2015-29001 Reso RESOLUTION NO. 2015-29001 A RESOLUTION OF THE MAYOR AND CITY COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, ACKNOWLEDGING THE CITY MANAGER'S APPROVAL OF A "NO COST EXTENSION" UNDER THAT CERTAIN GRANT AGREEMENT BETWEEN THE CITY AND THE FLORIDA INTERNATIONAL UNIVERSITY BOARD OF TRUSTEES FOR THE BENEFIT OF THE WOLFSONIAN-FIU (GRANTEE) FOR DEVELOPMENT OF A PROGRAMMATIC PLAN FOR THE RENOVATION AND EXPANSION OF WOLFSONIAN-FIU, DATED JULY 26, 2013, EXTENDING THE EXPENDITURE DEADLINE AND PROJECT COMPLETION DATE TO JULY 31, 2015. WHEREAS, the City provided the Wolfsonian-Florida International University (Wolfsonian) a grant, in the amount of $150,000.00, pursuant to that certain Grant Agreement between the City and the Florida International University Board of Trustees for the benefit of the Wolfsonian-FIU (Grantee) for development of a programmatic plan for the renovation and expansion of the Wolfsonian, dated July 26, 2013 (Grant Agreement); and WHEREAS, the Wolfsonian initially contracted museum project managers, Paratus Group II, Inc., from September 2013—July 2014, to complete a master plan to renovate the museum; and WHEREAS, the Wolfsonian transitioned responsibility for crafting the master plan to Rene Gonzalez Architect, Inc., who had worked with renowned architect Mark Hampton on the renovation of the Washington Storage Company building, to meet museum and historic preservation standards when the Wolfsonian became a public institution in 1995; and WHEREAS, the Wolfsonian has been working with Rene Gonzalez Architect, Inc. on a conceptual master plan to renovate the museum at 1001 Washington Avenue and construct a five- story expansion to the north of the existing building, which will make the building more accessible and inviting to the public, increase the museum's programmable and revenue-generating spaces, including a civic space, and provide parking; and WHEREAS, in November 2014, the Wolfsonian requested an extension for completion of the plan, which was granted by the City and is scheduled for completion by March 31, 2015 in order to work with the Washington Avenue Blue Ribbon Panel to ensure alignment with the City's vision for Washington Avenue; and WHEREAS, this item was discussed at the February 27, 2015 Neighborhood/Community Affairs Committee (NCAC) meeting and was scheduled for follow up discussion at the April 21, 2015 meeting; and WHEREAS, the Wolfsonian was originally scheduled to deliver the master plan to the City by March 31, 2015, but requests an extension of the grant period to 07/31/15; and WHEREAS, the NCAC met on April 21, 2015 and acknowledged the extension and deferred further discussion until after July 2015; and WHEREAS, pursuant to the Grant Agreement, the City Manager has the authority to grant an extension of time for the Expenditure Deadline and Project completion Date, but is seeking confirmation from the City Commission for the extension. Wolfsonian-FIU Grant Extension City Commission Meeting April 29, 2015 Page 2 of 2 In early 2015, Rene Gonzalez Architect, Inc. and Wolfsonian leadership met with the Administration to review and refine the draft conceptual plan. The plan was then submitted to a general contractor for pro bono cost estimation in February 2015, which was expected to be completed in early March 2015. In coming weeks, Rene Gonzalez Architect, Inc. and Wolfsonian leadership will meet with the Wolfsonian Advisory Board Real Estate Committee to solicit their input on the conceptual plan (February 20, 2015); confer with the City Planning Department and Tourism, Culture, and Economic Development Department, to review the cost estimate and the process for delivery of the plan (March 4, 2015); meet with Director of Miami-Dade County Department of Cultural Affairs, Michael Spring, to review the plan, budget, and next steps toward accessing the $10 million Building Better Communities GOB awarded in November, 2004; and meet with FIU leadership to review the project in its entirety.
