MIAMI BEACH, FLORIDA, APPROVING AND AUTHORIZING THE CITY
MANAGER OR HIS DESIGNEE TO TAKE THE FOLLOWING ACTIONS: 1)
SUBMIT A GRANT APPLICATION IN THE APPROXIMATE AMOUNT OF
$500,000 TO THE CHILDREN'S TRUST, UNDER THE YOUTH ENRICHMENT
PROGRAM REQUEST FOR PROPOSALS (RFP), FOR THE MIAMI BEACH ALL
STARS PROGRAM; 2) SUBMIT A GRANT APPLICATION IN THE

DESIGNEE TO TAKE ALL NECESSARY STEPS AND EXECUTE ALL
NECESSARY DOCUMENTS IN CONNECTION WITH THE AFORESTATED
GRANTS AND FUNDING REQUESTS, INCLUDING, WITHOUT LIMITATION,
APPLICATIONS, GRANT/FUNDING AGREEMENTS AND AUDITS
WHEREAS, the Administration requests approval to submit an application to The Children's
Trust, Youth Enrichment Program, in the approximate amount of $500,000 for the Miami Beach
All Stars Program, the details of which are as follows:
A. The Miami Beach All Stars Program is a best practice program that seeks to promote
academic success and personal development for 125 sixth and seventh grade
economically and educationally disadvantaged students in the City of Miami Beach. The
comprehensive program includes a structured design of activities and outcomes
grounded in the evidence -based All Stars Curriculum program for life skills. The All
Stars Program will also provide art programming, music program (in partnership with
ADMIT and other art programming partnerships); service learning - including community
service and civic engagement; career exploration; and STEM (Science, Technology,
Engineering, and Math);
B. This comprehensive program seeks to reduce risk factors and build protective factors by
offering at -risk youth the opportunity to develop life-long interests and acquire social,
emotional and cognitive skills that will help them make healthier life choices;
C. The City's Community Services Department has been running this program successfully
and intends to apply for funds in the amount of $500,000 to continue and expand this
program. This grant does not require matching funds. This project supports the key
intended outcome to induce public school accountability mainly at Middle School.
WHEREAS, the Administration requests approval to submit an application to. The Children's
Trust, Parenting and Home Visitation Program, in the approximate amount of $500,000 for the
Miami Beach Positive Parenting Program, the details of which are as follows:
A. The Miami Beach Positive Parenting Program will promote effective parenting through
group settings for 150 parents of children up to the age of 12 in the City of Miami Beach.
The program includes structured positive parenting strategies and outcomes grounded in
the evidence -based Triple P program, which will be implemented in partnership with
Barry University and Choices et al;
B. Within this program, parents and primary caregivers will gain relevant knowledge related
to their child and family, practice new skills, and build social supports through connecting
with other parents and providing resources to address their specific needs;
C. The Administration intends to apply for funds in the amount of $500,000 to continue and
expand this program. This grant does not require matching funds. This project supports
the key intended outcome to induce public school accountability mainly at Middle
School.
WHEREAS, the Administration requests approval to submit an application to The Children's
Trust, Parenting and Home Visitation Program, in the approximate amount of $500,000 for the
Miami Beach Parent — Child Program, the details of which are as follows:
A. The Miami Beach Parent -Child Program will promote effective parenting through group
and home visiting settings for 60 parents and children in the City of Miami Beach. The
program includes structured design of activities and outcomes grounded in the following
evidence -based programs: 1) Nurturing Skills for Families - in partnership with Family
Central Inc., and 2) The Parent - Child Home Program - in partnership with Barry
University;
B. This comprehensive program meets the specific needs of each family and offers
professional and peer support, education and skill -building opportunities for
parents/primary caregivers and their children to: enhance parent-child and family
relationships; reduce parent stress; support healthy child development, school
readiness, and academic success;
C. The City's Community Services Department has been running this program successfully
and intends to apply for funds in the amount of $500,000 to continue and expand this
program. This grant does not require matching funds. This project supports the key
intended outcome to induce public school accountability mainly at Middle School.
