A RESOLUTION OF THE MAYOR AND CITY COMMISSION OF THE CITY OF
MIAMI BEACH, FLORIDA, RETROACTIVELY ACCEPTING DONATIONS AND
SPONSORSHIPS, IN THE AMOUNT OF $133,500, FOR THE FOLLOWING:
THE HUMAN RIGHTS CAMPAIGN EVENT; A KABOOM! PLAYGROUND
BUILD; ART BASEL IN MIAMI BEACH ANNUAL OFFICIAL BRUNCH; AND
VETERANS DAY PARADE.
WHEREAS, in 2014, the City of Miami Beach hosted community events including:
o The Human Rights Campaign Event,
o the annual Veterans Day Parade,
o the a KaBOOM! Playground Build,
o the Art Basel in Miami Beach Annual Official Brunch; and
WHEREAS, These events bring thousands of residents and tourists together to enjoy
great food and music, celebrate our country's freedom, and engage the community in projects
that promote human rights and enhance local parks, which offer free outdoor entertainment to
our citizens; and
WHEREAS, the City secured partnerships through donations and sponsorships for these
events at varying levels of support from Miami Beach Medical Group, Car2go, Sagamore Hotel,
Peterson's Harley Davidson, KaBOOM!, Miami Beach Coalition, Bacardi USA, to off -set the
costs of producing these events; and
WHEREAS, the Administration recommends that the City Commission retroactively
approve and accept the aforestated donations and sponsorships, totaling $133,500; and
WHEREAS, it is further recommended that the City Commission authorize the City
Manager or his designee to make any necessary reimbursements and/or expenditures of the
aforestated donations, in furtherance of and consistent with the aforestated events.
NOW, THEREFORE, BE IT DULY RESOLVED BY THE MAYOR AND CITY
COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, that the Mayor and City
Commission hereby retroactively accept donations and sponsorships, in the amount of
$133,500, for the following: The Human Rights Campaign Event; A KaBOOM! Playground Build;
Art Basel in Miami Beach Annual Official Brunch; and Veterans Day Parade.
PASSED and ADOPTED this 17th day of December, 2014.

Item Summary/Recommendation:
Each year the City of Miami Beach hosts various events and programs throughout the City. Most recently the City hosted
the Veterans Day Parade, Human Rights Campaign Event, Art Basel in Miami Beach Annual Official Brunch. In addition,
the City Parks and Recreation Department will be partnering with KaBOOM! to build a playground at Crespi Park. These
events bring thousands of residents and tourists together to enjoy great food and music, celebrate our country's freedom,
and engage the community in projects that promote human rights and enhance local parks, which offer free outdoor
entertainment to our citizens. The annual Veterans Day parade event was open to the general public at no charge. The Art
Basel Luncheon is an annual event hosted by the City with officials from Art Basel in Miami Beach and elected officials from
City of Basel, officials from Art Basel in Miami Beach and Messe Schweiz. The Sagamore Hotel has sponsored the full cost
of the brunch.
The KaBOOM! playground build will create a new playground in Crespi Park. To achieve this purpose, the City of Miami
Beach will act as a Community Partner and enter into a Community Partner Playground Contract with KaBOOM! Inc, and
the Funding Partner to secure funds not to exceed $100,000 for the construction of this playground. In exchange for this
donation, the City will contribute $8,500 towards the purchase of playground equipment, will process all related permits, will
demolish the playground currently onsite, and will assume responsibility for the maintenance of the playground facility once
built. In addition, the project will require the active participation of approximately 75 volunteers along with entertainment to
motivate participants on Build Day. To support this effort, the Irie Foundation will take an active role by providing the
required volunteers and the entertainment needed for Build Day estimated to take place around February or March 2015.
Marketing efforts for these events include, but are not limited to PSAs and printed ads. The media plans included news and
local programming coverage, including MB77, the Miami Beach government channel, City of Miami Beach e -briefs, as well
as television, and newspaper calendars around South Florida. The City secured the following sponsors for these events at
varying levels of support:

o Peterson's Harley Davidson
o Miami Marathon
o KaBOOM!

FUNDING
Donations (including Sponsorships) made to the City for the Human Rights Campaign Event,
KaBOOM! Playground Build, Art Basel in Miami Beach Annual Official Brunch and Veterans
Day Parade event will be expended from the corresponding city expense accounts.
ANALYSIS

for the "Community Built Playground" project sponsored by KaBOOM! Inc, and a Funding
Partner — still to be disclosed - to build a new playground at Crespi Park with the active
support and involvement of the community. Crespi Park was selected as an ideal location for
this project because it is adjacent to a low income area, the playground is dated, it is in
walking distance to the Biscayne Elementary School and the project will benefit the
surrounding community by increasing a sense of belonging during and after the project takes
place. The Park is also in North Beach, which as you know, is a priority area for the City.

CONCLUSION
Staff worked diligently to identify funding sources to off -set the costs of producing these
events. The Administration recommends the adoption of the attached Resolution authorizing
the acceptance of these donations, their appropriation to cover costs of the Human Rights
Campaign Event, KaBOOM! Playground Build, Art Basel in Miami Beach Annual Official
Brunch and Veterans Day Parade.
