A RESOLUTION OF THE MAYOR AND CITY COMMISSION
OF THE CITY OF MIAMI BEACH, FLORIDA, AMENDING
RESOLUTION NO. 90-20000 ENTITLED "CREATING A
RESIDENTIAL PARKING PERMIT AREA IN THE AREA
BOUNDED ON THE SOUTH BY THE CENTERLINE OF
FIFTH STREET, ON THE NORTH BY THE NORTHERLY
RIGHT-OF-WAY LINE OF FIFTEENTH STREET, ON THE
WEST BY THE CENTERLINE OF COLLINS AVENUE AND
ON THE EAST BY THE EASTERLY RIGHT-OF-WAY LINE
OF OCEAN DRIVE" , SAID AMENDMENT EXTENDING THE
OPERATIONAL HOURS OF PARKING METERS IN THE
AREA SOUTH OF DADE BOULEVARD/23RD STREET FROM
THE CURRENT HOURS OF 6 :00 AM to 6 : 00 PM, TO
6 : 00 AM to MIDNIGHT, SEVEN DAYS WEEKLY,
HOLIDAYS INCLUDED
WHEREAS, the Mayor and City Commission of the City of Miami
Beach adopted Resolution No. 90-20000 on June 6 , 1990; and
WHEREAS, this Resolution established the operational hours of
the meters in the Ocean Drive corridor in conjunction with the
creation of Residential Parking Permit Area #1; and,
WHEREAS, the City is improving the parking conditions for the
residents, businesses and visitors to the City; and,
WHEREAS, the operation of the meters are currently in effect
seven days weekly, between 6 : 00 AM and 6 : 00 PM; and
WHEREAS, it is necessary to revise the operational hours of
the meters south of Dade Boulevard/23rd Street to begin the first
step to improve parking conditions in this area.
NOW, THEREFORE, BE IT DULY RESOLVED BY THE MAYOR AND CITY
COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, that the City
approves an amendment to Resolution No. 90-20000 amending the
operational hours of parking meters in the areas south of Dade
Boulevard/23rd Street from the current hours of 6 : 00 AM to 6 : 00 PM,
to 6 : 00 AM to Midnight, seven days weekly, holidays included.

ADMINISTRATION RECOMMENDATION:
The Administration recommends that the City Commission adopt the
attached resolution amending the operational hours of parking
meters in the area south of Dade Boulevard and 23rd Street from the
current 6 :00 AM to 6 :00 PM, to 6 : 00 A.M. to Midnight, seven days
weekly, holidays included. .
BACKGROUND:
On June 6, 1990, the City Commission adopted Resolution No. 90-
20000 directing the administration to create a residential parking
permit program area and revise the operational hours of meters and
implement a rate increase in the Ocean Drive corridor corresponding
to the creation of the Residential Parking Program Area #1 . The
Resolution changed the operating hours of parking meters to 6 : 00 AM
to Midnight, seven days weekly, holidays included. This revision
to the operating hours of meters allowed the Administration to
begin to manage and control the streets in the area.
The new administration of the department has started a multi-
pronged approach to increase the availability of parking, reduce
traffic congestion and enhance the mobility of people and goods
throughout the City. This effort will include a three-year
Comprehensive Parking Evaluation and Management Program which will
survey, plan, and implement modifications to the existing
inventory. However, as a first step in addressing the immediate
concerns in the South Beach area, with particular attention to the
Deco District and all areas south of Dade Boulevard, the process
requires control of parking meters in the area until Midnight .

ANALYSIS:
The Department has performed a series of turnover studies in the
Washington Avenue corridor. Staff has identified the need to
better manage and control the on- and off-street parking spaces .
To ensure that this management control is in place, a revision in
the hours of operation is required. For continuity of operations,
we recommend amending Resolution No. 90-2000 to provide for the
hours of operation for all meters in the area south of Dade
Boulevard/23rd Street Midnight (in lieu of 6 : 00 PM) , seven days
weekly including holidays . Under Resolution No. 90-2000
approximately 412 meters in the area (14 percent) already operate
in the expanded hours . The Transportation and Parking Committee
passed a resolution on October 28, 1993 supporting extension of
operating hours to Midnight . Additionally, increased revenue
streams in the approximate amount of $420, 000 annually will result
from these expanded hours of operation allowing a stronger position
towards improving the public parking conditions in the region. The
increased revenue stream will result in bonding capacity of
approximately $4, 000, 000 which is critically needed for the parking
expansion program within the area. .
CONCLUSION:
Parking in Miami Beach has substantially evolved over the years .
A multi-phase, multi-year Comprehensive Parking Management Program
will be prepared using state-of-the-art concepts in the field. As
a first step, expanded operational periods of the parking meters
will be needed to provide a mechanism for the Parking Department to
move forward in the process. The attached Resolution directs the
Administration to advance towards future parking plans and
developments .