WHEREAS, the Administration requests retroactive approval to submit an application to the
Visit Florida Medical Meetings and Training Promotion Grant Program in Partnership with Mount
Sinai Medical Center for medical technology infrastructure and equipment, the details of which
are as follows:
A. VISIT FLORIDA is the state's official source for travel planning and the premier sales
and marketing organization that promotes tourism to Florida through sales, advertising,
promotions, public relations and visitor services programs both domestically and
internationally. The mission of VISIT FLORIDA is to promote travel and drive visitation
to and within Florida. VISIT FLORIDA has established the Medical Tourism grant
program to promote Florida as a destination to host medical meetings or training or for
the promotion of a Florida based medical meeting or training program to increase event
attendance;
B. Medical conventions and meetings represent a publicly beneficial and lucrative niche
convention tourism market and represent an opportunity to Florida to increase its brand
image. The opportunity represented by bringing the top national medical conventions to
Miami Beach is estimated at $720 million. The City is collaborating with Mount Sinai
Medical Center to apply for funding for the design, purchase and installation of all
technical infrastructure and equipment to produce medical tourism conventions and
meeting that feature live cardiac or surgical procedures at the Miami Beach Convention
Center and Mount Sinai Medical Center;
C. The application is for funding in the amount of $500,000. Matching funds in the amount
of $500,000 will be provided by Mount Sinai hospital. This project supports the key
intended outcome to improve alliance with key business sectors, namely hospitality, arts
and international business with a focus on enhanced Culture, Entertainment and
Tourism and also the key intended outcome maximize the Miami Beach brand as a
world class destination.
WHEREAS, the Administration request retroactive approval to submit an application to
PetSmart Charities® in the amount of $102,175 for the City's Free Roaming Cat Program, the
details of which are as follows:
A. The free -roaming cat grant offered by PetSmart Charities® is intended to provide
funding, strategic planning and mentoring for a comprehensive trap -neuter -return
program for free -roaming cats. The goal is to build a program that is community -wide in
scope, effective in reducing the local feral and stray cat population, efficient in its use of
resources, measurable in impact and sustainable over a period of years to come;
B. The City shares the goals of PetSmart Charities® and is seeking funding in the amount
of $102,175 for a two-year period. The City has been collaborating with the Cat Network
for approximately 2 years to address animal issues in the community, namely spay and
neutering of pets. Over these years, the City and the Cat Network have held monthly
spay and neutering events, yielding an average of 40 surgeries per event. The
Administration has applied for funding to continue and expand this program with the goal
of securing funding to sterilize 1000 cats per year;
C. Matching funds are not required for this program, however, the City has been providing
$5,000 a year for spay/neuter services for many years. These funds will continue as an
expense for this program, in addition to the grant, if awarded.
WHEREAS, the Administration requests retroactive approval to submit a grant application to the
National Oceanic and Atmospheric Administration (NOAA), Marine Debris Removal Program for
the removal of a derelict vessel, the details of which are as follows:
A. Through NOAA's Marine Debris Program, the NOAA Restoration Center administers the
Community-based Marine Debris Prevention and Removal Grants Program. This funding
supports locally driven, community-based marine debris prevention and removal projects
that benefit coastal habitat, waterways, and wildlife including migratory fish;
B. Marine debris is a global problem that affects the environment, human safety, and
commerce. It includes any material that is disposed of or abandoned in the marine
environment, ranging from a plastic bottle thrown on the beach, to a ship that has been
abandoned on a sand bar. The debris can be found on shorelines and beaches around
the world, near the coast where most fishing is done, and floating in the open ocean,
thousands of miles from its point of entry;
C. The Administration has applied to this program for funding to remove two derelict boats
from the waterways. Currently, fuel and debris from these derelict vessels are polluting
local waterways and contaminating the sea beds. The City has applied for funding to
remove and dispose of the vessels in an environmentally sound manner and to collect
data from the waterways. The vessels are located in Biscayne Bay, west of Purdy Park
and adjacent to a residential neighborhood and a children's playground. The City
requests a total of $29,000 to remove the two vessels. The total project cost is $58,000
and the City will be required to provide matching funds. Matching funds in the amount of
$29,000 will be requested through FY 15/16 Capital Budget Process.
