for Construction Manager at
Risk Services for the Construction of Collins Park Place; and
WHEREAS, on December 13, 2013, the City issued Request for Qualifications No.
2013-454-SR for Construction Manager at Risk Services for the Construction of Collins Park
Place (the RFQ) with an opening date of February 5, 2014; and
WHEREAS, two pre-proposal conferences were held to provide information to the
proposers submitting a response on January 3, 2014, and January 10, 2014; and
WHEREAS, the RFQ resulted in receipt of three (3) responsive proposals; and
WHEREAS, on February 18, 2014, the City Manager via Letter to Commission (LTC)
No. 051-2014, appointed an Evaluation Committee (the "Committee"), which convened on
March 14, 2014 to consider proposals received and interview the proposers; and
WHEREAS, the Committee was provided with an overview of the project, information
relative to the City's Cone of Silence Ordinance and the Government Sunshine Law; general
information on the scope of services, Performance Evaluation Surveys, and additional pertinent
information from all responsive proposers; and engaged in a Question and Answer session after
the presentation of each proposer; and
WHEREAS, the Committee was instructed to score and rank each proposal pursuant to
the evaluation criteria established in the RFQ; and
WHEREAS, the Committee's ranking for the RFQ were as follows; Facchina
Construction Company, Inc. and Skanska USA Building, Inc. in association with Pirtle
Construction tied for the top-rank, and Biltmore Construction, ranked second; and
WHEREAS, after reviewing all the submissions and the Evaluation Committee's and
rankings, the City Manager exercised his due diligence and is recommending that the Mayor
and the City Commission enter into negotiations with Facchina Construction Company, Inc.
NOW, THEREFORE, BE IT DULY RESOLVED BY THE MAYOR AND CITY
COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, that the Mayor and City
Commission of the City of Miami Beach, Florida, accepting the recommendation of the City
Manager pertaining to the ranking of firms, pursuant to request for qualifications (RFQ) no.
2013-454-SR for Construction Manager at Risk Services for the Construction of Collins Park
Place; authorizing the administration to enter into negotiations with the top-ranked proposer
Facchina Construction Company, Inc.; and should the administration not be successful in
negotiating an agreement with the top-ranked proposer, authorizing negotiations with the
second-ranked proposer Skanska USA Building, Inc. in association with Pirtle Construction; and
should the administration not be successful in negotiating an agreement with the second-ranked
proposer, authorizing negotiations with the third-ranked proposer, Biltmore Construction
Company; and further authorizing the mayor and city clerk to execute an agreement upon
conclusion of successful negotiations by the administration.

On December 11, 2013 the City Commission Authorized the issuance of the Request for Qualifications(RFQ)No.
2013-454-SR for Construction Manager at Risk Services for the Construction of Collins Park Place.
Request for Qualifications(RFQ) No. 2013-454-SR was issued on December 13, 2013,with an opening date of
February 5, 2014.The solicitation was advertised and notices were released to prospective proposers. Four(4)
proposals were received from the following firms: Biltmore Construction Co., Inc., Skanska USA Building, Inc. in
association with Pirtle Construction Company, Facchina Construction Company, Inc., Turner Construction
Company. Turner Construction Company was deemed as non-responsive pursuant to the RFQ requirements.
On February 18,2014,the City Manager via Letter to Commission(LTC)No.051-2014,appointed an Evaluation
Committee (the "Committee"). Humberto Cabanas was replaced with alternate Thais Vieira, Capital Projects
Coordinator, CIP Office due to his inability to attend. Peter Iglesias was not able to attend and therefore was not
present at the Evaluation Committee Meeting.
On March 14, 2014, the Committee convened to review and discuss the responsive proposals and interview the
proposers.After review of proposals and presentations by proposers,the proposals were evaluated in accordance
with the criteria set forth in the RFQ.
CITY MANAGER'S RECOMMENDATION
The Administration recommends that the Mayor and City Commission of the City of Miami Beach, Florida accept
the recommendation of the City Manager pertaining to the ranking of proposals, pursuant to Request for
Qualifications(RFQ)No.2013-454-SR for Construction Manager at Risk;authorizing the Administration to enter
into negotiations with the top-ranked firm, Facchina Construction Company, inc;and should the administration not
be successful in negotiating an agreement with the top-ranked proposer, authorizing negotiations with the
second-ranked proposer, Skanska USA Building in association with Pirtle Construction; and should the
administration not be successful in negotiating an agreement with the second-ranked proposer, authorizing

