OFFICE OF THE CITY MANAGER
LTC # 204-2015
LETTER TO COMMI SION
TO: Mayor Philip Levine and Membe s of the C y Commi sion
FROM: Jimmy Morales, City Manager 111--
DATE: May 11, 2015
SUBJECT: Disability Access Committee (D A ) —request for Crossing Aide services in
Public Right of Way Construction Areas
The purpose of this Letter to Commission (LTC) is to notify you of the DAC request to
the City of Miami Beach, to provide Crossing Aide services upon request to residents with
disabilities, elderly or other who may need assistance, when traveling through construction
areas.
People who are blind or people who use mobility devices, have encountered numerous
barriers when traveling the streets in construction areas where sidewalks are closed/blocked for
construction and pedestrian traffic is rerouted. Their mobility and independence is jeopardized.
Many times the alternate pedestrian route is not properly outlined (cane-detectable) and/or is
not accessible, and many residents, the disabled community and/or others need assistance in
finding a safe and accessible alternate route during construction.
The members suggest a point of contact, a telephone number, to request a crossing
aide, crossing guard or equivalent assistance, if one cannot be made available at the
construction site permanently. In addition, the members suggest, for future reference, there is
detailed outreach information about upcoming construction areas and timeframes with special
emphasis in reaching residents who may need assistance to safely travel the streets as
pedestrians during construction and be able to fulfill these needs.
