2015-29185 Reso RESOLUTION NO. 2015-29185 A RESOLUTION OF THE MAYOR AND CITY COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, REQUESTING THE MIAMI-DADE SCHOOL BOARD TO ADD SWIMMING AS ONE OF THE PHYSICAL EDUCATION SEGMENTS AT EACH ELEMENTARY SCHOOL IN MIAMI BEACH IN ORDER TO PROVIDE CHILDREN WITH THE SKILLS TO HOPEFULLY PROTECT THEM FROM UNNECESSARY INJURIES OR FROM ACCIDENTALLY DROWNING IN POOLS, BISCAYNE BAY OR THE ATLANTIC OCEAN. WHEREAS, we live in a community surrounded by water and must ensure that all children will remain safe; and WHEREAS, there are often fatalities relating to minor children who do not know how to swim; and WHEREAS, South Florida and Miami Beach is a region and City surrounded not just by Biscayne Bay and the Atlantic Ocean, but also numerous residential, public and commercial pools; and WHEREAS, drowning is a leading cause of unintentional injury death worldwide, and the highest rates are among children; and WHEREAS, drowning is the leading cause of injury death among children aged 1-4 years; and WHEREAS, in 2001, approximately .3,300 persons died from unintentional drowning in recreational water settings, and an estimated 5,600 were treated in emergency departments; and WHEREAS, between 1999 and 2010, more than 46,000 people died from drowning in the United States, or more than 10 per day; and WHEREAS, for children under age 5, drowning is a leading cause of accidental death, with rates even surpassing those of traffic accident fatalities in recent years, according to a new report from Centers for Disease Control and Prevention; and WHEREAS, children under age 5 still had the highest risk of drowning, with death rates of nearly 3 per 100,000 in 2010; and WHEREAS, it is vital that the youth of Miami Beach are provided the opportunity to learn the techniques of swimming to ensure their safety; and WHEREAS, providing swimming lessons as part of the elementary school program will help prevent young children from drowning from accidental falls into pools, the ocean, and would ensure that the youth of Miami Beach are protected. NOW, THEREFORE, BE IT DULY RESOLVED BY THE MAYOR AND CITY COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, that the Mayor and City Commission hereby request the Miami-Dade School Board to add swimming as one of the physical education segments at each elementary school in Miami Beach in order to provide children with the skills to hopefully protect them from unnecessary injuries or from accidentally drowning in pools, Biscayne Bay or the Atlantic Ocean.