ANALYSIS
On March 21, 2012, the City Commission adopted Resolution No. 2012-27869, approving a
Professional Services Agreement between the City and a joint venture of Zaha Hadid Limited t/a
Zaha Hadid Architects and Berenblum Busch Architecture, Inc. (the Consultant) for the
Planning, Architectural, Engineering, Design, Bid and Award, And Construction Administration
Services for the Collins Park Parking Garage Project.
On January 16, 2013 the City Commission adopted the Basis of Design Report (BODR), and on
July 17, 2013, Resolution No. 2013-28289 was adopted authorizing the Administration to
proceed to the detailed design phase of the Project.
The proposed parking garage will be constructed on the two properties currently occupied by
surface parking lots located on 23rd Street, behind the Miami Beach Regional Library and the
Miami City Ballet building. The ground level of the proposed structure, between Park and Liberty
Avenues, will provide approximately 17,500 SF of retail space, while the upper five (5) levels of
the parking garage, which will bridge over Liberty Avenue, will accommodate approximately 470
parking spaces.
The Project also contemplates a large public plaza at the ground level, just east of Liberty
Avenue, which will merge into the Liberty Avenue right of way between 22nd and 23rd streets,
turning it into a pedestrian street. The design takes a holistic approach to the site and considers
the public plaza as one continuous landscape that unites the project site with the adjacent sites

— Miami City Ballet and Miami Beach Regional Library - thereby creating an extension to Collins
Park.
On December 11, 2013 the City Commission authorized the issuance of the Request for
Qualifications (RFQ) No. 2013-454-SR for Construction Manager at Risk Services for the
Construction of Collins Park Place.
RFQ PROCESS
Request for Qualifications (RFQ) No. 2013-454-SR was issued on December 13, 2013, with an
opening date of February 5, 2014. Two pre-proposal conferences were held for this RFQ, the
first being on January 3, 2014 and the second one being on January 10, 2014. During the pre-
proposal conference, prospective proposers were instructed on the procurement process and
the information their respective proposals should contain.
Notices were posted on the Public Group and Florida Purchasing Group websites. Notices were
also delivered by E-mail to potential proposers and advertised in a local newspaper.. The
advertisements resulted in the receipt of four(4) proposals from the following firms:
• Biltmore Construction Co., Inc.
• Skanska USA Building, Inc. in association with Pirtle Construction Company
• Facchina Construction Company, Inc.
• Turner Construction Company
Through the Procurement Division's review of each proposal for responsiveness, Turner
Construction Company was deemed non-responsive pursuant to the requirements of the RFQ.
The remaining three (3) firms were deemed responsive pursuant to the requirements of the
RFQ.
On February 18, 2014, the City Manager via Letter to Commission (LTC) No. 051-2014,
appointed an Evaluation Committee (the "Committee") consisting of the following individuals:
• Humberto Cabanas, Senior Capital Projects Coordinator, CIP Office
• Carmen Sanchez, Deputy Director, Planning Department
• Saul Frances, Parking Director
• Oswaldo P. Betancourt, Executive VP of Development& Construction, Codina Partners, LLC
• Peter Iglesias, Building Director, City of Miami
Humberto Cabanas was replaced with alternate Thais Vieira, Capital Projects Coordinator, CIP
Office due to his inability to attend. Peter Iglesias was not able to attend and therefore was not
present at the Evaluation Committee Meeting.
On March 14, 2014, the Committee convened to review and discuss the responsive proposals
and interview the proposers. After review of proposals and presentations by proposers, the
proposals were evaluated in accordance with the criteria set forth in the RFQ, as follows:
• 50 Points - Proposer Experience and Qualifications, including Financial Capability
• 40 Points - Approach and Methodology
In addition, the proposers also had the opportunity to have points added to their scores by the
Department of Procurement Management for the following categories
• 10 Points - Dun & Bradstreet Supplier Risk Scores

Upon completion of the interviews, the Committee discussed each prospective proposer's
qualifications, experience, and competence to score and rank the firms as provided in Table 1,
below.