WHEREAS, the Administration requests retroactive approval to submit an application to the
Firehouse Subs in the amount of $20,679 for emergency equipment and training systems, the
details of which are as follows:
A. The Firehouse Subs Public Safety Foundation is dedicated to improving the life-saving
capabilities of first responders and public safety organizations in communities served by
Firehouse Subs by providing funding, resources and support. The Administration has
applied for funding in the amount of $20,679 for emergency equipment, training systems
and community emergency response team kits through the City's Emergency
Management Department. This equipment is necessary for the many incidents where
citizens who have CERT training and life-saving equipment have a positive impact,
whether providing immediate help until first responders arrive or supporting personnel
during a hazardous situation. This grant does not require matching funds.
WHEREAS, the Administration request retroactive approval to submit an application to
Branches Inc., for funding in the approximate amount of $5,000 for the City's Financial Stability
Program, the details of which are as follows:
A. Branches is the Miami -Dade County lead agency for the Volunteer Income Tax
Assistance (VITA) Program which offers free tax help to people who earn approximately
$52,000 annually or less and need assistance in preparing their own tax returns. IRS-
certified volunteers provide free basic income tax return preparation with electronic filing.
Branches has received funding from the IRS VITA Program to implement the United
Way Center for Financial Stability VITA Program, which supports and coordinates tax
education, tax preparation and financial education and asset building service to low-
income and/or limited English proficiency clients in Miami -Dade County. The City's
Community Services department has applied to Branches for sub -grant funding to
implement the VITA tax preparation program to eligible clients.
NOW THEREFORE, BE IT DULY RESOLVED BY THE MAYOR AND CITY COMMISSION OF
THE CITY OF MIAMI BEACH that the Mayor and City Commission approve and authorize the
City Manager or his designee to submit applications to: 1) Children's Trust, Youth Enrichment
Program for the Miami Beach All Stars Program, approximately $500,000; 2) Children's Trust,
Parenting and Home Visitation Program, for the Miami Beach Positive Parenting Program,
approximately $500,000; 3) Children's Trust, Parenting and Home Visitation Program for the
Miami Beach Parent -Child Program, approximately $500,000; and retroactive approval for the
following submittals: 4) In partnership with Mount Sinai Medical Center, Visit Florida, Medical
Meetings & Training Promotion Grant Program, for $500,000, specialized equipment and
infrastructure for Mount Sinai and Miami Beach Convention Center; 5) PetSmart Charities Inc.,
$102,175 for the City's Free Roaming Cat Program; 6) National Oceanic and Atmospheric

Medical conventions and ;meetings represent a publicly beneficial and lucrative niche
convention tourism market and represent an opportunity to Florida to increase its brand
image. The opportunity represented by bringing the top national medical conventions to
Miami Beach is estimated at $720 million. The City is collaborating with Mount Sinai
Medical Center to apply for funding for the design, purchase and installation of all
technical infrastructure and equipment to produce medical tourism conventions and
meeting that feature live cardiac or surgical procedures at the Miami Beach Convention
Center and Mount Sinai Medical Center.
The application is for funding in the amount of $500,000. Matching funds in the amount
of $500,000 will be provided by Mount Sinai hospital. This project supports the key
intended outcome to improve alliance with key business sectors, namely hospitality, arts
and international business with a focus on enhanced Culture, Entertainment and
Tourism and also the key intended outcome maximize the Miami Beach brand as a
world class destination.

5. Retroactive approval to submit an application to PetSmart Charities° in the
amount of $102,175 for the City's Free Roaming Cat Program
The free -roaming cat grant offered by PetSmart Charities® is intended to provide
funding, strategic planning and mentoring for a comprehensive trap -neuter -return
program for free -roaming cats. The goal is to build a program that is community -wide in
scope, effective in reducing the local feral and stray cat population, efficient in its use of
resources, measurable in impact and sustainable over a period of years to come.
The city shares the goals of PetSmart Charities® and is seeking funding in the amount
of $102,175 for a two-year period. The City has been collaborating with the Cat Network
for approximately 2 years to address animal issues in the community, namely spay and
neutering of pets. Over these years, the City and the Cat Network have held monthly
spay and neutering events, yielding an average of 40 surgeries per event. The
Administration has applied for funding to continue and expand this program with the goal
of securing funding to sterilize 1000 cats per year.
Matching funds are not required for this program, however, the City has been providing
$5,000 a year for spay/neuter services for many years. These funds will continue as an
expense for this program, in addition to the grant, if awarded.
