AN ORDINANCE AMENDING ORDINANCE NO. 789, THE CLASSIFIED
EMPLOYEES SALARY ORDINANCE OF THE CITY OF MIAMI BEACH,
FLORIDA, PROVIDING FOR A 3% SALARY INCREASE EFFECTIVE
SEPTEMBER 29, 1997; AND A 3% INCREASE EFFECTIVE
SEPTEMBER 28, 1998; AND A 3% INCREASE EFFECTIVE
SEPTEMBER 27, 1999; ELIMINATING THE TWO TIER COMPENSATION
PLAN FOR THOSE CLASSIFICATIONS REPRESENTED BY THE
INTERNATIONAL ASSOCIATION OF FIREFIGHTERS (I.A.F.F.), IN
ACCORDANCE WITH THE NEGOTIATED AGREEMENT; REPEALING
ALL ORDINANCES IN CONFLICT; PROVIDING FOR SEVERABILITY;
AND PROVIDING FOR AN EFFECTIVE DATE.
BE IT ORDAINED BY THE MAYOR AND THE CITY COMMISSION OF THE CITY OF
MIAMI BEACH, FLORIDA:
SECTION 1: That the following lines in Section 1 of Ordinance No. 789 as heretofore amended,
which reads as follows:

SECTION 2: That all ordinances or parts of ordinances in conflict herewith be and the same
are hereby repealed.
SECTION 3: If any section, subsection, clause, or provision of this ordinance is held invalid, the
remainder shall not be affected by such invalidity.
SECTION 4: The Bi- Weekly compensation set forth in the Sections above shall be effective the
pay period commencing September 29, 1997; September 28, 1998; and,
September 27, 1999, respectively.

ADMINISTRATION RECOMMENDATION
Adopt the Ordinance.
BACKGROUND
The first reading of the Ordinance took place on September 23, 1998.
On September I, 1998, negotiators for the City and the IAFF successfully concluded negotiatiorts
for a three year collective bargaining agreement. The IAFF Agreement is scheduled for presentation
to the City Commission for ratification on September 23, 1998,
The term of the Agreement will extend for three years from October 1, 1997 through
September 30,2000. Effective with the payroll dates of September 29, 1997, September 28, 1998,
and September 27, 1999, of each of those three years, bargaining unit employees will receive a three
percent (3%) pay raise. Based on current, active employees the estimated cost for the wage increases
are $255,000 for Fiscal Year 1997/1998; $270,000 for Fiscal Year 1998/1999; and, $280,000 for
Fiscal Year 1999/2000.

The Tier B language that modified the pay plan by affecting a 15% salary reduction for those
bargaining unit employees who were hired after April 1, 1993 has been eliminated. The estimated
costs involved to increase the salaries of the affected bargaining unit employees to the Tier A level
through three extra step increases of 5% each are $45,000 for Fiscal Year 1997/1998; $48,000 for
Fiscal Year 1998/1999; and $50,000 for Fiscal Year 1999/2000, Additionally, as of
September 30. 2000, the Tier B Pension Plan for Firefighters will be eliminated at an estimated
annual cost of $1 06,000.
Effective on the date that the IAFF Agreement is ratified by the City, the two-tier pay plan will be
eliminated as follows:
Current employees hired under the Tier B pay plan, Step A, will have their pay advanced by
one step on September 29, 1997, one step on September 28, 1998, and one step on
September 27, 1999.
CONCLUSION
The Administration recommends that the City Commission approve the attached Ordinance
amending Ordinance 789 to eliminate the two tier compensation plan and implement the wage
provisions of the three-year Agreement negotiated between the City of Miami Beach and the
International Association of Firefighters Local 1510 (IAFF), which was ratified by the City
Commission at the September 23, 1998 Commission Meeting.