Skanska USA Building Inc., founded in 1887 and incorporated in 1971, Skanska has 39
offices across the country. They have constructed numerous projects with similar complexity
and, challenges, including iconic complex structures, for a wide range of public and private
institutions. Notable projects include:

• Florida Polytechnic

Pirtle Construction Company, founded in 1968, has a wide range of commercial and
institutional expertise including educational facilities, libraries, museums, municipal, commercial
offices, healthcare facilities and parking garages. Notable projects include:
• Flamingo Park Tennis Center
• Young at Art Museum and Broward County Library
• Young Circle Arts Park and Cultural Center
• City of Miami Police College
• Norman S. Edelcup Sunny Isles K-8
Both firms are deeply rooted in the South Florida market: Skanska for 13 years and Pirtle for 45
years. They have teamed up to deliver a strong team with local, national and international
experience. Skanska brings strong national and international strength, with resources and
lessons learned from other iconic projects, while Pirtle Construction brings recent relevant
experience with the City of Miami Beach with the Flamingo Park Tennis Center and Property
Management Facility Projects.

Facchina Construction, founded in 1987, have been operating in the South Florida market
since 2007. With offices in Miami, FL and in the Washington, DC Metropolitan area, they have
extensive background in a variety of complex projects which include mixed-use parking
garages, LEED certified projects, as well as projects completed in high-traffic urban areas
including Miami Beach. Furthermore, they demonstrated solid experience with complex iconic
structures, architectural exposed concrete, and coordination of multiple exposed building
systems.
Notable projects include:
• New World Symphony
• Pennsylvania Avenue Mixed-Use Parking Garage
• Espirito Santo Plaza
• Grove at Grand Bay
• FIU Parking Garage No. 6
• Maryland Institute College of Art Gateway
Facchina also brings strong national strength with lessons learned from other complex iconic
projects, as well as recent relevant experience with the City of Miami Beach with the New World
Symphony and Pennsylvania Avenue Parking Garage.
CITY MANAGER'S RECOMMENDATION
As noted above, one of the five members of the evaluation committee was unable to attend at
the last minute. Sure enough, the vote of the Committee ended in a tie. At a minimum, I take
comfort from the fact that either team could deliver a successful project. That said, I am
recommending the contract be awarded to Facchina Construction. The goal of building Collins
Park Place is to have an iconic structure that activates and excites the Collins Park
neighborhood. Facchina did precisely that with the New World Symphony project and did so to
the satisfaction of the leadership at New World. . Such past performance should be
acknowledged and rewarded. As such, I recommend award to Facchina Construction.
CONCLUSION
The Administration recommends that the Mayor and City Commission of the City of Miami
Beach, Florida accept the recommendation of the City Manager pertaining to the ranking of
proposals, pursuant to Request for Qualifications (RFQ) No. 2013-454-SR for Construction
Manager at Risk ; authorizing the Administration to enter into negotiations with the top-ranked
firm, Facchina Construction Company, inc; and should the administration not be successful in
negotiating an agreement with the top-ranked proposer, authorizing negotiations with the
second-ranked proposer, Skanska USA Building in association with Pirtle Construction; and
should the administration not be successful in negotiating an agreement with the second-ranked
proposer, authorizing negotiations with the third-ranked proposer, Biltmore Construction
Company; and further authorizing the mayor and city clerk to execute an agreement upon
conclusion of successful negotiations by the administration.