6. Retroactive approval to submit a grant application to the National Oceanic
and Atmospheric Administration (NOAA), Marine Debris Removal Program
for the removal of a derelict vessel
Through NOAA's Marine Debris Program, the NOAA Restoration Center administers the
Community-based Marine Debris Prevention and Removal Grants Program. This funding
supports locally driven, community-based marine debris prevention and removal projects
that benefit coastal habitat, waterways, and wildlife including migratory fish.
Marine debris is a global problem that affects the environment, human safety, and
commerce. It includes any material that is disposed of or abandoned in the marine
environment, ranging from a plastic bottle thrown on the beach, to a ship that has been
abandoned on a sand bar. The debris can be found on shorelines and beaches around
the world, near the coast where most fishing is done, and floating in the open ocean,
thousands of miles from its point of entry.
The Administration has applied to this program for funding to remove two derelict boats
from the waterways. Currently, fuel and debris from these derelict vessels are polluting
local waterways and contaminating the sea beds. The City has applied for funding to
remove and dispose of the vessels in an environmentally sound manner and to collect
data from the waterways. The vessels are located in Biscayne Bay, west of Purdy Park
and adjacent to a residential neighborhood and a children's playground. The City
requests a total of $29,000 to remove the two vessels. The total project cost is $58,000
and the City will be required to provide matching funds. Matching funds in the amount of
$29,000 will be requested through FY 15/16 Capital Budget Process.

7. Retroactive approval to submit an application to the Firehouse Subs in the
amount of $20,679 for emergency equipment and training systems
The Firehouse Subs Public Safety Foundation is dedicated to improving the life-saving
capabilities of first responders and public safety organizations in communities served by
Firehouse Subs by providing funding, resources and support. The Administration has
applied for funding in the amount of $20,679 for emergency equipment, training systems
and community emergency response team kits through the City's Emergency
Management Department. This equipment is necessary for the many incidents where
citizens who have CERT training and life-saving equipment have a positive impact,
whether providing immediate help until first responders arrive or supporting personnel
during a hazardous situation. This grant does not require matching funds.
8. Retroactive approval to submit an application to Branches Inc., for funding in
the approximate amount of $5,000 for the City's Financial Stability Program
Branches is the Miami -Dade County lead agency for the Volunteer Income Tax
Assistance (VITA) Program which offers free tax help to people who earn approximately
$52,000 annually or less and need assistance in preparing their own tax returns. IRS -
certified volunteers provide free basic income tax return preparation with electronic filing.
Branches has received funding from the IRS VITA Program to implement the United
Way Center for Financial Stability VITA Program, which supports and coordinates tax
education, tax preparation and financial education and asset building service to low-
income and/or limited English proficiency clients in Miami -Dade County. The City's
Community Services department has applied to Branches for sub -grant funding to
implement the VITA tax preparation program to eligible clients.
CONCLUSION
A Resolution approving and authorizing the City Manager or his designee to submit
applications to: 1) Children's Trust, Youth Enrichment Program for the Miami Beach All
Stars Program, approximately $500,000; 2) Children's Trust, Parenting and Home
Visitation Program, for the Miami Beach Positive Parenting Program, approximately
$500,000; 3) Children's Trust, Parenting and Home Visitation Program for the Miami
Beach Parent -Child Program, approximately $500,000; and retroactive approval for the
following submittals: 4) In partnership with Mount Sinai Medical Center, Visit Florida,
Medical Meetings & Training Promotion Grant Program, for $500,000, specialized
equipment and infrastructure for Mount Sinai and Miami Beach Convention Center; 5)
PetSmart Charities Inc., $102,175 for the City's Free Roaming Cat Program; 6) National
Oceanic and Atmospheric Administration, Marine Debris Removal Program, $29,000,
removal of derelict vessels; 7) Firehouse Subs, $20,679 for emergency equipment and
training systems; and, 8) Branches Inc., approximately $5,000 for the City's Financial
Stability Program; approving and authorizing the appropriation of the above grants and
funding requests, including any requisite matching funds and city expenses; and further
authorizing the City Manager or his designee to take all necessary steps and execute all
necessary documents in connection with the aforestated grants and funding requests,
including, without limitation, applications, grant/funding agreements and audits.
