BEACH, FLORIDA, FORMALLY ACCEPTING A DONATION TO THE CITY OF MIAMI
BEACH OF 178 SUITE HOLDER TICKETS FOR THE MIAMI BEACH CENTENNIAL
CONCERT EVENT, "HARD ROCK RISING MIAMI BEACH GLOBAL MUSIC
FESTIVAL 2015," TO BE HELD ON MARCH 26, 2015 (THE CLOSING NIGHT OF
THE CITY'S 100 HOUR CENTENNIAL CELEBRATION) FROM DONORS SAXONY
BEACH, LLC, LANZO HOLDING COMPANY, AND BEACH TOWING, AND
AMENDING RESOLUTION NO. 2014-28638, TO PROVIDE FOR A ONE-TIME-ONLY
AMENDMENT TO THE CITY'S ADMINISTRATIVE GUIDELINES FOR THE
DISTRIBUTION OF COMPLIMENTARY TICKETS RECEIVED BY THE CITY OF
MIAMI BEACH; SAID AMENDMENT PROVIDING THAT THE DISTRIBUTION OF THE
178 SUBJECT DONATED TICKETS SHALL BE DISTRIBUTED BY THE MAYOR, ON
BEHALF OF THE CITY OF MIAMI BEACH, AS THE OFFICIAL CEREMONIAL HEAD
OF THE CITY AND OF THE CENTENNIAL, IN ACCORDANCE WITH THE
FOLLOWING DISTRIBUTION CRITERIA, REFLECTING THE CITY COMMISSION'S
DETERMINATION OF ACCEPTABLE PUBLIC PURPOSES AS SET FORTH IN
THIS RESOLUTION, WHICH INCLUDE, WITHOUT LIMITATION: 1) HOSTING
DIGNITARIES FROM MUNICIPAL, STATE AND FEDERAL GOVERNMENTAL
ENTITIES; 2) HOSTING DIGNITARIES AND BUSINESS LEADERS FROM OTHER
COUNTRIES; 3) HOSTING BUSINESS LEADERS TO PROMOTE ECONOMIC
DEVELOPMENT; 4) HOSTING LEADERS OF COMMUNITY
SERVICE ORGANIZATIONS; HOSTING GROUPS OF GOVERNMENTAL
EMPLOYEES IN RECOGNITION OF THEIR EFFORTS WORKING ON THE
CENTENNIAL; AND 5) HOSTING CONSTITUENTS; PROVIDED FURTHER, THAT
THE AFORESTATED AMENDMENT SHALL ONLY APPLY FOR THE CENTENNIAL,
WHICH IS A ONCE-IN-A-LIFETIME EVENT IN THE CITY'S HISTORY, AND SHALL
AUTOMATICALLY SUNSET FOLLOWING THE CONCLUSION OF THE
OFFICIAL CENTENNIAL EVENTS ON MARCH 27, 2015.
WHEREAS, on March 26, 2015, the City of Miami Beach will celebrate its
centennial (the "Centennial"), marking the 100th anniversary of its incorporation and that .
day will culminate an unprecedented 100 hour Centennial Celebration with a beachfront
concert, the "Hard Rock Rising Miami Beach Global Music Festival 2015," featuring
global music icons Andrea Bocelli, Barry Gibb, and Gloria Estefan, among other famous
recording artists (the "Centennial Concert"); and
WHEREAS, from its humble beginnings and rich heritage to its present day
status as a world renowned resort destination, a tropical paradise to its residents and
businesses, and a diverse, cosmopolitan city, Miami Beach has always been known for
its beaches--which are among the finest in the world--and which have attracted tourists
and residents alike for the past century; and
WHEREAS, Miami Beach Mayor Philip Levine is the official ceremonial head of
the City and of the City's Centennial celebrations; and
WHEREAS, the City's Centennial Concert event will be held on the closing
night of the City's 100 Hour Centennial Celebration, and will attract thousands of visitors
to the City and will further promote the City's global image as an entertainment and
tourist destination; and
WHEREAS, on June 11, 2014, the Mayor and City Commission passed
Resolution No. 2014-28638, which established a comprehensive municipal policy
regarding the use and distribution of complimentary City tickets to events occurring at
City-owned venues, and to events sponsored by the City, and provided .for
Administrative Guidelines for the distribution of such tickets; and
WHEREAS, the City's Administrative Guidelines for the distribution of
complimentary tickets received by the City of Miami Beach should be amended to
provide for a one-time-only application, which shall automatically sunset on March 27,
2015, with regard to the distribution of 178 suite holder tickets to the City's Centennial
Concert event, from donors Saxony Beach, LLC, Lanzo Holding Company, and Beach
Towing, to the City of Miami Beach, which tickets shall be distributed by the Mayor of
Miami Beach in accordance with the following distribution criteria, which reflects the City
Commission's determination of the following acceptable public purposes, which include,
without limitation:
1) Hosting dignitaries from municipal, state, and federal governmental entities;
2) Hosting dignitaries and business leaders from other countries;
3) Hosting business leaders to promote economic development;
4) Hosting leaders of community service organizations; hosting groups of
governmental employees in recognition of their efforts working on the
Centennial; and
5) Hosting constituents (as the ceremonial head of the City and of the
Centennial); and
WHEREAS, the aforestated public purposes are consistent with those set forth in
Resolution No. 2014-28638 and the City's Administrative Guidelines.
NOW, THEREFORE, BE IT DULY RESOLVED BY THE MAYOR AND CITY
COMMISSION OF THE 'CITY OF MIAMI BEACH, FLORIDA, that the Mayor and City
Commission hereby formally accept a donation to the City of Miami Beach of 178 suite holder
tickets for the Miami Beach Centennial Concert event, "Hard Rock Rising Miami Beach Global
Music Festival 2015," to be held on March 26, 2015 (the closing night of the City's 100 Hour
Centennial Celebration) from donors Saxony Beach, LLC, Lanzo Holding Company, and Beach
Towing, and amending Resolution No. 2014-28638, to provide for a one-time-only amendment
to the City's Administrative Guidelines for the distribution of complimentary tickets received by
the City of Miami Beach; said amendment providing that the distribution of the 178 subject
donated tickets shall be distributed by the Mayor, on behalf of the City of Miami Beach, and as
the official ceremonial head of the City and of the Centennial, in accordance with the following

distribution criteria, reflecting the City Commission's determination of acceptable public
purposes as set forth in this Resolution, which include, without limitation: 1) hosting dignitaries
from municipal, state, and federal governmental entities; 2) hosting dignitaries and business
leaders from other countries; 3) hosting business leaders to promote economic development; 4)
hosting leaders of community service organizations; hosting groups of governmental employees
in recognition of their efforts working on the Centennial; and 5) hosting constituents; provided
further, that the aforestated amendment shall only apply for the Centennial, which is a once-in-
a-lifetime event in the City's history, and shall automatically sunset following the conclusion of
the official Centennial events on March 27, 2015.
